PROFESSIONAL/TECHNICAL SERVICES AGREEMENT
THIS AGREEMENT ("Agreement") is made and entered into this 4th day of June,
2013, by and between the City of Rancho Palos Verdes (hereinafter referred to as the
"CITY") and Stearns, Conrad and Schmidt, Consulting Engineers, Inc. (hereafter referred
to as "CONSULTANT").
IN CONSIDERATION of the covenants hereinafter set forth,the parties hereto agree
as follows:
ARTICLE 1
SCOPE OF SERVICES
1.1 Project Description
The Project is described as the Source Reduction and Recycling Element
("SRRE"), Solid Waste Support Services and Used Oil Payment Program for Fiscal Year
2013-2014 and Fiscal Year 2014-2015.
1.2 Description of Services
CONSULTANT shall provide professional consulting services including, but
not limited to: Project Administration, Project Management and Annual Residential Haulers
Rate Adjustment Verification; Annual AB 939 Report Preparation, LARA Assistance, and
Quarterly Tonnage Reports Monitoring; Pubic Education and Outreach; Construction and
Demolition Recycling; City Hall/Park Sites Recycling Program Expansion; Mandatory
Commercial and Multi-Family Residential Recycling Program; Commercial/Business Sector
Recycling; and Used Oil Grant, and Household Hazardous/E-Waste Program
Administration. CONSULTANT shall provide these services as described in the CITY's
Request For Proposals, which is attached hereto as Exhibit"A"and incorporated herein by
this reference, and in CONSULTANT's Proposal, which is attached hereto as Exhibit "B"
and incorporated herein by this reference. In the event of any conflict between the terms of
this Agreement and any incorporated document(s), the terms of this Agreement shall
control; in the event of any conflict between Exhibit "A" and Exhibit "B," Exhibit "A" shall
control.
1.3 Schedule of Work
Upon receipt of written Notice to Proceed from the CITY, CONSULTANT
shall perform with due diligence the services requested by the CITY. Time is of the
essence in this Agreement. CONSULTANT shall not be responsible for delay, nor shall
CONSULTANT be responsible for damages or be in default or deemed to be in default by
reason of strikes, lockouts, accidents, or acts of God, or the failure of CITY to furnish timely
information or to approve or disapprove CONSULTANT's work promptly, or delay or faulty
performance by CITY, other consultants/contractors, or governmental agencies, or any
other delays beyond CONSULTANT's control or without CONSULTANT's fault.

ARTICLE 2
COMPENSATION
2.1 Fee
CITY agrees to compensate CONSULTANT an amount not to exceed twenty
nine thousand nine hundred and eighty dollars ($29,980) for Fiscal Year 2013-2014 and
twenty nine thousand nine hundred and eighty dollars($29,980)for Fiscal Year 2014-2015
for services as described in Article 1.
2.2 Terms of Compensation
CONSULTANT shall submit monthly invoices for the percentage of work
completed in the previous month. CITY agrees to authorize payment for all undisputed
invoice amounts within thirty (30) days of receipt of each invoice. CITY agrees to use its
best efforts to notify CONSULTANT of any disputed invoice amounts or claimed
completion percentages within ten (10) days of the receipt of each invoice. However,
CITY's failure to timely notify CONSULTANT of a disputed amount or claimed completion
percentage shall not be deemed a waiver of CITY's right to challenge such amount or
percentage.
Additionally, in the event CITY fails to pay any undisputed amounts due
CONSULTANT within forty-five (45) days after invoices are received by CITY then CITY
agrees that CONSULTANT shall have the right to consider said default a total breach of
this Agreement and be terminated by CONSULTANT without liability to CONSULTANT
upon ten (10) working days advance written notice.
2.3 Additional Services
CITY may request additional specified work under this Agreement. All such
work must be authorized in writing by the CITY's Director of Public Works prior to
commencement. CONSULTANT shall perform such services, and CITY shall pay for such
additional services in accordance with CONSULTANT's Fee Schedule, which is within
Exhibit "B." The Fee Schedule shall be in effect through the end of this Agreement.
2.4 Term of Agreement
This Agreement shall commence on July 1, 2013 and shall terminate on June
30, 2015, unless sooner terminated pursuant to Article 4 of this Agreement. Additionally,
there shall be two (2) two-year options to renew the Agreement with the mutual written
consent of both parties: the first option shall include Fiscal Years 2015-2016 and 2016-
2017; and the second option shall include Fiscal Years 2017-2018 and 2018-2019.

ARTICLE 3
INDEMNIFICATION AND INSURANCE
3.1 Indemnification
To the maximum extent permitted by law, CONSULTANT shall defend,
indemnify, and hold the CITY, its officials, officers, employees, agents and independent
contractors serving in the role of CITY officials, and volunteers (collectively"Indemnitees")
free and harmless from any and all claims, demands, causes of action, costs, expenses,
liabilities, losses, damages or injuries, in law or equity, to property or persons, including
wrongful death (collectively"Claims"), in any manner arising out of or incident to any acts or
omissions of CONSULTANT, its officials, officers, employees or agents in connection with
the performance of this Agreement, including without limitation the payment of all
consequential damages, attorneys'fees, and other related costs and expenses, except for
such Claims arising out of the sole negligence or willful misconduct of the Indemnitees.
With respect to any and all such Claims, CONSULTANT shall defend Indemnitees at
CONSULTANT's own cost, expense, and risk and shall pay and satisfy any judgment,
award, or decree that may be rendered against Indemnitees. CONSULTANT shall
reimburse Indemnitees for any and all legal expenses and costs incurred by each of them
in connection therewith or in enforcing the indemnity herein provided. CONSULTANT's
obligation to indemnify shall not be restricted to insurance proceeds, if any, received by
CONSULTANT or Indemnitees. All duties of CONSULTANT under this Section shall
survive termination of this Agreement.
3.2 General Liability
CONSULTANT shall at all times during the term of the Agreement carry,
maintain, and keep in full force and effect, a policy or policies of Commercial General
Liability Insurance, with minimum limits of one million dollars ($1,000,000) for each
occurrence and two million dollars ($2,000,000)general aggregate for bodily injury, death,
loss or property damage for products or completed operations and any and all other
activities undertaken by CONSULTANT in the performance of this Agreement. Said policy
or policies shall be issued by an insurer admitted to do business in the State of California
and rated in A.M. Best's Insurance Guide with a rating of A:VII or better.
3.3 Professional Liability
CONSULTANT shall at all times during the term of this Agreement, carry,
maintain, and keep in full force and effect a policy or policies of professional liability
insurance with a minimum limit of one million dollars($1,000,000) per claim and aggregate
for errors and/or omissions of CONSULTANT in the performance of this Agreement. Said
policy or policies shall be issued by an insurer admitted to do business in the State of
California and rated in Best's Insurance Guide with a rating of A:VII or better. If a "claims
made" policy is provided, such policy shall be maintained in effect from the date of
performance of work or services on the CITY's behalf until three (3)years after the date of
work or services are accepted as completed. Coverage for the post-completion period may
be provided by renewal or replacement of the policy for each of the three (3) years or by a

