Dear Mr. Rojas:
As requested, Linscott, Law & Greenspan, Engineers (LLG) is pleased to submit this
revised proposal to provide traffic engineering design services related to the Palos
Verdes Drive West and Point Vicente Driveway Intersection Project, in the City of
Rancho Palos Verdes, California. The proposed project is located at 31501 Palos
Verdes Drive in the City of Rancho Palos Verdes, California. As you may know,
LLG has been providing transportation planning and design consultation services for
private and public sector projects throughout Southern California for more than four
decades. We look forward to the opportunity to provide traffic engineering design
services related to the proposed project.
We understand that the City of Rancho Palos Verdes and the Applicant of the
Annenberg at Lower Point Vicente Project have requested a review of safety-related
issues at the existing access points along Palos Verdes Drive West. Furthermore,
there is an interest in seeking consultation from a traffic engineer to review existing
conditions at the intersection and prepare as needed concept plans to depict potential
safety improvement alternatives for the intersection. We have reviewed the aerial
website link that was forwarded to us by the Applicant and concur that it would be
beneficial to review this location from a traffic safety perspective and develop
concept plans to depict various potential alternatives with the goal of enhancing Philip M.Linscott,PE;,s2i.20 ,

Our original proposal (dated July 10, 2009), was prepared based on the assumption Paul W.Wilkinson,PE
that the main work products would be a summary of existing conditions, one John P.Keating,PE
conceptual plan and one formal signing and striping design plan. The scope has David S.shender,PE
varied since authorization, thus, this proposal supersedes the July 10, 2009 proposal John k Barman,PE

topographic file in AutoCad format is not available for the subject location, thus, a
separate task for preparation of the project roadway alignment base plan is also now
included in our Scope of Work.
As such, LLG's Scope of Work now includes preparation of a roadway alignment
base plan for the project, up to four(4) conceptual roadway signing and striping plans
depicting various intersection improvement alternatives, required coordination with
City of Rancho Palos Verdes staff, preparation of a traffic assessment memorandum
that summarizes the technical aspects of LLG's review of existing and proposed
conditions, and preparation of a final concept plan representing the preferred
intersection improvement alternative(s).
The proposed alternatives depicted on the concept plans will be developed based on a
review of existing traffic conditions, including intersection geometries, sight distance,
accident data history, prevailing speed, and available traffic count data. Upon
preparation of the concept plans, we will coordinate with the City of Rancho Palos
Verdes to review the various potential alternatives and obtain consensus for the
overall recommended intersection improvements. Upon obtaining consensus, LLG
will prepare one (1) final concept plan layout that will depict the preferred
alternative(s). Preparation of additional plans, that may be required depending on the
outcome of the proposed concept development phase, such as preparation of a design-
level signing and striping plan, traffic signal plan and/or construction traffic control
plans, are not included in this proposal. Preparation of additional plans may be added
to our Scope of Work at a later time,via a contract amendment, if required.
This proposal summarizes the work tasks associated with a review of existing traffic
conditions at the subject intersection (i.e., including intersection geometries, sight
distance, accident data history, prevailing speed, and available traffic count data),
preparation of a project base plan, preparation of four (4) conceptual signing and
striping plans that will be submitted to the City of Rancho Palos Verdes for review,
preparation of a summary memorandum, respective coordination with the City of
Rancho Palos Verdes, and preparation of one (1) final concept plan layout for the
subject intersection.
PROJECT SCOPE AND ASSUMPTIONS
This Proposal assumes the following:
11 The City of Rancho Palos Verdes will make any readily available information
available to LLG. Our understanding is that only as-built plans for the south side
roadway of Palos Verdes Drive are available.

■ Any changes or revisions in project access locations, project scope, or design
schemes, once our conceptual design effort has begun will be considered to be
outside the current Scope of Work and may require an addition to the Fee
maximum.
• The project is located within the limits of the City of Rancho Palos Verdes. The
City of Rancho Palos Verdes will be the sole reviewing and approving agency.
• The plans will be prepared using Imperial units of measurement.
SCOPE OF WORK CONCEPT DEVELOPMENT
Task 1: Project Mobilization
1.1 Coordinate with the City of Rancho Palos Verdes to obtain City record as-
built plans for existing street improvements.
1.2 Contact the City of Rancho Palos Verdes Public Works department staff to
discuss the proposed project and confirm pertinent traffic issues and concerns.
1.3 Coordinate with City of Rancho Palos Verdes to obtain accident history data
and traffic count data for the subject intersection, if available. Coordinate
with the LLG planning staff to obtain available traffic counts conducted with
the Annenberg at Lower Point Vicente EIR traffic impact study work effort.
Task 2: Review of Existing Traffic Conditions
2.1 Visit the project site, photograph, measure and verify pertinent existing
surface conditions, and traffic signing and striping elements.
2.2 Perform a field sight distance survey to confirm existing intersection and
stopping sight distance. Please note that due to intersection visibility
constraints, a two-person crew will be required to conduct the intersection
stopping sight distance survey.
2.3 Conduct a field sample speed survey to confirm prevailing speeds of traffic on
Palos Verdes Drive.
Task 3: Conceptual Signing and Striping Base Plan
3.1 Prepare one (1) conceptual signing and striping base plan for the access
points associated with the Point Vicente Interpretive Center (PVIC) site. The
conceptual signing and striping base plan will depict the existing roadway
signing and striping elements as well as the results of the intersection sight

