CC RES 2015-067 RESOLUTION NO. 2015-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PARKING RESTRICTIONS ON THE CRENSHAW BLVD EXTENSION FROM SEACREST DRIVE TO BURMA ROAD; CRENSHAW BLVD FROM SEACREST DRIVE TO VALLEY VIEW ROAD AND ON PARK PLACE FROM CRENSHAW BLVD TO APPROXIMATELY 200' SOUTH/WEST TO THE FIRST PARKING STALL AT DEL CERRO PARK. THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS: WHEREAS, Chapter 10.04 of the Rancho Palos Verdes Municipal Code authorizes the City Council to establish restricted parking in designated areas in the City by resolution pursuant to the authority provided by California Vehicle Code Section 22507; and WHEREAS, an engineering and traffic survey has determined that parking restrictions are warranted on portions of Crenshaw Boulevard and Park Place in accordance with the Rancho Palos Verdes Traffic Code. WHEREAS, Crenshaw Boulevard, a public roadway extending from Seacrest Drive to Burma Road has experienced parking-related impacts due to an increase in recreational and pedestrian activity pertaining to use of the City's Park and Nature Preserve; and WHEREAS, Crenshaw Boulevard, a public roadway extending from Seacrest Drive to Valley View Road has experienced parking-related impacts due to an increase in recreational and pedestrian activity pertaining to use of the City's Park and Nature Preserve; and WHEREAS, Park Place, a public roadway located adjacent to Del Cerro Park has experienced parking-related impacts due to an increase in recreational and pedestrian activity pertaining to use of the City's Park and Nature Preserve; and WHEREAS, the residents from surrounding neighborhoods (Del Cerro HOA and the Park Place HOA) have requested the City to regulate the parking on the south side of Crenshaw Boulevard from Seacrest Drive to Burma Road (Nature Preserve entrance), north side of Crenshaw Blvd from Seacrest Drive to Valley View Road and on the south side of Park Place from Crenshaw Blvd to 200' west to the first parking stall to address the public safety issues that are associated with parking on Crenshaw Boulevard and Park Place in order for the public to take access to Del Cerro Park and the Palos Verdes Nature Preserve, because the current unrestricted public parking on Crenshaw Boulevard and Park Place is impeding access to residential properties and the Nature Preserve by emergency vehicles and other vehicles; and WHEREAS, the establishment of a "No Parking at Anytime" restriction by erecting signs and red curbing on the south west side of Crenshaw Boulevard from Seacrest Drive to Burma Road, north east side of Crenshaw Blvd from Seacrest Drive to Valley View Road and on the south side of Park Place from Crenshaw Blvd to approximately 200' south will reduce traffic hazards created by nonresident vehicular parking, and is necessary to provide safe and efficient ingress and egress for the benefit of residents and their guests, as well as emergency vehicles serving the area; WHEREAS, the City Council determines that establishing permit parking would not result in significant environmental effects because the result of the program will not significantly alter existing conditions. Therefore, in accordance to the California Environmental Quality Act (CEQA), the City Council finds that establishment of the permit parking program is considered a Categorical Exemption from CEQA based on Section 15301(c) of Article 19, which states that operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographic features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS: Section 1. Required Findings. The City Council finds that the establishment of a "No Parking At Anytime" restriction by erecting signs and painting red curb on the south west side of Crenshaw Boulevard from Seacrest Drive to Burma Road (Nature Preserve entrance), on the north east side of Crenshaw Blvd from Seacrest Drive to Valley View Road and on the south side of Park Place from Crenshaw Blvd to approximately 200'west is necessary to reduce traffic hazards created by nonresident vehicular parking for access to Del Cerro Park and the Palos Verdes Nature Preserve, and is necessary to provide safe and efficient ingress and egress for the benefit of residents and their guests, as well as emergency vehicles serving the residential area, the Park and the Nature Preserve. For these reasons, the City Council finds that the establishment of parking restrictions for the portion of the streets listed in Section 2 of this Resolution, is necessary to avoid the adverse impacts upon public safety cause by cars being parked on both sides of the roadways. Section 2. Designation of Restricted Parking Area. Based upon the findings in Section 1, the following area is hereby designated with the following parking restriction: "No Parking at Anytime": Crenshaw Boulevard (south west side from Seacrest Drive to Burma Road) Crenshaw Boulevard (north east side from Seacrest Drive to Valley View Road) Park Place (south side from Crenshaw Blvd to 200' west). 1598210-1 Resolution No.2015-67 Page 2 of 3 Section 3. Designation of Parking Restrictions. Pursuant to Section 22507 and paragraph (n) of Section 22651 of the Vehicle Code, the parking restriction on the portion of the street listed in Section 2 above shall be as follows: Signs stating: "No Parking at Anytime" shall be posted along the south west side of Crenshaw Boulevard from Seacrest Drive to Burma Road; Signs stating: "No Parking at Anytime" shall be posted along the north east side of Crenshaw Boulevard from Seacrest Drive to Valley View Road; and Red Curb (south side of Park Place from Crenshaw Blvd to 200 feet to the south west). Section 4. Posting of Signs. The parking prohibitions contained in Section 3 of this Resolution shall not become effective until signs have been posted giving adequate notice of the parking restrictions imposed by this resolution. The Director of Public Works is hereby authorized to erect such signs. Section 5. The City Clerk shall certify to the passage and adoption of this Resolution.