three-year extended reporting period endorsement, which reinstates all limits for the
extended reporting period. If any such policy and/or policies have a retroactive date, that
date shall be no later than the date of first performance of work or services on behalf of the
CITY. Renewal or replacement policies shall not allow for any advancement of such
retroactive date.
3.4 Automobile Liability
Consultant shall at all times during the term of this Agreement obtain,
maintain, and keep in full force and effect, a policy or policies of Automobile Liability
Insurance, with minimum of one million dollars ($1,000,000) per claim and occurrence and
two million dollars ($2,000,000) in the aggregate for bodily injuries or death of one person
and five hundred thousand dollars ($500,000) for property damage arising from one
incident.
3.5 Worker's Compensation
CONSULTANT agrees to maintain in force at all times during the
performance of work under this Agreement worker's compensation insurance as required
by the law. CONSULTANT shall require any subcontractor similarly to provide such
compensation insurance for their respective employees.
3.6 Notice of Cancellation
(a) All insurance policies shall provide that the insurance coverage shall
not be cancelled or modified by the insurance carrier without thirty (30) days prior written
notice to CITY, or ten (10) days notice if cancellation is due to nonpayment of premium.
Additionally, CONSULTANT shall provide immediate notice to the City if it receives a
cancellation or policy revision notice from the insurer.
(b) CONSULTANT agrees that it will not cancel or reduce any required
insurance coverage. CONSULTANT agrees that if it does not keep the aforesaid
insurance in full force and effect, CITY may either immediately terminate this Agreement
or, if insurance is available at a reasonable cost, CITY may take out the necessary
insurance and pay, at CONSULTANT's expense, the premium thereon.
3.7 Entire Policy and Certificate of Insurance
At all times during the term of this Agreement, CONSULTANT shall maintain
on file with the CITY Clerk both a copy of the entire policy and a certificate of insurance
showing that the aforesaid policies are in effect in the required amounts. The commercial
general liability policy shall contain endorsements naming the CITY, its officers, agents and
employees as additional insureds.
3.8 Primary Coverage
The insurance provided by CONSULTANT shall be primary to any coverage
available to CITY. The insurance policies (other than workers compensation and

professional liability) shall include provisions for waiver of subrogation.
ARTICLE 4
TERMINATION
4.1 Termination of Agreement
(a) This Agreement may be terminated at any time,with or without cause,
by the CITY upon thirty(30)days prior written notice or by CONSULTANT upon ninety(90)
days prior written notice. Notice shall be deemed served if completed in compliance with
Section 6.14.
(b) In the event of termination or cancellation of this Agreement by
CONSULTANT or CITY, due to no fault or failure of performance by CONSULTANT,
CONSULTANT shall be paid compensation for all services performed by CONSULTANT,
in an amount to be determined as follows: for work satisfactorily done in accordance with
all of the terms and provisions of this Agreement as determined by the CITY,
CONSULTANT shall be paid an amount equal to the percentage of services performed
prior to the effective date of termination or cancellation in accordance with the work items;
provided, in no event shall the amount of money paid under the foregoing provisions of this
paragraph exceed the amount which would have been paid to CONSULTANT for the full
performance of the services described in this Agreement.
ARTICLE 5
OWNERSHIP OF DOCUMENTS
5.1 Ownership of Documents and Work Product
All final documents, plans, specifications, reports, information, data, exhibits,
photographs, images, video files and media created or developed by CONSULTANT
pursuant to this Agreement ("Written Products") shall be and remain the property of the
CITY without restriction or limitation upon its use, duplication or dissemination by the CITY.
All Written Products shall be considered "works made for hire," and all Written Products
and any and all intellectual property rights arising from their creation, including, but not
limited to, all copyrights and other proprietary rights, shall be and remain the property of the
CITY without restriction or limitation upon their use, duplication or dissemination by the
CITY. CONSULTANT shall not obtain or attempt to obtain copyright protection as to any
Written Products.
CONSULTANT hereby assigns to the CITY all ownership and any and all
intellectual property rights to the Written Products that are not otherwise vested in the CITY
pursuant to the paragraph directly above this one.
CONSULTANT warrants and represents that it has secured all necessary
licenses, consents or approvals to use any instrumentality, thing or component as to which
any intellectual property right exists, including computer software, used in the rendering of
the services and the production of all Written Products produced under this Agreement,
and that the CITY has full legal title to and the right to reproduce the Written Products.

CONSULTANT shall defend, indemnify and hold the CITY, and its elected officials, officers,
employees, servants, attorneys, designated volunteers, and agents serving as independent
contractors in the role of CITY officials, harmless from any loss, claim or liability in any way
related to a claim that CITY's use of any of the Written Products is violating federal, state
or local laws, or any contractual provisions, or any laws relating to trade names, licenses,
franchises, copyrights, patents or other means of protecting intellectual property rights
and/or interests in products or inventions. CONSULTANT shall bear all costs arising from
the use of patented, copyrighted, trade secret or trademarked documents, materials,
equipment, devices or processes in connection with its provision of the services and
Written Products produced under this Agreement. In the event the use of any of the
Written Products or other deliverables hereunder by the CITY is held to constitute an
infringement and the use of any of the same is enjoined, CONSULTANT, at its expense,
shall: (a) secure for CITY the right to continue using the Written Products and other
deliverables by suspension of any injunction, or by procuring a license or licenses for CITY;
or (b) modify the Written Products and other deliverables so that they become non-
infringing while remaining in compliance with the requirements of this Agreement. This
covenant shall survive the termination of this Agreement.
Upon termination, abandonment or suspension of the Project, the
CONSULTANT shall deliver to the CITY all Written Products and other deliverables related
to the Project without additional cost or expense to the CITY. If CONSULTANT prepares a
document on a computer, CONSULTANT shall provide CITY with said document both in a
printed format and in an electronic format that is acceptable to the CITY.
ARTICLE 6
GENERAL PROVISIONS
6.1 Representation
The CITY representative shall be the Director of Public Works or his or her
designee, and CONSULTANT shall notify CITY of CONSULTANT's designated
representative. These individuals shall be the primary contact persons for the parties
regarding performance of this Agreement.
6.2 Fair Employment Practices/Equal Opportunity Acts
In the performance of this Agreement, CONSULTANT shall comply with all
applicable provisions of the California Fair Employment Practices Act (California
Government Code Sections 12940-48), the applicable equal employment provisions of the
Civil Rights Act of 1964 (42 U.S.C. 200e-217), and the Americans with Disabilities Act of
1990 (42 U.S.C. § 11200, et seq.).
6.3 Personnel
CONSULTANT represents that it has, or shall secure at its own expense, all
personnel required to perform CONSULTANT's services under this Agreement. Any
person who performs engineering services pursuant to this Agreement shall be licensed as
a Civil Engineer by the State of California and in good standing. CONSULTANT shall

