provide direction to Staff regarding upcoming agenda items and tentative agendas, including

SS2. A. West Basin Municipal Water District Seawater Desalination Facility (Misetich)
Recommendation: ADOPT RESOLUTION NO. 2015-_, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,
SUPPORTING THE OCEAN DESALINATION PLANT PROPOSED BY THE
WEST BASIN MUNICIPAL WATER DISTRICT; and, 2) Authorize Councilman
Anthony Misetich (RPV City Council West Basin representative) to speak on
behalf of the City Council at public hearings and meetings in favor of the Ocean
Desalination Plant Project.
B. Changing the Hours for City Council Meetings so they will Start and End Earlier
to Enhance Transparency and Community Engagement (Brooks)
Recommendation: Authorize the City Attorney to prepare amendments to the
Municipal Code and the City Council Rules of Procedure so that City Council
meetings will start an hour earlier and will end by 10:00 p.m. and cannot be
extended past 10:30 p.m.
C. Discussion and Decision on Extension of Storm Drain User Fee to September
157 2015 Council Agenda (Campbell)
Recommendation: Authorize the City Manager to place on the agenda for a
public discussion regarding the storm drain user fee on the September 15, 2015
Council Agenda.

Recommendation: Approve the Minutes of the June 30, 2015 Adjourned Regular
Meeting; and the July 21, 2015 Special Meeting.
C. Register of Demands (Downs)
Recommendation: ADOPT RESOLUTION NO. 2015 A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN
CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME
ARE TO BE PAID.
D. Resolution Opposing Assembly Bill No. 113 (AB 113) regarding Redevelopment
Dissolution (Fox)
Recommendation: ADOPT RESOLUTION NO. 2015-_7 A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, THEREBY
OPPOSING ASSEMBLY BILL NO. 113 (AB 113) REGARDING REDEVELOPMENT
DISSOLUTION, WHICH WOULD ADVERSELY AFFECT THE CITY'S $12 MILLION
LOAN TO THE FORMER REDEVELOPMENT AGENCY.
E. Award Contracts for Geotechnical and Land Survey On-Call Professional Services
(Dragoo)
Recommendation: 1) Award contracts for on-call professional services for
Geotechnical and Land Surveying Services to: Group Delta, Hamilton and Associates,
Kling Consulting Group, Inc., LGC Geotechnical, Inc., KDM Meridian, McGee
Surveying and Consulting, Pacific Architecture and Engineering, Inc.; and,
2) Authorize the Mayor to execute the contracts listed in recommendation 1 above.
F. Approve Contract Amendments for Marina Landscape Services, Inc. and Venco
Western, Inc. for Increased Trash and Litter Collection (Larvenz)
Recommendation: 1) Approve the third amendment to the agreement with Marina
Landscape Services, Inc. for additional right of way and park trash and litter pick-up
services; 2) Approve the second amendment to the agreement with Venco Western,
Inc. for additional trash and litter pick-up services; and, 3) Authorize the Mayor and
City Clerk to execute the amendments.
G. Contract Amendment for Additional Sheriff's Patrol Units (Petru)
Recommendation: Authorize the City Manager to sign an amendment to the City's
Service Level Authorization for FY 15-16 to add two (2) additional Los Angeles County
Sheriff's Department patrol units.

