We are excellent verbal and visual communicators, in that we are able to draw information effectively from stakeholders, and as skilled designers, we are able to create the appropriate visual material to show how stakeholder expectations and requirements are integrated into the design. We understand that collaboration and open communication is key to the success of the project The Project Manager will be in constant contact with the City Project Manager, as well as face to face meeting. We have found that going over the stakeholder meeting agenda prior to stakeholder workshops are informative to review with the City Project Manager who is familiar with the stakeholder and previous discussions. We are committed to open communication throughout the process for the delivery of a successful project. The first questions we will ask are: Is there any programming information? Are goals for the project established? Does the scope align with the programming? Does the budget align with the scope? In some cases the programming information is not complete or is outdated and requires updating prior to commencement of plans. In other cases the programming information is complete or the project is small in scale and the Team may move forward with further developing plans and specifications. Program Verification The Team will review the City's program, previous reports, scope, needs, budget, and time table, as well as meet with Stakeholders, and verify the Team's Cost Estimating Team, as a conceptual level cost estimate. This will also include stakeholder workshops to further develop the program and Project objectives. This cost estimate will continue to be used as a design tool, and will be referenced during the development of the design. The Cost Estimate that is generated will be compared to prior cost estimates, and the Team will present a written report that shows unit costs used to determine the final price, and will show if the costs are within budget. Some of the tasks are: • Site Visit • Kick off meeting • Discussion with Stakeholder • Review previous reports, current scope, needs budget, schedule • Review for adequate square footage • Communicate with Stakeholders PACIFIC ARCHITECTURE AND ENGINEERING, INC. • Stakeholder Workshop • Present recommendations for other revisions to scope if necessary • Cost Estimate • Feasibility Report • Sustainability requirements, if any • Equipment and requirements • Verify Adjacencies Coordination and Management of Other Disciplines Our project management team has extensive experience managing all disciplines for small and Targe complex projects. Identifying major issues early on is key to the success of the project, such as making sure that all existing conditions are properly documented and coordinated with the project. Our Project Management Team has worked on projects large and small to manage all disciplines involved on a project. There are some very specific key issues that require particular attention in the Design, depending on the use of the project, specific equipment, depending on the type may require special installation, special conduits, or additional structural support that may affect the design of the systems within the building. Specific uses, may also trigger Air Quality Management issues, in uses such as a paint booth. As such, the Team will identify special cases and reflect those issues in design criteria or in the drawings. Facilitation for Project and Site Information Gathering If necessary the Architectural team can manage and make sure that the site information is completed with other disciplines to collect site specific information such as the survey, utility information, geotechnical, environmental teams for survey and analysis required for site information if required. Such information might be: • Plot of Record Utility • Survey • Geotechnical report • ESA Phase I • Geotechnical Analysis • CEQA Documents Program Validation to Construction Documents Stakeholder Workshops After the program is verified, space adjacencies are mapped via bubble diagrams and are signed off by stakeholders. Concept plans may also be created with furniture layout to be reviewed by stakeholders. We are experienced in managing workshops as needed, including workshops with the public as we have with many public park designs through our experience. We are extremely proficient in drawing the line between functionality and feasibility. PACIFIC ARCHITECTURE AND ENGINEERING, INC. Examples of points of development are: • Design Criteria including path of travel of pedestrian and vehicular traffic • Outline and detailed specifications • Assist with Schedules • Milestone Dates • Phasing Plans • Review Special Conditions to the construction package • Research of City zoning, setback, and parking requirements. • Preliminary check of ADA grade rates compliance. • Research and summarize for bid phase the entitlements process anticipated for this site development. • Develop a schedule as to civil design and entitlements processing schedule. Design and Aesthetics We are able to create visual exhibits so that Stakeholders may visualize color and design scheme. This has been a helpful tool in developing the design in workshops. Documents, Details, Code Compliance In the case that complete Construction Documents are required, Concept, Schematic, Design Development and Construction Documents will be prepared. We are well versed in the current codes particularly ADA to provide for required egress and clearances. We have an experienced waterproofing consultant that will also allow us to provide for the best possible waterproofing solutions. Coordination Again, there are some key issues that require particular attention depending on the project and if