distance analysis for the various traffic movements. Our concept base plan
will be prepared at 40 scale (1" = 40') using the latest version of AutoCAD
drafting software.
3.2 Submit the base concept plan to the City of Rancho Palos Verdes engineer for
initial review and comments.
3.3 Revise the base concept plan per review comments and resubmit the concept
plan for review.
Task 4: Conceptual Development of Alternatives
4.1 This proposal assumes the preparation of four (4) conceptual signing and
striping plans to be submitted to the City of Rancho Palos Verdes for review.
The alternative concepts will be reviewed in terms of the identified pros and
cons as well as potential implications to Civil-related items (e.g., need for
possible retaining walls, roadway widening, median improvement, sight
distance enhancements, etc.). A summary of the four concepts and the plans
will be included as part of the Task 5 work effort, as outlined below.
Task 5: Preparation of a Summary Memorandum
5.1 Prepare a summary memorandum which details the findings associated with
the existing conditions (i.e., accident data, weekday AM and PM and weekend
mid-day peak hour traffic volumes, speed survey data, sight distance analysis,
etc.) as well as providing a summary of each of the four conceptual
alternatives. Pursuant to the City's request, this effort also entails the
preparation of traffic signal warrant analysis calculations (using the Caltrans
warrants outlined in the Caltrans' California Manual on Uniform Traffic
is
Control Devices for Streets and Highways, Chapter 4C, September 2006), for
the subject location.
Task 6: Coordination With the City Team
6.1 In support of the development of the conceptual alternatives phase, LLG will
prepare for and attend up to three coordination conference calls with the
project team and/or City of Rancho Palos Verdes staff. For budgeting
purposes, two hours of Project Manager/Engineer time has been allocated for
preparation and attendance at each coordinating session. LLG will establish
the call-in numbers accordingly.

Task 7: Preparation of the Recommended Conceptual Alternative Plan
7.1 Based on the coordination conducted as part of Task 6 above, prepare one (1)
final conceptual plan layout for the subject location which incorporates City
comments. Submit final concept plan to the City.
ADDITIONAL SERVICES
This Scope of Work does not include:
• The preparation of a design-level signing and striping plan.
• The preparation of a design-level traffic signal plan(s).
• The preparation of construction traffic control plans.
• The preparation of easement plans(legal descriptions)or processing.
• Inspection services of any kind.
• The preparation of traffic signal timing plans.
• Preparation and processing of encroachment permit applications.
Most of the above services can be provided via an amendment to the proposed project
fee.
FEE ESTIMATE
We estimate that our fee for the services outlined above in Tasks 1 through 7 will not
exceed $16,500.00. Our services will be billed monthly on a time and materials basis
according to the attached Fee Schedule. Should the Scope of Work change or if
unforeseen problems arise, a revised Scope of Work and budget may be required.
SCHEDULING
We have already begun work on this engagement. We estimate that the project
mobilization, review of existing conditions and initial preparation of the conceptual
plan can be completed and submitted for project team review 3 to 4 weeks after
receiving written authorization to proceed. . The timing associated with the submittal
of the final recommended conceptual alternative plan will be based upon the
coordination conducted as part of Task 6. This time estimate assumes that issues of
direct impact are well enough defined to allow our design process to proceed effectively.
To the extent possible,our work will be completed in coordination with your schedule.

LIABILITY
We carry appropriate liability insurance, both general and professional and
workman's compensation insurance. Should this proposal be accepted, the Client
(represented by the signature below) agrees to limit Linscott, Law & Greenspan,
Engineers' liability to the Client and to all Contractors and Subcontractors on the
project due to Linscott, Law & Greenspan, Engineers' negligent acts, errors, or
omissions, such that the total aggregate liability of Linscott, Law & Greenspan,
Engineers, to all those named shall not exceed $50,000.00 or Linscott, Law &
Greenspan, Engineers' total fee for the services rendered on this project, whichever is
greater.
AUTHORIZATION
If this proposal is acceptable, you may indicate approval by signing in the space
provided at the end of this letter and returning the original for our files. Alternatively,
you may issue a purchase order or consultant agreement with this proposal attached
as an exhibit. A copy of this proposal is enclosed for your convenience.
This proposal is valid for 90 days from the date of this letter.
Please note that for the purposes of preparing contract paperwork, Linscott, Law &
Greenspan, Engineers, is a DBA for LG2WB Engineers, Inc., a California
corporation.
TERMINATION
The services covered by this proposal may be terminated by either party at any time
by written notice. Upon termination, Linscott, Law & Greenspan, Engineers will stop
all activities immediately, notify all subcontractors (if any) to stop work, and prepare
an invoice for any services rendered but not already submitted to the client.
