Recommendation: Receive and file the current report on the status of Border

D. Register of Demands (Downs)
Recommendation: ADOPT RESOLUTION NO. 2015 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH
THE SAME ARE TO BE PAID.
E. April 2015 Monthly Report of Cash Balances (Downs)
Recommendation: Receive and file the April 2015 Monthly Report of Cash
Balances for the City of Rancho Palos Verdes.
F. Proposed Debt Management Policy (Downs)
Recommendation: 1) Adopt City Council Policy No. - Debt Management
Policy; or, 2) Provide direction to Staff for modifications to the document.
G. Storm Drain User Fee Rate Engineer Proposal (Downs)
Recommendation: Authorize the City Manager to accept the Harris & Associates
Proposal to Finalize and Establish the Water Quality and Flood Protection Fee —
Task A (Rate Analysis Report Review) for a lump-sum cost not to exceed $12,500.
H. Notice of Completion for the Accessibility Transition Plan Implementation Project
Phase 1-A (Supports 2014 City Council Goal, Public Infrastructure) (Reznik)
Recommendation: 1) Accept the work as complete; 2) Authorize the City Clerk to
file a Notice of Completion for the project with the Los Angeles County Recorder's
Office, and if no claims are filed within 35 days after recordation, notice the surety
company to exonerate the Performance Bond; and, 3) Authorize the Director of
Public Works to release the project retention to Dash Construction Company, Inc.
35 days after recordation of the Notice of Completion by the Los Angeles County
Recorder contingent upon no claims being filed on the project.

I. Notice of Completion for the Palos Verdes Drive East Arterial Roads Resurfacing
Project, FY2011-2012 (Supports 2014 City Council Goal, Public Infrastructure —
Citywide Street Maintenance) (Jules)
Recommendation: 1) Accept the work as complete; 2) Authorize the City Clerk to
file a Notice of Completion with the Los Angeles County Registrar-Recorder Office
and if no claims are filed within 35 days after recordation, and upon the contractor
posting an acceptable warranty bond, notice the surety company to exonerate the
Performance Bond; and, 3) Authorize the Director of Public Works to release the
5% retention payment in the amount of$139,858.95 to All American Asphalt 35
days after recordation of the Notice of Completion by the Los Angeles County
Recorder contingent upon no claims being filed on the project, and the contractor
posting an acceptable warranty bond.
J. November 3, 2015 General Municipal Election (Morreale)
Recommendation: 1) ADOPT RESOLUTION NO. 2015 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA,
CALLING FOR THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE
HELD ON TUESDAY, NOVEMBER 3, 20157 FOR THE ELECTION OF CERTAIN
OFFICERS AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE
OF CALIFORNIA RELATING TO GENERAL LAW CITIES; 2) ADOPT
RESOLUTION NO. 2015 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES, CALIFORNIA, REQUESTING THE BOARD
OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A
GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 20157 WITH
THE SCHOOL DISTRICT AND LIBRARY DISTRICT ELECTIONS TO BE HELD ON
SAID DATE PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE; and,
3) ADOPT RESOLUTION NO. 2015-_7 A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, ADOPTING
REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO
CANDIDATES' STATEMENTS SUBMITTED TO THE VOTERS AT AN ELECTION
TO BE HELD ON TUESDAY, NOVEMBER 3, 2015.
K. Nine Claims Against the City by Residents of the Vista Verde Condominium Project
in the City of Lomita Relating to Development at Green Hills Memorial Park (Lynch)
Recommendation: Reject the portions of the claims that are timely, if any, and
direct staff to notify the claimants.
L. Contract Renewal for View Restoration Arboriculture Services (Alvarez)
Recommendation: Authorize the Mayor and City Clerk to execute a two-year
extension of the existing professional service agreement with the City's View
Restoration Arborist, Mr. Greg Applegate, to continue to provide arboriculture
services on an as-needed basis to the City until June 30, 2017.

