A. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be given
by all Council Members after the reading of the title.
B. Register of Demands (Cullen)
Recommendation: ADOPT RESOLUTION NO. 2015-_, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH
THE SAME ARE TO BE PAID.
C. Letter Supporting Senate Bill No 593 (SB 593) Regarding Short-Term Residential
Rentals (Fox)
Recommendation: Authorize the Mayor to sign a letter supporting Senate Bill
No. 593 (SB 593) regarding short-term residential rentals.
D. Award Construction Contract for Construction of the Sunnyside Ridge Trail
Segment Project - Revised Scope (Supports 2014 City Council Goal, Infrastructure)

Recommendation: 1) Adopt the revised project plans and specifications on file in
the Public Works Department for the Sunnyside Ridge Trail Segment Project -
Revised Scope; 2) Award a construction contract to Concept Consultant, Inc. in the
amount of$290,864 for the base bid items, and authorize Staff to utilize an
additional $30,000 (about 10%) for project contingency; and, 3) Authorize the Mayor
and City Clerk to execute the agreement.
E. Los Angeles County Parks Needs Assessment Community Engagement Plan
(Linder)
Recommendation: Approve the attached funding agreement with Los Angeles
County, which authorizes the County to provide funds to the City in the amount of
$2,500 for a community engagement meeting related to a countywide parks needs
assessment effort.
F. Rejection of Bids Received for the Hawthorne Blvd. Right of Way Beautification
Project (Dragoo)
Recommendation: 1) Reject all bids received for the Hawthorne Blvd. Right of Way
Beautification Project; and, 2) Direct Staff to modify the scope of work to accomplish
the tree planting in the medians, with the goal of decreasing the construction cost,
and re-advertise the project as soon as possible.
G. Adopt Resolution in Support of the South Bay Measure R Highway Program Project
List and Approve Rancho Palos Verdes' Project -Western Avenue Traffic Operations

H. Award a Professional Services Contract for the Altamira Canyon Drainage Project

Recommendation: 1) Award a Professional Services Contract to Harris and
Associates in the amount of$439,989 to produce a Project Study Report for the
Altamira Canyon Drainage Project; and, 2) Authorize a project contingency in the
not to exceed amount of$60,000 to be used in addressing unforeseen conditions
and or to investigate issues beyond the identified scope of work.
I. September 2015 Monthly Report of Cash Balances (Cullen)
Recommendation: Receive and file the September 2015 Monthly Report of Cash
Balances for the City of Rancho Palos Verdes.

1. Energy Efficiency Chapter of the Emissions Reduction Action Plan (ERAP) (Mikhail)

Recommendation: ADOPT RESOLUTION NO. 2015-_7 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, THEREBY
APPROVING THE ENERGY EFFICIENCY CHAPTER OF THE CITY OF RANCHO
PALOS VERDES' EMISSIONS REDUCTION ACTION PLAN (ERAP) TO
VOLUNTARILY AGREE TO REDUCE COMMUNITYWIDE AND MUNICIPAL
ENERGY USAGE TO HELP THE STATE OF CALIFORNIA MEET ITS GOAL TO
REDUCE GHG EMISSIONS BY 15% BELOW 2005 LEVELS, AS STATED IN
ASSEMBLY BILL 32.
2. Status Report on Proposed LA-RICS Monopole at Upper Point Vicente (Fox) (30
mins)
Recommendation: Receive and file a status report on the Los Angeles Regional
Interoperable Communication System's (LA-RICS') proposed monopole on the U.S.
Coast Guard property at Upper Point Vicente; re-consider authorizing the Mayor to
sign letters expressing the City's opposition to this proposed monopole; consider
ADOPTING RESOLUTION NO. 2015-_7 A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES, THEREBY "OPTING
OUT" OF LA-RICS, PRIOR TO THE NOVEMBER 24, 2015 DEADLINE TO DO SO;
and, consider allowing LA-RICS to pursue construction of a new monopole on City
(rather than Coast Guard) property.

3. Status Report for City Hall Monopole Lease Agreements (Fox) (30 mins)
Recommendation: Receive and file a status report on the leases for the existing
antenna monopole at City Hall; provide feedback to Staff regarding the future of the
City Hall monopole; and consider approving short-term extensions of the lease
agreements with Verizon Wireless (VZW), AT&T and Southern California Edison
(SCE) for their existing wireless telecommunications facilities on the City Hall
monopole.

A point has been reached where, in the opinion of the legislative body of the local agency
on the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency, based on a letter to the City of
Rancho Palos Verdes Planning Commission dated August 6, 2014, from Ellen Berkowitz of
Gresham, Savage, Nolan & Tilden. A copy of the letter is on file in the City Clerk's
Office. In addition, the threat of anticipated litigation that would be filed by the Vista Verde
Homeowners' Association ("HOA") was discussed at the October 28, 2014 Planning
Commission meeting by Michael N. Friedman, the attorney who represents the HOA, and
on March 23, 2015, claims against the City were received from the following Vista Verde
residents: Nadejda V. Gueorguieva, Barbara K. Hughes-Astbury, Veronica E. Lawlor, Paul
F. Keye, Jr. and Julie Keye, Sharon L. Loveys, Matthew H. Martin, Lane C. Mayhew, and

Rhys Williams. On April 14, 2015, an additional claim was received from Vista Verde
resident Julie Reynolds.
Potential Litigation against the City:

A point has been reached where, in the opinion of the legislative body of the local agency
on the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency, based on a letter dated
September 17, 2015 to the Director of Public Works from counsel for Crown Castle
regarding approval and issuance of encroachment permits for the installation of proposed
wireless telecommunication devices in the public right-of-way. This letter references
seeking judicial recourse through the issuance of a writ of mandate. A copy of the letter is
on file in the City Clerk's Office.