make reasonable efforts to maintain the continuity of CONSULTANT's staff who are
assigned to perform the services hereunder and shall obtain the approval of the Director of
Public Works of all proposed staff members who will perform such services.
CONSULTANT may associate with or employ associates or subconsultants in the
performance of its services under this Agreement, but at all times shall CONSULTANT be
responsible for its associates or subconsultants' services.
6.4 CONSU LTANT's Representations
CONSULTANT represents, covenants and agrees that: a)CONSULTANT is
licensed, qualified, and capable of furnishing the labor, materials, and expertise necessary
to perform the services in accordance with the terms and conditions set forth in this
Agreement; b)there are no obligations, commitments, or impediments of any kind that will
limit or prevent CONSULTANT's full performance under this Agreement; c) to the extent
required by the standard of practice, CONSULTANT has investigated and considered the
scope of services performed, has carefully considered how the services should be
performed, and understands the facilities, difficulties and restrictions attending
performance of the services under this Agreement.
6.5 Conflicts of Interest
CONSULTANT agrees not to accept any employment or representation
during the term of this Agreement or within twelve (12) months after completion of the work
under this Agreement which is or may likely make CONSULTANT "financially interested"
(as provided in California Government Code Sections 1090 and 87100) in any decisions
made by CITY on any matter in connection with which CONSULTANT has been retained
pursuant to this Agreement.
6.6 Legal Action
(a) Should either party to this Agreement bring legal action against the
other, the validity, interpretation, and performance of this Agreement shall be controlled by
and construed under the laws of the State of California, excluding California's choice of law
rules. Venue for any such action relating to this Agreement shall be in the Los Angeles
County Superior Court.
(b) If any legal action or other proceeding, including action for declaratory
relief, is brought for the enforcement of this Agreement or because of an alleged dispute,
breach, default or misrepresentation in connection with this Agreement,the prevailing party
shall be entitled to recover reasonable attorneys' fees, experts' fees, and other costs, in
addition to any other relief to which the party may be entitled.
(c) Should any legal action about a project between CITY and a party
other than CONSULTANT require the testimony of CONSULTANT when there is no
allegation that CONSULTANT was negligent, CITY shall compensate CONSULTANT for its
testimony and preparation to testify at the hourly rates in effect at the time of such
testimony.

6.7 Assignment
Neither this Agreement nor any part thereof shall be assigned by
CONSULTANT without the prior written consent of the CITY. Any such purported
assignment without written consent shall be null and void, and CONSULTANT shall hold
harmless, defend and indemnify the CITY and its officers, officials, employees, agents and
representatives with respect to any claim, demand or action arising from any unauthorized
assignment.
Notwithstanding the above, CONSULTANT may use the services of persons
and entities not in CONSULTANT's direct employ,when it is appropriate and customary to
do so. Such persons and entities include, but are not necessarily limited to, surveyors,
specialized consultants, and testing laboratories. CONSULTANT's use of subconsultants
for additional services shall not be unreasonably restricted by the CITY provided
CONSULTANT notifies the CITY in advance.
6.8 Independent Contractor
CONSULTANT is and shall at all times remain, as to the CITY, a wholly
independent contractor. Neither the CITY nor any of its agents shall have control over the
conduct of CONSULTANT or any of the CONSULTANT's employees, except as herein set
forth, and CONSULTANT is free to dispose of all portions of its time and activities which it
is not obligated to devote to the CITY in such a manner and to such persons, firms, or
corporations as the CONSULTANT wishes except as expressly provided in this Agreement.
CONSULTANT shall have no power to incur any debt, obligation, or liability on behalf of the
CITY or otherwise act on behalf of the CITY as an agent. CONSULTANT shall not, at any
time or in any manner, represent that it or any of its agents, servants or employees, are in
any manner agents, servants or employees of CITY. CONSULTANT agrees to pay all
required taxes on amounts paid to CONSULTANT under this Agreement, and to indemnify
and hold the CITY harmless from any and all taxes, assessments, penalties, and interest
asserted against the CITY by reason of the independent contractor relationship created by
this Agreement. CONSULTANT shall fully comply with the workers' compensation law
regarding CONSULTANT and its employees. CONSULTANT further agrees to indemnify
and hold the CITY harmless from any failure of CONSULTANT to comply with applicable
workers' compensation laws. The CITY shall have the right to offset against the amount of
any fees due to CONSULTANT under this Agreement any amount due to the CITY from
CONSULTANT as a result of its failure to promptly pay to the CITY any reimbursement or
indemnification arising under this Article.
6.9 Titles
The titles used in this Agreement are for general reference only and are not
part of the Agreement.
6.10 Entire Agreement
This Agreement, including any other documents incorporated herein by

specific reference, represents the entire and integrated agreement between CITY and
CONSULTANT and supersedes all prior negotiations, representations or agreements,
either written or oral. This Agreement may be modified or amended, or provisions or
breach may be waived, only by subsequent written agreement signed by both parties.
6.11 Construction
In the event of any asserted ambiguity in, or dispute regarding the
interpretation of any matter herein, the interpretation of this Agreement shall not be
resolved by any rules of interpretation providing for interpretation against the party who
causes the uncertainty to exist or against the party who drafted the Agreement or who
drafted that portion of the Agreement.
6.12 Non-Waiver of Terms, Rights and Remedies
Waiver by either party of any one or more of the conditions of performance
under this Agreement shall not be a waiver of any other condition of performance under
this Agreement. In no event shall the making by the CITY of any payment to
CONSULTANT constitute or be construed as a waiver by the CITY of any breach of
covenant, or any default which may then exist on the part of CONSULTANT, and the
making of any such payment by the CITY shall in no way impair or prejudice any right or
remedy available to the CITY with regard to such breach or default.
6.13 Severability
If any term or portion of this Agreement is held to be invalid, illegal, or
otherwise unenforceable by a court of competent jurisdiction, the remaining provisions of
this Agreement shall continue in full force and effect.
6.14 Notice
Except as otherwise required by law, any payment, notice or other
communication authorized or required by this Agreement shall be in writing,and shall be
deemed received on (a)the day of delivery if delivered by hand or overnight-courier service
during CONSULTANT's or CITY's regular business hours or(b) on the third business day
following deposit in the United States mail, postage prepaid, to the addresseslisted below,
or at such other address as one party may notify the other:

