ABALONE COVE BEACH IMPROVEMENTS
Dear Ms. Fullner:
Attached is a Per Parcel Discretionary Grant Application package for the Abalone Cove
Beach Improvement project.
The Abalone Cove Shoreline Park and beach area is one of the more beautiful sections
of the Palos Verdes Peninsula coastline. However, the public's access to this section of
beach has historically been limited due to the lack of public facilities and access points.
With this project, the City is proposing to improve the access to the Abalone Cove
Beach area as a means of increasing the public use of the site. TheJro'ect consists of

three components:
1. Improvements to the entry road: Widen the existing entry road from
Palos Verdes Drive South to the beach.
2. Additional beach parking: Install a new parking lot adjacent to the
beach to accommodate approximately 50 vehicles.
3. Improvements to the main beach area: Install a public restroom facility
and small meeting room/snack bar, several picnic shelters, outdoor
showers, and a volleyball court at the main beach area; rehabilitate an
existing building located at the main beach area; clean-up the shoreline
and replenish sand at the main beach area; and improve the nearby trails.

Improvement project is $516,450, which nearly matches the City's allocation of

A RESOLUTION OF THE CITY OF RANCHO PALOS
VERDES APPROVING THE APPLICATION FOR GRANT
FUNDS FROM THE COUNTY OF LOS ANGELES
REGIONAL PARK AND OPEN SPACE DISTRICT PER
PARCEL DISCRETIONARY GRANT PROGRAM FOR THE
ABALONE COVE IMPROVEMENT PROJECT
WHEREAS, the people of the County of Los Angeles on November 3, 1992,
enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang
Prevention, Tree-Planting, Senior and Youth Recreation, Beaches and Wildlife
Protection (the Proposition), which provides funds to the County of Los Angeles and
other public agencies in the County for the purposes of acquiring and/or developing
facilities for public recreational facilities and open space; and
WHEREAS, the Proposition also created the County of Los Angeles Regional
Park and Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing local
agency applications for grant funds under the Proposition; and
WHEREAS, the District's procedures require the City as the Applicant to certify,
by resolution, the approval of the ::application before submission of said application to
the District; and
WHEREAS, the Project is ;:an important park and recreation project for the City of
Rancho Palos Verdes: and
WHEREAS. said application contains assurances that the City must comply with:
and
WHEREAS, the City will enter into an Agreement with the District for the
development of the Abalone Cove Beach Improvement project;
BE IT, THEREFORE, RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES:
1. Approves the filing of an application with the County of Los Angeles
Regional Park and Open Space District for funds under Section 8.b.1 of
the Proposition for the above Project; and
2. Certifies that said the City understands the assurances and certification in
the application form; and
3. Certifies that said the City has, or will have, sufficient funds to operate and
maintain the Project in perpetuity; and
4. Appoints the City Manager or designee as agent of the City to conduct all
negotiations, and to execute and submit all documents including, but not
limited to applications, agreements, amendments, payment requests and
so forth, which may be necessary for the completion of the
aforementioned Project.

B Entry Road and Parking Lot: $ 74,500
Widen existing entry road, which is constructed of
crushed AC paving, to a width of 20 feet, and install a
new parking lot to accommodate approximately 50
vehicles located near the end of the entry road.
C The Beach: $ 299,025
Installation of a public restroom facility and small
meeting room/snack bar, rehabilitate existing building,
several picnic shelters, outdoor showers, and a
volleyball court.
E Existing Trail Enhancement: $ 6,850
Improvements to the nearby trails to provide easy
pedestrian access between the new parking lot and and
"bluff top park."
F Pedestrian Connection: $ 5,000
Improvements to the nearby trails to provide easy
pedestrian access between the new parking lot and the
main beach area.
H Shoreline Cleanup & Connection to Portuguese Point: $ 45,000
Clean-up the shoreline and replenish sand at the main
beach area.