H. Award Contracts for Design On-Call Professional Services (Dragoo)
Recommendation: 1) Award contracts for on-call professional services for
Engineering Design services to: Atkins North America, Inc., Bureau Veritas North
America, Inc., Charles Abbott Associates, Inc., Interwest Consulting Group, MSN
Engineers, Inc., Onward Engineering, PSOMAS, and Terramar Consulting Engineers;
and, 2) Authorize the Mayor to execute the contracts listed in recommendation 1
above.
I. Award Contracts for Traffic, Inspection and Environmental Design On-Call
Professional Services (Dragoo)
Recommendation: 1) Award contracts for on-call professional services for Traffic
Engineering, Inspection Services, and Environmental services to: Albert Grover and
Associates, Iteris, Kimley Horn, KCD IN SGV, Inc. (The Traffic Solution), JDC
Landscape Architect, Inspection Services, Inc., SA Associates, Withers & Sandgren,
Ltd., Helix Environmental Planning, Inc., Pacific Advanced Civil Engineering, Palos
Verdes Peninsula Land Conservancy, RBF Consulting; and, 2) Authorize the Mayor to
execute the contracts listed in recommendation 1 above.
J. Approval of a One-Year License Agreement between the City and the Portuguese
Bend Cooperative Nursery School (Trautner)
Recommendation: Approve and authorize the Mayor to execute the agreement
between the City and the Portuguese Bend Cooperative Nursery School.
K. Geographic Information System Service Provider Agreement (Landon)
Recommendation: Enter into a one (1) year agreement with two (2) optional one
(1) year extensions in the amount of$62,400 with Interwest Consulting Group for GIS
Coordinator and Analyst services, as needed throughout the year.
L. McTaggart Hall Broadcast Equipment (Landon)
Recommendation: Authorize the Mayor to sign an agreement with Western Audio
Visual for $90,404.49 plus a 10% contingency for a not to exceed amount of
$99,444.94 for the purchase, installation and support of broadcast equipment as part
of the McTaggart Hall upgrade project.
M. Award Contracts for Construction, Construction Management and Inspection for
the Mira Catalina ADA Access Ramps and Sidewalk Improvement Project (City
Council Goal, Public Infrastructure — Citywide Street Maintenance) (Jules)
Recommendation: 1) Approve the construction plans and contract documents on file
in the Public Works Department for the Mira Catalina ADA Access Ramps and
Sidewalk Improvement Project; 2) Award a construction contract to Ruiz Concrete and
Paving, Inc. in the amount of$55,882.45 for the project; 3) Award a professional
services agreement to Anderson Penna Partners in the amount of$13,125 for
construction management and inspection; 4) Authorize Staff to utilize an additional
10% ($6,900) for contingency, for a total project authorization of$75,907.45; and,

5) Authorize the Mayor and City Clerk to execute the agreements.
N. Claim Against the City by Lynn Larson (Morreale)
Recommendation: Reject the claim and direct staff to notify the claimant.

1. Ordinance Amending Section 15.04.070 of the Rancho Palos Verdes Municipal Code
Relating to Expedited Permitting Procedures for Small Residential Rooftop Solar
Energy Systems and Amending Section 17.83.050 of the Rancho Palos Verdes
Municipal Code Relating to Application Procedures for Renewable Energy Systems

Recommendation: INTRODUCE ORDINANCE NO. AN ORDINANCE OF THE
CITY OF RANCHO PALOS VERDES, AMENDING SECTION 15.04.070 OF
CHAPTER 15.04 OF TITLE 15 OF THE RANCHO PALOS VERDES MUNICIPAL
CODE TO PROVIDE AN EXPEDITED, STREAMLINED PERMITTING PROCESS
FOR SMALL RESIDENTIAL ROOFTOP SOLAR ENERGY SYSTEMS AND
AMENDING SECTION 17.83.050 OF CHAPTER 17.83 OF ARTICLE VII OF TITLE 17
OF THE RANCHO PALOS VERDES MUNICIPAL CODE RELATING TO

Recommendation: 1) Approve the award of the Graffiti Abatement Service Contract
with Graffiti Protective Coatings, Inc.; and, 2) Authorize the Mayor and City Clerk to
execute the contract.
3. Palos Verdes Nature Preserve Staffing (Linder) (30 mins)
Recommendation: 1) Approve the proposed plan to establish Recreation and Parks
Department staffing in the Palos Verdes Nature Preserve; and, 2) ADOPT
RESOLUTION NO. 2015-_7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES, APPROVING A BUDGET APPROPRIATION IN THE
AMOUNT OF $657000 TO FUND THE PROPOSED PLAN TO ESTABLISH
RECREATION STAFFING PRESENCE IN THE PALOS VERDES NATURE
PRESERVE TO ENHANCE PRESERVE OPERATIONS AND MAINTENANCE.
4. Amendment to Lease Agreement for the Palos Verdes on the Net "Annex" (Petru) (10

Recommendation: Approve the Amended and Re-stated Lease Agreement between

A point has been reached where, in the opinion of the legislative body of the local agency on
the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency, based on a letter to the City of
Rancho Palos Verdes Planning Commission dated August 6, 2014, from Ellen Berkowitz of
Gresham, Savage, Nolan & Tilden. A copy of the letter is on file in the City Clerk's Office. In
addition, the threat of anticipated litigation that would be filed by the Vista Verde
Homeowners' Association ("HOA") was discussed at the October 28, 2014 Planning
Commission meeting by Michael N. Friedman, the attorney who represents the HOA, and on
March 23, 2015, claims against the City were received from the following Vista Verde
residents: Nadejda V. Gueorguieva, Barbara K. Hughes-Astbury, Veronica E. Lawlor, Paul F.
Keye, Jr. and Julie Keye, Sharon L. Loveys, Matthew H. Martin, Lane C. Mayhew, and Rhys
Williams. On April 14, 2015, an additional claim was received from Vista Verde resident Julie
Reynolds.