REQUEST FOR PROPOSALS
Consultant Services for the implementation of
Source Reduction and Recycling Element (SRRE), Solid Waste
Support Services, and Used Oil Payment Program
FY 13-14 and FY 14-15
The City of Rancho Palos Verdes(City)was incorporated in 1973 and consists of a total area
of about 13.6 square miles with 7.5 miles of coastline. Elevations range from sea level to
1,480 feet. The population of the City is over 42,000 and the character of the community is
primarily residential with about 13,545 single-family residences, 40 multi-family properties
comprising approximately 2,300 units, and 155 commercial/industrial parcels.
The City is seeking proposals from qualified firms with prior experience working with local
governments for consulting assistance to continue implementation of its Source
Reduction and Recycling Element (SRRE). The Public Works Department is responsible
for implementing the SRRE, administering the exclusive residential single-family and
multi-family solid waste and recycling contracts, and the non-exclusive commercial solid
waste and recycling contracts. The Public Works Department is organized similar to
other contract cities, in that the assistance of consultants is used to perform tasks that
are administered by a core staff of City employees. The new SRRE consulting
agreement will be awarded for a two year period (FY 13-14 and FY 14-15) with an option
to extend up to two, two-year periods (FY 15-16 and /or FY 16-17) with mutual consent.
The City currently has two exclusive residential solid waste and recycling agreements .
Those agreements went into effect July 1, 2010 and expire on June 30, 2017, with up to
a 36-month extension option. EDCO Disposal Corporation (EDCO) exclusively services
95% of the City (Service Area 1), offering once a week automated curbside refuse,
recycling and green waste collection. While the second hauler, Universal Waste Systems
(UWS) exclusively services 5% of the City (Service Area 2) offering once a week manual
backyard collection in the Portuguese Bend Landslide areas using a split-bodied truck,
and once a week automated curbside collection of trash, recycling, and green waste for
homes in the PVDS adjacent area.
Additionally, the City currently has non-exclusive commercial agreements with 9 haulers,
which are renewed annually. The market is competitive and the haulers set their own
rates. Authorized haulers pay a 5% franchise fee and up to a 5% AB 939 fee on gross
receipts to the City. Haulers receive a credit on their AB 939 fees if they recycle.
Approximately 200 businesses operate in the City. This includes one large supermarket
(Ralphs) and a few medium size supermarkets (one Smart and Final, and two Trader Joe
stores).

ordinances. Assist in implementing new programs and policies. Monitor CalRecycle and
legislative activities and recommend action to be taken by City. Verify annual residential
rate adjustments requests submitted by UWS and EDCO.
TASK II: Annual AB 939 Report Preparation, LARA Assistance, and Quarterly
. Tonnage/DRS Reports Monitoring
The City is a charter member of the Los Angeles Regional Agency (LARA). LARA
prepares member annual reports. However, the City is still responsible for preparing City
specific information items, and entering the needed information and tonnage into LARA's
electronic annual report database program. The City is also responsible for implementing
its various programs as mentioned in its SRRE.
1. Update the City specific information items. Assist the LARA with needed information
to complete the electronic annual report.
2. Attend quarterly LARA meetings, when needed, and represent the City and provide
input to LARA on how to improve their programs.
3. The City's and/or LARA's approved diversion rates for the past few years is as
follows:

The percentages are based on the City's per capita disposal equivalent target of 4.5 and per capita generation
of 9.1.This translates to a 50%diversion rate requirement.
**LARA's diversion rate includes all member cities'diversions,including RPV.
4. Compile in a database/spreadsheet quarterly disposal tonnage reports (DRS)
provided from various counties. The City requires all permitted residential (single and
multi-family) and commercial hauler to submit quarterly reports (disposal and recycling
tonnage) in order to verify the county DRS information. Review the residential and
commercial haulers quarterly disposal/recycling tonnage information, and determine if
they match the counties DRS reports. Recommend follow-up action(s). Depending on
the tonnage discrepancy, obtain from appropriate landfills a list of self-haul disposals.
Review list and identify illegal haulers and send them "stop notices".
Task III: Public Education and Outreach
1. Prepare public education and outreach material to publicize and educate the City's
residents and commercial establishments of existing and new recycling, used oil,
composting, source reduction programs, and new relevant laws. Materials may
include preparing/editing articles for the City's quarterly newsletters, brochures, flyers,

e-mail articles, and other public education materials. Provide updates for the City's
website public education material.
2. Improve the development and implementation of an outreach campaign for City
businesses to facilitate, improve, and/or begin their recycling efforts.
3. With EDCO and/or Waste Management's cooperation and assistance, explore how to
improve the implementation of an outreach campaign for RPV schools to enhance
recycling. Waste Management is currently the PVPUSD's authorized hauler.
4. Promote local (SBBEC) or State recycling awards.
5. Obtain competitive quotes; obtain CalRecyce approval, and order giveaways and
promotional items (when needed).
The outreach material and/or forms created (or modified) for City use will remain City
property for use for future years.
Task IV: Construction and Demolition (C & D) Recycling
The City has not adopted a C & D recycling ordinance, however the City has adopted
specifications for the diversion of materials from Public Works projects and certain private
projects. The City requires waste certifications from private contractors, as part of their
building permit for construction or remodeling projects in the City (if exceeding a certain
valuation threshold). Additionally, staff requires that all City funded projects, where
possible, recycle their waste material especially inert material, and/or reuse material from
the project.
The City also offers commercial haulers a credit on their quarterly AB 939 fees if-they
take material to various recycling facilities including SERRF, Chandlers', MRF's, etc.
1. Review recycling tonnage and certificates from contractors performing City funded
projects.
2. Review recycling tonnage and certificates from contractors performing private
projects, as part of their building and planning permits (for valuation over $100,000).
3. Review (when needed) development projects tentative and final recycling plans.
4. If needed, work with staff and City Attorney for new ordinance(s).
5. Update the City's certification forms, when necessary.
Task V: Expand City Hall/Park Sites Recycling Program
This is a continuation and monitoring of the previous years' activities.
1. Evaluate and monitor the City facilities (City Hall and park sites) recycling and
landscaping green waste program. Suggest necessary changes and implement a
public education program (possibly a bilingual English/Spanish flier).
2. Gradual replacement of existing concrete recycling containers at parks with different
ones. This has already begun. The work may continue for the next few years.
Task VI: Mandatory Commercial and Multi-Family Residential Recycling
Program
The City has worked over the last two years with its haulers to implement the Mandatory
Commercial Recycling (MCR) requirements. This task is a continuation/follow-up and
monitoring of the previous years' activities, and improving the overall program.

