A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES APPROVING, WITH CONDITIONS, SIGN
PERMIT (CASE NO. ZON2002-00448), THEREBY ALLOWING A
MASTER SIGN PROGRAM FOR THE WESTMONT PLAZA SHOPPING
CENTER LOCATED AT 28500 WESTERN AVENUE ON THE CORNER
OF WESTMONT DRIVE AND WESTERN AVENUE
WHEREAS, on September 4, 2002, the applicant, DBA Southwest Sign company,
submitted an application for a Sign Permit (Master Sign Program) for the Westmont Plaza
Shopping Center (Case No ZON2002-00448), requesting approval of a Sign Program which will
replace the existing Sign Program for the center, and,
WHEREAS, on October 2, 2002, Staff deemed the applications generally complete for
processing, and,
WHEREAS, pursuant to the provisions of the California Environmental Quality Act,
Public Resources Code Sections 21000 et. seq. ("CEQA"), the State's CEQA Guidelines,
California Code of Regulations, Title 14, Section 15000 et seq , the City's Local CEQA
Guidelines, and Government Code Section 65962.5(f) (Hazardous Waste and Substances
Statement), Staff found the submitted Sign Permit application (Case No. 2002-00448) to be
categorically exempt from the preparation of an environmental document since the proposed
project does not intensify the use of the lot. (Section 15270), and,
WHEREAS, after notice issued pursuant to the requirements of the Ranchos Palos
Verdes Development Code, the Planning Commission held a duly noticed public hearing on
November 26, 2002, at which time all interested parties were given an opportunity to be heard
and present evidence.
WHEREAS, at the November 26, 2002 Planning Commission meeting, the Commission
continued the item, without discussion, to the next meeting on December 10, 2002.
WHERAS, the Planning Commission held a public hearing on December 10, 2002, at
which time all interested parties were given an opportunity to be heard and present evidence
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS
Section 1. That the approved project is a Master Sign Program for the Westmont
Plaza Shopping Center located at 28500 Western Ave , which will provide a guideline for
approving future identification signage at the center.
Section 2; That the granting of the Sign Program will not be contrary to the
objectives of the General Plan in that the proposed use complies with the General Plan and the
Development Code standards
Section 3: That the sign is necessary for the applicant's enjoyment of substantial
trade and property rights, and the sign does not constitute needless repetition, redundancy or
proliferation of signage

Section 4: That the Sign Program does not constitute a detriment to public health.

Section 5: That the size, shape and placement of the approved signs in the Sign
Program are o0mnnabb|e with and bears a harmonious relationship to the buildings and site
which it identifies.
Section 6: That the kzogbon of the proposed sign locations in the Sign Program will
not obscure from view orunduly detract from existing adjacent signs
Section 7: That the approved sign program will not detract from or cause
depreciation of the value of adjacent developed properties
Section 8: That the approved Sign Program will not adversely effect the value and
character of adjacent residential tracts
Section 9: Any interested person may appeal this decision or any portion of this
decision Uothe City Council Pursuant to Section 17.O2O4OC1'Ofthe Rancho Palos Verdes
Municipal Code, any such appeal must be filed with the City, in writing, and with the appropriate
appeal fee, no later than fifteen (15) days following the date of the Planning Commission's final
action
Section 10: For the foregoing reasons, and based on the information and findings
included in the Staff Report, Minutes and other records of proceedings, the Planning
Commission of the City of Rancho Palos Verdes hereby approved, with conditions, Sign Permit
