Recommendation: Reject the claim and direct staff to notify the claimants'

F. Consideration and Possible Action to Discuss the January 2016 Monthly Report of
Cash Balances (Cullen)
Recommendation: Receive and file the January 2016 Monthly Report of Cash
Balances for the City of Rancho Palos Verdes.
G. Consideration and Possible Action to Purchase Additional Data Storage for the
City's Virtual Server Cluster (Landon)
Recommendation: Authorize the purchase of an expansion tray with 34TB
useable space for the Nimble CS215 Storage Area Network (SAN).
H. Consideration and Possible Action to Award a Professional Services Contract to
KOA Corporation for On-Call Professional Services (Dragoo)
Recommendation: 1) Consider awarding a contract for on-call professional
services to KOA Corporation; 2) Authorize the expenditure of up to $60,000 for the
remainder of FY 2015-16 with a not-to-exceed amount of$25,000 for any single
project; and, 3) Authorize the Mayor and City Clerk to execute the agreement,
subject to approval as to form by the City Attorney.

1. Consideration and Possible Action to Approve a Code Amendment for the
Regulations for Nonresidential Exterior Lighting (Case No. ZON2014-00320)

Recommendation: INTRODUCE ORDINANCE NO. AN ORDINANCE OF
THE CITY OF RANCHO PALOS VERDES, AMENDING SECTION 17.56.040 OF
CHAPTER 17.56 OF TITLE 17 OF THE RANCHO PALOS VERDES MUNICIPAL
CODE TO UPDATE THE CITY'S EXISTING REGULATIONS FOR EXTERIOR
LIGHTING FOR NONRESIDENTIAL PROPERTIES, SPECIFYING THAT LIGHT
FIXTURES ARE TO BE FULLY SHIELDED SO THAT THE LIGHT SOURCE IS
NOT VISIBLE FROM ANY ADJACENT PROPERTY, ESTABLISHING
ACCEPTABLE COLOR TEMPERATURES FOR EXTERIOR LIGHTS, IMPOSING
RESTRICTIONS ON EXTERIOR EMISSIONS BASED ON LUMENS INSTEAD OF
WATTAGE, AND ADDRESSING GLARE OF EXTERIOR LIGHTS TO VEHICLES

2. Consideration and Possible Action to Introduce an Ordinance for Wireless
Telecommunications Installations within the City's Public Rights-of-Way [Location:

3. Consideration and Possible Action to Initiate a Code Amendment for Employee
Housing, as Identified in the City's 2013-2021 Housing Element (Case No.

Recommendation: Direct Staff to initiate a Code Amendment to Section 17.02.020
of the City's Municipal Code to implement Program No. 9, as identified in the City's
2013-2021 Housing Element, to explicitly state that employee housing is allowed in
the City's Single-Family Residential zoning districts as a permitted use.

4. Consideration of and Possible Action regarding the Fiscal Year 2015-16 Mid-year

Recommendation: 1) Receive and file the FY 2015-2016 Mid-year Financial

5. Consideration and Possible Action to Support a Regional Stormwater Quality

Recommendation: Authorize the Mayor to sign a letter of commitment for the
purposes of a grant application to support a regionally-beneficial stormwater quality
project at Torrance Airport.
6. Consideration and Possible Action to require Earlier Agenda Posting and Receipt of

Recommendation: Direct Staff to proceed with either: 1) Continuing posting and
delivering the agenda on the Thursday evening preceding the Council meeting; or
2) Posting the agenda online on Tuesday evening and delivering the printed agenda
on the Wednesday preceding the Council meeting.

A point has been reached where, in the opinion of the legislative body of the local agency
on the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency, based on a letter dated February
8, 2016 to the Mayor from counsel for Verizon Wireless regarding the proposed ordinance
related to the installation of proposed wireless telecommunication devices in the public
right-of-way. This letter references several conflicts with state and federal law. In addition,
the City received a letter dated September 17, 2015 to the Director of Public Works from
counsel for Crown Castle regarding approval and issuance of encroachment permits for
installation of the same devices in the right-of-way. This letter references seeking judicial
recourse through the issuance of a writ of mandate. A copy of these letters are on file in
the City Clerk's Office.