1. Work with EDCO and UWS to ensure compliance with the MCR requirements,
including monitoring, reporting and public outreach and education. Work with
commercial haulers to ensure compliance with the MCR requirements, including
monitoring, reporting and public outreach and education.
2. Depending on grant funding availability, improve recycling at other complexes.
Task VII: Commercial/Business Sector Recycling
The City has identified specific businesses to determine opportunities to increase
recycling and waste reduction, including supermarkets and other large generators.
1. Continue implementing recycling and waste reduction programs for businesses and/or
improve existing or implement new programs.
2. Perform waste audits of select large generators, if needed.
3. Attend Chamber of Commerce and/or other local business meetings and meet
businesses. Make presentations.
TASK VIII: ' Used Oil Payment Program and Household Hazardous Waste Program
Administration
The City annually receives approximately $10-14,000 in used Oil Payment Program
(formerly UOBG) grant funds from CalRecycle. The City has two certified used oil
collection centers. Additionally used oil and filters are collected weekly on a call-in basis
at curbside by the residential haulers. Typically, the City sets aside half of its grant funds
(approximately $5-$7,000) for stormwater pollution prevention (NPDES) outreach
activities. The City has a separate NPDES consultant that assists in that particular
program.
1. Administer the used Oil Payment Program (OPP) including preparing and submitting
required reports, reimbursement requests, visiting certified centers, etc.
2. Prepare Form 303, or reports for other agencies.
3. Assist with public education, such as placement of newspaper advertising, and obtain
quotes and order used oil supplies and giveaway material (after obtaining approval
from CalRecycle).
The City hosts an annual County sponsored HHW/E-waste roundup at City Hall.
Additionally, residents are encouraged to go to the SAFE Collection center operating on
weekends in the neighboring City of San Pedro.
Task IX: Miscellaneous
The selected firm will be viewed as the City's overall solid waste management consultant
as well as being responsible for implementing the specific tasks listed for FY 13-14 to FY
14-15. This may include, but not be limited to some of the following miscellaneous tasks:
1. Prepare grant application forms and needed support documents.
2. Prepare/edit staff reports, and correspondence as needed.
3. Contact other cities for service surveys and other needed information.
4. Attending events or fairs, as needed.
5. Other tasks as assigned.

PROJECT BUDGET
The City is in the process of preparing the FY 13-14 budget. The FY 13-14 budget is
estimated to not exceed $30,000. The same amount could be estimated for FY 14-15.
The City budget is expected to be approved by City Council in June 2013.
FORM OF PROPOSAL
The Proposal shall be prepared in a "two sealed envelope" format.
The first sealed envelope shall be clearly marked "Technical Proposal', shall contain the
technical proposal, and shall include:
1. A transmittal letter
2. Name, address and brief history of the firm with emphasis on work related to the
SRRE implementation, related solid waste services and used Oil Payment
Pfogram.
3. Names and qualifications of individuals who will be assigned to the project.
Additionally, list recent related projects on which the principal staff have worked
and describe their respective role and responsibility.
4. A statement that the firm or consultants have sufficient staff resources and
capability to perform work contained in the proposal.
5. References from at least three (3) public agencies where you have completed
similar projects in the past five (5)years. Prior work experience in RPV, or public
agencies of a similar size and composition to the City of Rancho Palos Verdes are
preferred.
The City reserves the right to select a consultant, which may not have submitted
the lowest proposed fees.
The second sealed envelope shall be clearly marked "Cost Proposal' and shall contain
detailed cost proposal, indicting staffing, the durations of each activity for the project and a
schedule of rates. The hourly rates shall be for a two-year term of the agreement, or June
30, 2015,whichever occurs first. The proposal shall also include an estimated level of effort
expected of City staff.
Note: This project may require services during weekends and/or evenings, and travel to
different meeting sites. Indicate on your fee schedule any fee differential for weekend,
evening services and/or travel time and mileage. Fees shall be inclusive of all clerical
support, overtime services, travel time, travel mileage, cellular phone services, and
computer usage.
EVALUATION PROCESS
Technical proposals received will be evaluated on the following criteria:

1. Relevant experience of individual team members assigned to the project and

SELECTION PROCEDURE
A selection team may be established to review submittals and/or interview firms or
consulting teams of the top selected proposals. The committee would recommend the
most qualified firm or consulting team to the City Council for approval.
CONTRACT FORMAT
Attached is a blank draft copy of the agreement format "Professional /Technical Services
Agreement", which is approved by the City Attorney. This is for consultant's information.

INSURANCE
The City of Rancho Palos Verdes requires the selected firm to have a minimum of
$1,000,000.00 of professional errors and omissions insurance and a minimum of
$1,000,000.00 of automobile liability insurance prior to entering into an agreement with
the City.
ACCEPTANCE OF TERMS
Submission of a proposal shall constitute acknowledgment and acceptance of all terms
and conditions hereinafter set forth in the RFP unless otherwise expressly stated in the
proposal.
RIGHT OF REJECTION BY THE CITY
Notwithstanding any other provisions of this RFP, the City reserves the right to reject any
and all proposals and to waive any informality in a proposal.
FINANCIAL RESPONSIBILITY
The proposer understands and agrees that the City shall have no financial responsibility
for any costs incurred by the proposer in responding to this RFP.
AWARD OF CONTRACT
The selected firm shall be required to enter into a written contract with the City of Rancho
Palos Verdes, in a form approved by the City Attorney, to perform the prescribed work.
This RFP and the proposal, or any part thereof, may be incorporated into and made a
part of the final contract; however, the City reserves the right to further negotiate the
terms and conditions of the contract with the selected consultant. The contract will, in
any event, include a maximum "not to exceed cost" to the City of Rancho Palos Verdes.

INTRODUCTION
The City of Rancho Palos Verdes (City) has requested proposals from experienced firms to provide
consulting services related to implementation of the City's solid waste and used oil grant programs.
S C S E n g i n e e r s (S C S) is pleased to present our qualifications to provide these services. Our
proposal was prepared in accordance with the City's Request for Proposals (RFP), our understanding
of the required services, and our experience providing similar solid waste services to the City and to
municipalities throughout California. This document contains the technical proposal. SCS's cost
proposal is provided in a separate, sealed envelope.
It is our understanding the City desires to select a consultant for a two-year period, with two options
to extend for two years each. SCS is interested in and available to enter into this type of contractual
arrangement, which would support the ongoing programs and work presently underway by SCS. We
have reviewed the agreement provided in the RFP and can accept the agreement with no exceptions.
For the past 12 years, SCS personnel have assisted the City in the implementation of its SRRE and
Used Oil Block Grant (now Oil Payment Program)programs, and with additional solid waste support
services, such as review of annual residential rate adjustment requests, Los Angeles Regional Agency
(LARA) assistance, and legislative and regulatory review. This experience gives SCS a unique
perspective and unparalleled expertise to continue to provide these services over the next two years.
By contracting with SCS for fiscal years 2013-14 and 2014-15 services,the City will enjoy the
following benefits:
• Continuity in program implementation.
• Familiarity of SCS staff with the City's programs and staff.
• Familiarity of SCS staff with CalRecycle Office of Local Assistance staff assigned to

SOLID WASTE PLANNING AND PROGRAM DESIGN
SCS is presently providing AB 939 and other solid waste services for numerous California cities and
counties, including Rancho Palos Verdes. Our project experience includes:

• Unparalleled Experience. SCS prepared many of the original SRREs for local cities and has
a keen understanding of the requirements of State regulations, as well as the local solid waste
management system.
• Proven Project Management. Ms. Michelle Leonard, Director of Sustainable Materials
Management for SCS, will continue to serve as Project Director for this project. She has
assisted numerous other cities in similar projects, and presently manages directly similar

