PC MINS 19861028 Work Session• M I N U T E S PLANNING COMMISSION OCTOBER 28, 1986 REGULAR ADJOURNED MEETING N I mos'l )iJ WORK SESSION - CODE AMENDMENT NO. 23 The meeting was called to order at 6:30 P.M. by Chairman Von Hagen at 29301 Hawthorne Boulevard. PRESENT: HODGE, MC NULTY, ORTOLANO, VON HAGEN, WIKE ABSENT: NONE Also present were Director of Environmental Services Robert Benard, Associate Planner Greg Fuz, Associate Planner Steve Rubin, Assistant Planner Jack Roberts, and Assistant Planner Carolynn Wilker-Roesch. Ms. Melinda Downing, representing Eastview homeowners, stated she in- formally surveyed area homeowners, Christ Lutheran Church, La Pointe, Miracosta Terrace, and Crestwood Elementary. She related concerns of noise, traffic, general disruption of the residential atmosphere, hours of operation, crime/especially at Peck Park, magazines, the transient people attracted, and the negative influence on school chil- dren. Ms. Downing said numerous area markets currently provide neces- sary conveniences. Mr. Tim Stanton, representing Western Avenue businesses, stated that Western Avenue traffic could possibly support minimarts. He said area merchants are concerned over the competitive aspect of minimarts. He also noted numerous area markets currently provide necessary conveni- ences. Sargeant John Texiera, representing the Los Angeles County Sheriff's Department, related law enforcement issues. He emphasized that mini - marts provide a location for alcohol/drugs to be conveyed to juveniles who congregate there and that vandalism is increased as a result. He emphasized hours of operation as a main concern. He said video games invite juveniles to spend much time at the stores. He stressed the stores are usually franchised and the employees running them are usu- ally young and not properly trained to uphold the corporation's stan- dards. Mr. Paul Depace, representing Southland Corporation, discussed the positive aspects of bringing the minimarts into the City. He said the intent is to make neighborhood shopping more convenient. He stated that the Southland Corporation pressures franchise owners to implement programs designed by Southland to offset problem areas including crime, alcohol sales to minors, magazines, congregating minors, and video games. Mr. Depace said Southland's willingness to limit hours of operation and gas sales would be a monetary decision. 603CP/MIN7.1 • Minutes October 28, 1986 Page Two • The Commission reviewed panelists' comments. The Commission then dis- cussed that the construction of a minimart is currently permitted without a Conditional Use Permit. The Commission expressed agreement that minimarts should be allowed as conditional uses in certain zones based on Code criteria/City policy. Mr. McNulty moved to continue the work session to another work session to be decided at the end of the October 28, 1986 regularly scheduled meeting; seconded by Mrs. Wike and passed unanimously.