M. Contract Renewal for View Restoration Mediator (Alvarez)
Recommendation: Authorize the Mayor and City Clerk to execute a two-year
extension of the existing professional service agreement with the City's View
Restoration Mediator, Ms. Coleen Berg, to continue to provide mediation services
on an as-needed basis to the City until June 30, 2017.
N. Contract Renewal for On-Call Plan Check Services for Water Efficient Landscape
Plans (Mikhail)
Recommendation: Authorize the Mayor and City Clerk to execute a 2-year
extension of the current professional services agreement with Willdan Engineering
to provide on-call professional plan check services to review Landscape Document
packages as required by the State of California and the City's Water Efficient
Landscape Ordinance (Chapter 15.34 of the RPVMC) on an as-needed basis to the
City until June 30, 2017.
O. Contract Renewal for On-Call Biological and Arboricultural Consulting Services
(Supports 2014 City Council Goal to Review Existing Contracts/Consultants)
(Rojas/Seeraty)
Recommendation: Authorize the Mayor and City Clerk to execute a two-year
extension of the current professional service agreement with AECOM (formerly
URS Corporation) to provide on-call biological and arboricultural consulting services
on an as-needed basis to the City through June 30, 2017.
P. Claim Against the City by Robert Brubaker and Roxanne Lawrence (Morreale)
Recommendation: Reject the claim and direct staff to notify the claimant.
Q. Summer Camp Use Agreement between the City and YMCA (Trautner)
Recommendation: Authorize the Mayor and City Clerk to execute the Agreement
of the City of Rancho Palos Verdes and San Pedro & Peninsula YMCA to provide a
10 week Summer Day Camp Program at Ladera Linda Community Center.
R. Memorandum of Understanding with City of Rolling Hills Estates for Summer Swim
Program Services Agreement with the YMCA (Trautner)
Recommendation: 1) Subject to final revisions that are approved by the City
Attorney, authorize the Mayor and City Clerk to execute the Agreement of the Cities
of Rolling Hills Estates and Rancho Palos Verdes contracting the San Pedro &
Peninsula YMCA to provide Summer Swim Program services at the Palos Verdes
Peninsula High School Pool; and, 2) Subject to final revisions that are approved by
the City Attorney, authorize the Mayor and City Clerk to execute the Memorandum
of Understanding with the City of Rolling Hills Estates to jointly provide Summer
Swim Program services at Palos Verdes Peninsula High School Pool.

S. Contract Renewal for As-Needed Building and Safety Consultant Services
(Christman)
Recommendation: Authorize the Mayor and City Clerk to execute a two-year
extension of the current professional services agreement with Charles Abbott
Associates, Inc. (CAA) to continue to provide building inspection and plan check
services to the City on an as-needed basis through June 30, 2017.
T. Contract Renewal for Geotechnical Consulting Services (Kim)
Recommendation: Authorize the Mayor and City Clerk to execute a two-year
extension of the current professional services agreement with Kling Consulting
Group, Inc. to provide geology and geotechnical engineering consulting services on
an as-needed basis to the City until June 30, 2017.
REGULAR BUSINESS:
1. Film Permit Policy, Procedure and Fee Review (Fox) (30 mins)
Recommendation: Receive the Staff report regarding recent film permit activity
and issues, and provide direction to Staff regarding any desired film permit policy,
procedure and/or fee changes.
2. Draft FY15-16 Budget (Downs) (30 mins)
Recommendation: Provide additional direction to Staff for any final modifications
to the draft FY15-16 budget, to prepare for the City Council's public hearing
scheduled for June 16, 2015.
3. Draft 2015 Five-Year Financial Model (Downs) (10 mins)
Recommendation: 1) Receive and file the draft 2015 Five-Year Financial Model
(2015 Model); and, 2) Provide any direction to Staff regarding any assumptions
contained within the 2015 Model.
4. Draft 2015 Five-Year Capital Improvement Plan (Downs) (45 mins)
Recommendation: 1) Receive and file the draft 2015 Five-Year Capital
Improvement Plan (CIP); and, 2) Provide direction to Staff regarding any changes to
the planned funding of projects over the next five years.

Potential Litigation against the City:

A point has been reached where, in the opinion of the legislative body of the local agency
on the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency, based on a letter to the City of
Rancho Palos Verdes Planning Commission dated August 6, 2014, from Ellen Berkowitz of
Gresham, Savage, Nolan & Tilden. A copy of the letter is on file in the City Clerk's
Office. In addition, the threat of anticipated litigation that would be filed by the Vista Verde
Homeowners' Association ("HOA") was discussed at the October 28, 2014 Planning
Commission meeting by Michael N. Friedman, the attorney who represents the HOA, and
on March 23, 2015, claims against the City were received from the following Vista Verde
residents: Nadejda V. Gueorguieva, Barbara K. Hughes-Astbury, Veronica E. Lawlor, Paul
F. Keye, Jr. and Julie Keye, Sharon L. Loveys, Matthew H. Martin, Lane C. Mayhew, and
Rhys Williams. On April 14, 2015, an additional claim was received from Vista Verde
resident Julie Reynolds.

A point has been reached where, in the opinion of the legislative body of the local agency
on the advice of its legal counsel, based on existing facts and circumstances, there is a
significant exposure to litigation against the local agency regarding the Los Angeles
Regional Water Quality Control Board's 2012 MS4 Permit, based on oral comments made
by representatives of the National Resources Defense Council, Heal the Bay and the Los
Angeles Waterkeeper at the December 16, 2014 workshop held by the State Water
Resources Control Board.