SCS projects involving solid waste planning and program design are under the overall direction of
Michelle Leonard. All of the projects detailed below were under her direction, and in many cases,
she served as the primary staff person assigned to the project. She is supported by experienced
project managers and technical staff with many years of experience working on AB 939 projects and
other solid waste management assignments. Qualifications of selected personnel are summarized in
the capsule resumes provided below.
MICHELLE P. LEONARD
Ms. Michelle Leonard is SCS's proposed Project Director. In this role she will be responsible for
adherence to scope, schedule, and budget, and will serve as the City's point of contact, including
attendance at all scheduled meetings. Michelle is a recognized leader in the field of solid waste
management and recycling, and has spent all of her professional career in environmental consulting,
with emphasis in solid waste management planning. She was involved in the early years of AB 939,
and prepared many of the SRREs, base year studies, and waste generation studies that are still in
place today for many California cities and counties. She taught a Certificate Course at Cal Poly
Pomona on AB 939, and many of her students are Recycling Coordinators for municipalities in
Southern California.
Michelle is active in local,regional and state-wide recycling efforts, and brings to the project nearly
30 years of experience in managing solid waste management projects. She currently serves on the
International Board Executive Committee of SWANA and is a past director(20 years) of the
Southern California Waste Management Forum.
Michelle has directed Solid Waste Programs for the cities of Rancho Palos Verdes,Lakewood,
Irvine, and Baldwin Park, to name a few. Her relevant project experience is summarized below.
• Solid Waste Programs Director, Rancho Palos Verdes. Michelle has worked with the City of
Rancho Palos Verdes for nearly 12 years on all aspects of AB 939 compliance, and helped to
develop many of the existing programs, including business and multi-family recycling,DRS
monitoring and reporting, C&D diversion projects, and City recycling programs. She has a
strong working knowledge of the City's existing programs, and an established working
relationship with Lauren Ramezani.
• Solid Waste Program Director, City of Lakewood. Michelle directed the City of Lakewood's
Solid Waste Programs for over seven years, providing a variety of services to the City,
including service negotiations and procurement, solid waste planning,program design and
implementation; infrastructure needs assessment, and AB 939 compliance.
• City of Irvine Solid Waste Business Technical Assistance Project. Michelle directed the City
of Irvine's Solid Waste Business Technical Assistance project for four years. She drafted the
City's new non-exclusive franchise agreement, and the new hauler diversion and reporting
requirements. She conducted workshops for local haulers to gather input and support for the
new ordinance. She worked closely with the City on the C&D Debris Diversion Ordinance,
and conducted the workshop.for haulers and other stakeholders.

MARIA HERNANDEZ
Ms. Maria Hernandez is a new addition to SCS's talented group of sustainability and solid waste
planning experts and is located in the Pasadena office. She is a specialist in resource management
and recycling. Prior to joining SCS, Maria worked at Mariposa Eco Consulting as a Recycling Staff
Specialist, where she assisted with a large project for the Los Angeles Unified School District's
expanded recycling program. She also served as an intern with CalRecycle while completing her
Recycling and Resource Management Certificate in 2012. Maria is bilingual in English and Spanish.
Her relevant project experience is summarized below.
• City of Irvine Solid Waste Management Program. Staff professional in support of AB 341
compliance, including business and hauler compliance, outreach and education, and business
technical assistance.
• Business Waste Diversion Audits, Athens Services/City of Pasadena, CA. Conducted waste
audits and verified third party diversion efforts of 60 businesses in the City of Pasadena.
• Los Angeles Unified School District, Expanded Recycling Program Project. Prior to joining
SCS, Maria served as staff professional responsible for conducting over 600 onsite school
visits and performing approximately 200 waste assessments/audits and 200 trainings. Her
duties included developing educational materials for Principals and administrative staff and
providing solutions for program implementation; analyzing, organizing, and submitting site-
specific waste division surveys; and creating maps to facilitate routing, questionnaires to
collect data, and visual aid props for site visit trainings.
• CalRecycle, Intern. Researched jurisdiction's recycling programs and participated in specific
site visits to local jurisdictions. Developed an understanding of the review process of
electronic annual reports and the responsibilities of CalRecycle and jurisdictions.
MICHELLE M. NICHOLLS
Ms. Michelle Nicholls has fourteen years of diverse experience in environmental program design and
implementation. She works with municipalities and private industry in a variety,of solid waste
management elements, including policy-making, strategic planning, feasibility studies,program
development and support,economic analysis, forecasting, and public involvement. Michelle's
project portfolio encompasses many aspects of sustainable program development, including diversion
program analysis and planning; system-wide solid waste management and financial plans; technical
assistance and compliance;program design, implementation, and monitoring; waste characterization
studies; waste generation analysis and projections; financial analysis of solid waste services; disposal
alternatives analysis; and stakeholder collaboration.
Michelle is regularly called upon to analyze disposal and diversion data, and has a keen
understanding of the methodologies utilized to quantify source reduction and recycling practices. By
considering the most efficient use of resources to maximize waste diversion, she has provided clients
with practical reviews, analysis, and recommendations so that clients' systems are stable and
sustainable. Michelle served as the co-Director of the Recycling and Special Waste Division of
SWANA and has made a number of presentations on solid waste topics. Her relevant project

• Participated in meetings and presentations with staff, local businesses, and franchise hauler to
identify opportunities to increase recycling and food waste diversion at businesses and multi-
family residences.
• Outreach and technical assistance program for food service establishments in the City. This
project worked with restaurants to promote Zero Waste concepts and identify ways to reduce
waste and work towards Zero Waste. Developed a community-based social marketing
approach through utilization of motivators and reduction of barriers identified during a pre-
project survey. Based on the survey results, the project team recommended public relations
and "nuts and bolts" strategies to encourage restaurants to adopt Zero Waste activities.
• Development of a Zero Waste Strategic Plan (Plan) for the City. The Plan presented issues
and strategies that support Zero Waste initiatives and assisted in prioritizing those strategies.
It was meant to serve as an internal document for City managers and analysts interested in
identifying and implementing next steps to achieve Zero Waste as a policy goal. The City
has a wide and diverse base of stakeholders, each of whom simultaneously contribute to the
waste generated and the successful diversion programs currently in place. Each pertinent
grouping was identified, and relevant strategies were prioritized. Outreach and education
programs were designed to reach each stakeholder group.
• Evaluation of the use of polystyrene in food service establishments throughout the City to
help determine the need for a product ban or promotion of alternative products for food
service packaging. SCS developed a usage survey that was completed in 2010 and
researched alternative products available in the marketplace if polystyrene usage is
discontinued. SCS will be working with the City to develop a targeted recycling program
and monitor the results of the program for expansion.