there is a specific use. Special Equipment, depending on the type may require special installation, special conduits, or additional structural support that may affect the design of the systems within the building. Specific uses, may also trigger Air Quality Management issues, in uses such as a paint booth. As such, the Team will identify special cases and reflect those issues in design criteria or in the drawings. Examples of drawings we may create are the following: • Plans • Elevations • Section • Furniture Schedule & Plan • Equipment Schedule & Plan • Specifications or Outline Specifications, selected sections may be more prescriptive • Design Criteria — Specific uses repeated throughout may require a design criteria package that may be applied to similar uses throughout. • Analysis path of travel and separation of spaces • Proposed Phasing Plan, if the facility is to remain operational • The building footprint will be finalized prior to Civil grading and stormwater design work. PACIFIC ARCHITECTURE AND ENGINEERING, INC. Design Administration Services: Bid and Construction Support Pacific Architecture and Engineering, Inc., is available to assist during construction to insure that the Design Intent is being met. The Bridging team may answer RFIs and Submittals as required, and also provide field observations. • RFI • ASI • Submittal Review • Attend Construction Meetings • Field Observation • Assist in evaluating Construction Bid • Assist in evaluating Design Build Proposals The Team is available to provide design support during construction, such as presenting alternate solutions during construction, as well as expediting of revisions to the design during construction if required. This may be for specific coordination issues or unforeseen circumstances. Construction support includes bidders prescreening, attendance at pre -construction meeting, respond to RFIs, submittal review and design intent compliance, attend construction meetings, assist the city in review of shop drawings, samples, and other samples, conduct inspections, review "As -Built" drawings, written guarantees, Operations and Maintenance manuals and related documents, and provide close out support. Project Management Cost Controls As the design evolves, the Design Team will work hand in hand with the Cost Estimating Team to insure that the revisions are within budget. A final cost estimate will be generated to show variances from the previous Cost Estimate. Budget Our inhouse Cost Estimating Team will work hand in hand with the Design Team to keep the cost of the project in check. First, the City's cost estimate will be verified during Program Verification after the Program has been updated, and a final schematic level Cost Estimate will also be generated to verify the Bridging Documents to be within budget, there will also be an interim cost estimate to determine that the further defined design items are within budget. We use cost estimating as a tool so that added scope can be kept within budget. Project Schedule Develop Project Schedule jointly with the City, which will include City review time, meetings, and milestone dates. PACIFIC ARCHITECTURE AND ENGINEERING, INC. Meetings Meetings are key to the design process, so that lines are communication are open between the City, Stakeholders and the Design Team for a successful project. Schedule The Team will prepare a schedule for Bridging Documents for City review and approval. Multiple Tasks The Project Manager has experience as the point of contact for the client and manager for many on-call contracts, including San Diego Airport, Los Angeles World Airports, Los Angeles County, National Guard, and Air Force, which had multiple tasks at the same time. We have architects and other resources that are not full time that are able to assist if necessary. Inhouse work plans schedule out staff time accordingly per project. Pacific Architecture and Engineering, Inc. may also add resources as necessary if needed. Quality Control If the project is produced in Revit we typically run clash detection, which will show us conflicts such as pipes and conduits running into beams. Pacific Architecture and Engineering, Inc. has a rigorous Quality Control Plan. We particularly check items that are high value change order items during construction such as structural and maintenance items such as waterproofing. Our Quality Control Program has a checklist program as well as a peer review process that is built into the schedule. Our QC program includes a double check of some of these items: • Coordination of the structural grid between Architectural and Structural • Coordination of building openings • Clash Detection in Navisworks • Peer review • Consistency of Background drawing • Coordination with Geotechnical Report • Coordination between Specification and Drawings • Square footages correlate to program • Construction type detailed • Sprinkler requirements stated • Fire Separation detailed An excel spreadsheet is created so that coordination items remain on the list until completed and checked off, and we have a checklist for each phase of the project, and the checklist becomes more detailed as the project is more developed. For Example during Design Development and Construction Documents more detailed items are on the checklist to make sure that the drawing adequately detail the project: PACIFIC ARCHITECTURE AND ENGINEERING, INC. • Occupancy types and floor areas shown • Dimension strings land on structural grid • Screening of rooftop equipment • ADA clearances shown • UL listings shown Mechanical, Electrical and Plumbing We provide innovative design solutions in heating, ventilating, air conditioning systems, electrical, plumbing and fire protection systems.
