2015 Annual Conference Resolution regarding automatic power outage
compensation for Southern California Edison customers; and authorize Staff to
submit this proposed resolution to the League for the consideration of the General
Assembly at its annual conference in San Jose this fall.
G. Notice of Completion for the McCarrell Canyon Pipe Relining Project (Supports
2014 City Council Goal - Public Infrastructure) (Winje)
Recommendation: 1) Accept the project as complete; 2) Authorize the City Clerk
to file a Notice of Completion for the project with the LA County Recorder; and if
no claims are filed within 35 days after recordation, and upon the contractor
posting an acceptable warranty bond, send a notice to the surety company to
exonerate the Performance Bond; and, 3) Authorize the Director of Public Works
to release the 5% construction retention payment to Industrial Coatings and
Fireproofing, Inc. 35 days after recordation of the Notice of Completion by the LA
County Recorder contingent upon no claims being filed on the project, and the
contractor posting an acceptable warranty bond with the City.
H. Management of Rentals at Founders Park (Linder)
Recommendation: Renew the contract with Trump National for the management
of rentals at Founders Park for a further 12 months (September 18, 2015 to
September 17, 2016).
I. Adoption of Ordinance No. 571 - Amendments to Municipal Code Relating to the
Regulation of Skateboarding and the Prevention of the Dangerous Activity Known
as "Bombing" (Lynch)
Recommendation: ADOPT ORDINANCE NO. 5717 AN ORDINANCE OF THE
CITY OF RANCHO PALOS VERDES, AMENDING SECTION 12.16.120 OF

Interoperable Communication System's (LA-RICS') proposed monopole on the
U.S. Coast Guard property at Upper Point Vicente; re-consider authorizing the
Mayor to sign letters expressing the City's opposition to this proposed monopole;
and consider directing Staff to prepare the necessary resolution to "opt out" of LA-
RICS, for adoption by the City Council on a future date certain.
6. Enhancing Parks and Open Space Operations and Maintenance (Linder/Throne

Recommendation: 1) Approve the proposed plan to expand City-wide Public
Works Department trash and graffiti removal program; 2) Approve the proposed
plan to expand Recreation and Parks Department staffing presence at specified

of Gresham, Savage, Nolan & Tilden. A copy of the letter is on file in the City Clerk's
Office. In addition, the threat of anticipated litigation that would be filed by the Vista
Verde Homeowners' Association ("HOA") was discussed at the October 28, 2014
Planning Commission meeting by Michael N. Friedman, the attorney who represents the
HOA, and on March 23, 2015, claims against the City were received from the following
Vista Verde residents: Nadejda V. Gueorguieva, Barbara K. Hughes-Astbury, Veronica
E. Lawlor, Paul F. Keye, Jr. and Julie Keye, Sharon L. Loveys, Matthew H. Martin, Lane
C. Mayhew, and Rhys Williams. On April 14, 2015, an additional claim was received from
Vista Verde resident Julie Reynolds.