PROJECT UNDERSTANDING
Over the past 20 plus years, the City of Rancho Palos Verdes has implemented a variety of programs
that have contributed to the City exceeding the mandates of AB 939. These programs include
implementation of an exclusive residential franchise with an effective pay as you throw rate
structure, curbside collection of e-waste and bulky waste,multi-family recycling assistance, AB 341
compliance tracking and outreach,monitoring of non-exclusive commercial agreements to facilitate

played a leadership role in regional solid waste programs, including being a Charter member of
LARA and Lauren Ramezani's role as Treasurer, as well as involvement in the South Bay Business
Environmental Coalition, Southern California Solid Waste Management Forum, and SWANA.
At this time, the City is seeking the assistance of a consultant that can work with the City to expand
the existing programs and to meet the requirements of new and emerging legislation and regulations.
We envision our role as an extension of City staff. Our team members will be available to respond to
the City's requests at short notice, to prepare reports, to attend meetings, and generally to work
closely with staff to accomplish the City's goals and objectives. As the laws and regulations
continue to change, and the types of materials generated and requiring diversion expand, the City
must anticipate the need for new programs and policies. We will keep the City abreast of new
programs and regulations that will affect the City, such as the 75%recycling, ADC diversion
limitations, and other activities that may impact the City's solid waste management system.
PROJECT APPROACH
The following describes our approach to undertaking the Scope of Work as outlined in the City's
RFP:
Task ! Administration and Project Management
The City intends to award a two-year consulting agreement with an option to extend up to two, two-
year periods. The scope of work includes a total of nine potential tasks, with various items under
each task. Therefore, it will be important to establish a project management system at the beginning
of the engagement that tracks the progress on each task, as well as the budget for each task and
progress to date. SCS maintains a robust project management system that includes the following
elements:
• Project Coordination and Communication.
• Quality Assurance/Quality Control.
• Project Control/Progress Status Monitoring.
As Project Director, Michelle Leonard will implement a Project Management Plan that meets the
specific needs of the City and the engagement. Michelle will have the following primary
responsibilities:
• Serve as primary contact with the City and stakeholders.
• Coordinate and direct the activities of the SCS Project Team members.
• Establish and maintain clear lines of communication with SCS staff and with the City.
• Monitor and control the Project schedule and budget.
• Anticipate potential issues and bring them to timely resolution.
• Conduct progress and coordination meetings to make City staff aware of Project progress.
• Check that the contractual and technical requirements of the Project are fulfilled, and that the
City's expectations are met and/or exceeded.
• Initiate and maintain the quality management and control plan throughout the Project.

SCS understands that communications, externally with our client and internally with the assigned
staff,is essential for project success. We are committed to regular, open communication to keep you
well informed of our progress.
The Project Team is committed to a project that is not only technically successful, but fiscally
responsible as well. Accordingly, all project expenditures will be tabulated and monitored on a
weekly basis by the Project Director, who will be responsible for taking corrective action on the
baseline budget as may be required.
Under this task, SCS will provide general project management, including the following:
• Attending regular project meetings with the City's Recycling Coordinator, typically monthly.
Prepare agendas and provide notes and action items for status meetings.
• Researching proposed or pending legislation/regulations, and providing analysis to the City
on the potential impacts and whether the City should support or oppose.
• Reviewing existing policies and programs and identifying opportunities to expand existing or
implement new policies or programs.
• Reviewing hauler reports and providing suggested program changes in support of waste
reduction efforts.
• Monitoring CalRecycle activities, including regulatory updates, workshops,meetings, and
local activities.
• Verifying annual residential rate adjustments by franchised hauler. This task is typically
undertaken in the spring, following release of the CPI data. The process involves verifying
that the haulers used the correct formula as established in the agreement with the City, and
the calculations were done properly and the resulting change in rate is in accordance with the
contract.
Task II Annual Ag 939 Report Preparation, LARA Assistance, and
Quarterly Tonnage/DRS Reports Monitoring
LARA
As a charter member of LARA,the City can play an important role in the Agency's organization and
ongoing operations. SCS staff has followed the progress of LARA, have established relationships
with the LARA administrators, and have attended LARA meetings on behalf of the City and other
cities in the past.
For this task, SCS will
• Update the City-specific information items and assist LARA with needed information to
complete the electronic Annual Report.
• Attend LARA meetings on the City's behalf as requested, and provide input on LARA
policies and programs, as needed.
Quarterly Tonnage/DRS Reports
The DRS reports are compiled by the County and include data from the disposal facilities where
haulers have reported tonnage from the City. Historically, the majority of waste from the City has

been disposed at the Puente Hills Landfill; however,the facility will close on October 31, 2013. In
the future, disposal tracking will involve other facilities. It is important to understand how the
disposal facilities report their data to the respective counties, and who compiles the information and
disseminates it to the jurisdictions. The DRS data is compared to the hauler reports the City receives
on a quarterly basis. In many instances, haulers have either reported the wrong city of origin as a
result of their being unaware of the city's boundaries,or they have operated illegally in the City. For
this reason, it is important to verify the accuracy of the data on a regular basis, in order to ensure that
all reported tonnage originates from the City of Rancho Palos Verdes.
SCS staff members have conducted DRS tracking and reporting for many cities. We have
established relationships with disposal and transfer facility operators, and we have a strong working
knowledge of how the data is compiled and reported. We are also aware of the challenges associated
with illegal haulers and misreported origin data, and have established and implemented a
methodology to track, monitor, and correct inaccuracies that has been acceptable to CalRecycle,
counties, and disposal facilities.
For this task, SCS will perform the following:
• Track reports generated through the Disposal Reporting System, and compile a database with
the quarterly information from all reporting disposal sites and the City's residential and
commercial haulers.
• Review DRS data and identify potential discrepancies (non-origin waste).
• Notify illegal haulers of need to stop work in City.
Task III Public Education and Outreach
Over the past two years, the City has enhanced its public education and outreach materials
significantly, focusing on AB 341 compliance for businesses and multi-family residences. The
program has incorporated materials on the City's redesigned website, newsletter articles, and flyers.
The City has worked closely with the commercial haulers to coordinate outreach, and these efforts
have been effective in informing the public of the new recycling requirements. Ongoing efforts have
also included cooperation with the Chamber of Commerce and updating the City's Recycling Guide.
SCS staff has been involved in all aspects of the City's public education and outreach efforts to
support programs in the City, and have created materials that are effective in increasing participation,
diversion, and public awareness of the programs.
For this task, SCS will undertake the following:
• Provide input for the City's website newsletter and Recycling Guide.
• Design and prepare public outreach items in support of solid waste and grant programs, for
residential recycling, used oil, backyard composting, and source reduction programs.
• Design new outreach materials for the mandatory commercial recycling program for City
businesses, targeting large generators and those that have opportunities to recycle.
• Improve outreach and education for City schools, working with EDCO and Waste
Management. One possible opportunity to target will be at the beginning and end of the
school year, when a lot of materials are generated from teachers and administrators moving
in and out of their school rooms/offices.

