Closed Session. The primary purpose of the Study Session is to provide an opportunity
for the Council Members to interact freely and informally, ask questions and discuss policy
items that are listed on the agenda for that specific Study Session. The City Council will
also provide direction to Staff regarding upcoming agenda items and tentative agendas,
including prioritization of agenda items that are listed on the agenda for that specific study
session. No action shall be taken during any Study Session unless the agenda so
provides.

Recommendation: Approve the Minutes of the October 6, 2015 Regular Meeting.
C. Register of Demands (Cullen)
Recommendation: ADOPT RESOLUTION NO. 2015-_7 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH
THE SAME ARE TO BE PAID.
D. Approval of Stop and Yield Sign Traffic Control Implementation at Three Locations
(Countryman)

Recommendation: Approve the installation of the following: A) Stop sign traffic
control of Sparta Drive at the intersection of N. Enrose Avenue, and 20 feet of red
curb on N. Enrose Avenue north of Sparta Drive and 20 feet of red curb on N.
Enrose Avenue south of Sparta Drive; B) Yield sign traffic control of Chartres Drive
at the intersection of Sattes Drive; and, C) Yield sign traffic control of Coolheights
Drive at the intersection of Floweridge Drive.
E. Approve Mandatory Commercial Organics Recycling Program (AB 1826)
(Ramezani)
Recommendation: Approve the City's implementation program for a mandatory
commercial organics recycling program complete with outreach, education, and
monitoring as required by the State approved AB 1826, Mandatory Commercial
Organics Recycling.
F. Point Vicente Interpretive Center (PVIC) Native Plant Garden Memorandum of
Understanding - California Native Plant Society (Trautner)
Recommendation: 1) ADOPT RESOLUTION NO. 2015 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING
RESOLUTION NO. 2015-47, THE BUDGET APPROPRIATION FOR FY 2015-167
TO PAY A PORTION OF THE NATIVE PLANT SOCIETY'S COST TO MANAGE
AND MAINTAIN THE UPKEEP OF THE NATIVE PLANT GARDEN AT PVIC FROM
THE CITY'S DONOR RESTRICTED CONTRIBUTION FUND IN THE AMOUNT
NOT TO EXCEED $20,000; and, 2) Authorize the Mayor and City Clerk to execute
the Memorandum of Understanding (MOU) with the South Coast Chapter California
Native Plant Society (SCCNPS) to manage and maintain the upkeep of the Native
Plant Garden located at PVIC.
G. Professional Services Agreements for RPVty Contractors (Robinson)
Recommendation: Authorize the Mayor and City Clerk to sign a Professional
Services Agreement with Liz Brown Swanson, Producer, to provide television duties
for RPVty.
REGULAR BUSINESS:
1. Lower Hesse Park Improvements (Linder) (60 mins)
Recommendation: Approve Lower Hesse Park Improvements Option 2.
2. Palos Verdes Nature Preserve Enforcement Options (Linder) (30 mins)
Recommendation: Provide direction to staff on the proposed options for
increasing and improving enforcement in the Palos Verdes Nature Preserve.

Potential Litigation against the City:
GC 54956.9(d)(2) and (e)(3)
A point has been reached where, in the opinion of the legislative body of the local agency
on the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency, based on a letter to the City of
Rancho Palos Verdes Planning Commission dated August 6, 2014, from Ellen Berkowitz of
Gresham, Savage, Nolan & Tilden. A copy of the letter is on file in the City Clerk's
Office. In addition, the threat of anticipated litigation that would be filed by the Vista Verde
Homeowners' Association ("HOA") was discussed at the October 28, 2014 Planning
Commission meeting by Michael N. Friedman, the attorney who represents the HOA, and
on March 23, 2015, claims against the City were received from the following Vista Verde
residents: Nadejda V. Gueorguieva, Barbara K. Hughes-Astbury, Veronica E. Lawlor, Paul
F. Keye, Jr. and Julie Keye, Sharon L. Loveys, Matthew H. Martin, Lane C. Mayhew, and
Rhys Williams. On April 14, 2015, an additional claim was received from Vista Verde
resident Julie Reynolds.