• Contact businesses to enlist interest in the SBBEC or other awards program, and assist
businesses to complete the awards program's applications.
• Specify and procure promotional items in support of solid waste and grant programs, with
approval from CalRecycle.
Task IV Construction and Demolition (C&D) Recycling
The City has taken an active role in policies and programs that target the diversion C&D waste.
Although the City did not adopt an ordinance,the City does require contractors to certify waste
diversion for larger(greater than $100,000 valuation)projects, and for City funded projects,
contractors must recycle to the maximum extent possible. The City has achieved a high degree of
success in the diversion of asphalt and other inert materials from City projects. During the last two
years, over 15,000 tons of materials were diverted from City projects. The City also promotes the
use of C&D recycling facilities and provides an incentive for commercial haulers to divert this waste
through a credit on their AB 939 fees.
SCS staff has been instrumental in the design and implementation of C&D projects,policies, and
programs throughout Southern California,including Marineland/Terranea; the City of Irvine Great
Park; and Macy's, Sears, and Regency Theaters in Lakewood. Staff members have prepared and
implemented ordinances that were adopted in the cities of Pasadena, Irvine, Long Beach, and
Baldwin Park, and for many years assisted these cities in tracking the efficacy of those ordinances.
For this task, SCS will assist the City in the following activities:
• Review reports from contractors on public funded projects to identify the types and quantities
of materials that were diverted.
• Review reports from contractors on private projects and determine diversion rates as required
for their building and planning permits.
• Review development projects proposed and final recycling plans from applicants, developers,
and contactors. We will identify data gaps and deficiencies and request additional data to
determine compliance with the requirements. We will report to the City on the adequacy and
accuracy of the submitted plans and reports, and will conduct site visits.as necessary and as
directed by City staff to evaluate compliance with City codes and regulations.
• We will also review the C&D policies and procedures and work with staff and the City
attorney to determine if there is a need for changes to the policies, including such issues as
revising the diversion goals,reporting requirements, compliance with CalGreen, or other
aspects.
• The reporting forms were recently revised and updated, and at this point are serving the
City's purposes. However, if necessary, SCS will review the existing forms and recommend
and implement any improvements.
Task V Expand City Hall/Park Sites Recycling Program
An inventory was recently conducted of the existing park sites to verify the number and types of
recycling bins at each location. Based on this inventory, recommendations were developed to
enhance the program, including placement of bins, as well as new bins. As part of this process, an
inventory of recycling bins at the City's transit stops was also undertaken. The City is in the process
of ordering new park bins, as well as identifying the optimal bins for the transit stops.

The programs are in.need of ongoing evaluation and monitoring to ensure they are capturing the
target materials and are aesthetically acceptable in the community. In addition,public education
materials,possibly including a bilingual English/Spanish piece, are needed to inform the public of
the opportunities for recycling at City parks and at City Hall.
In the past, the City applied for a grant to expand recycling, including City parks, at special events,
schools, a senior citizen housing complex, a multi-family complex, a public beach, and a 582-room
eco-resort. The areas targeted by the grant included a wide variety of locations throughout the City.
Although the most recent application was not awarded a grant, in the future the City will consider
applying for a grant to focus on city facilities,including the parks and City Hall.
For this task, SCS will undertake the following:
• Evaluate and monitor the City Hall and park sites' recycling and greenwaste programs and
suggest modifications to increase participation and diversion.
• Create public education and outreach materials, such as a Spanish/English flyer.
• Review the work in progress to replace the park and transit site containers, highlight the sites
that are completed, and establish a schedule for completing the replacement of the existing
containers.
• Track the recycling collection at the park sites to determine if the new containers are
effective at encouraging greater participation.
• Identify grant opportunities and prepare grant application materials as necessary.
Task VI Mandatory Commercial and Multi-Family Residential
Recycling Program
The City conducted a comprehensive effort to implement AB 341 over the past two years, including
conducting a workshop with the haulers,preparing and disseminating letters to all covered businesses
and multi-family buildings,updating website information, and creating newsletter articles. The City
has also followed-up with the haulers to track progress and/or non-compliance.
In the past, the City was awarded grant funds from CalRecycle to implement or expand multi-family
recycling programs at a number of complexes. The funds were used to purchase indoor and outdoor
containers for four complexes.
For this task, SCS will perform the following:
• Evaluate the work completed to date and monitor the progress in meeting AB 341
requirements.
• Gather requisite materials for the Annual Report.
• Work with EDCO and UWS to ensure ongoing compliance with AB 341, including
monitoring, reporting, and public outreach and education.
• Work with property managers and landscape companies to improve efforts at existing
complexes that are participating in the program.
• Track upcoming grant opportunities, and if available, prepare grant applications to expand
the program to other complexes.

Task VII Commercial/Business Sector Recycling
As part of the AB 341 program,and in an effort to increase business recycling,the City identified a
number of businesses to target for technical assistance. Initially these included the Golden Cove
Westmont and Terraces shopping centers. The effort has initially focused on Westmont Plaza, which
includes a Smart and Final grocery store, Wells Fargo Bank branch, and All Pets Veterinary
Hospital, as well as the Ralph's Market on Hawthorne Boulevard. A waste assessment was
conducted in March 2012 at the Smart and Final store, and information was provided on enhancing
recycling for the employees as well as the Food Finders donations for unused food.
The City will want to continue this effort of targeting some of the larger generators to identify
opportunities for waste reduction,recycling, and composting. In addition, attendance at Chamber of
Commerce and other local business group meetings will assist in spreading the word about the
assistance available from the City.
SCS staff has been involved in reviewing,expanding, and implementing cost-effective and beneficial
diversion programs for businesses in communities throughout California. Our experience includes a
variety of business types, including supermarkets, offices, and schools, to name a few.
SCS can assist the City in a number of ways to provide Commercial/Business Sector Recycling:
• Identify and contact businesses to arrange for free business technical assistance audit.
• Perform waste audits and provide recommendations to enhance and improve waste reduction
and recycling efforts. Prepare and provide to the City and businesses a written report of the
results of the waste audits.
• Prepare for and attend presentations at Chamber of Commerce and other business/civic
events to highlight the City's business technical assistance program.
• Develop and implement effective outreach and education efforts,including an aggressive
social marketing campaign that strives to change the behavior of business owners and
operators to increase participation in commercial recycling.
Task Vlll Used Oil Grant and Household Hazardous Waste Program
/Administration
The City's Used Oil and HHW Program includes curbside residential collection of used oil and
filters, participation in County HHW events, and public outreach and education.
Tasks specific to this grant include:
• Preparation of annual report and supporting documentation.
• Preparation of resolutions and supporting documentation for grant applications, when
necessary.
• Prepare yearly budget for grant program.
• Obtain approval from CalRecycle grant manager for expenditures.
• Design and prepare public outreach items in support of grant program.
• Specify and procure a variety of promotional items in support of grant program.
