A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING SITE
PLAN REVIEW NO. 8816 FOR A 5'6" -HIGH PEDESTRIAN
ENTRY GATE WITH PILASTERS ON EITHER SIDE ALONG
THE STREET -SIDE PROPERTY LINE, WITHIN THE
INTERSECTION VISIBILITY TRIANGLE, WHERE
STRUCTURE ARE TYPICALLY LIMITED TO 30 -INCHES IN
HEIGHT, FOR PROPERTY LOCATED AT 7460 ALIDA
PLACE.
WHEREAS, on February 8, 2000, the applicant/land owner, Muhamed Chahine,
submitted Site Plan Review No. 8816, requesting approval for the construction of a 56%
high pedestrian entry gate with pilasters on either side along the street -side property line
within the intersection visibility triangle, where structures are limited to a maximum height
of 30 -inches, for property located at 7460 Alida Place; and,
WHEREAS, on February 22, 2000, the application was deemed complete by Staff,

WHEREAS, pursuant to the provisions of the California Environmental Quality Act,
Public Resources Code Sections 21000 et seq. ("CEQA"), the State's CEQA Guidelines,
California Code of Regulation, Title 14, Section 15000 et seq , the City's Local CEQA
Guidelines, and Government Code Section 65962.5(f) (Hazardous Waste and Substances
Statement), Staff found no evidence that Site Plan Review No. 8816 would have a
significant effect on the environment and, therefore, the proposed project has been found
to be categorically exempt under Class 1 (Section 15301) since the project is an ancillary
use to the existing single-family residential structure; and,
WHEREAS, after notice issued pursuant to the requirements of the Rancho Palos
Verdes Development Code, the Planning Commission held a duly noticed public hearing
on March 14, 2000, at which time all interested parties were given an opportunity to be
heard and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS
Section 1: The requested improvement in excess of the maximum height limit of
thirty inches (30") for structures and improvements within the intersection visibility triangle
consisting of a 5'6" -high pedestrian entry gate with pilasters on either side, along the street -
side property line and within the intersection visibility triangle, would not adversely impact
traffic safety views of any on-cominig traffic at the Alida Place and Palos Verdes Drive West
intersection. The median along Palos Verdes Drive West prohibits vehicles from turning
left onto Palos Verdes Drive West, and the existing "STOP" sign controls traffic on Alida
Place by requiring vehicles to stop before proceeding with a right turn

Section 2: The 5'6" -high pedestnan entry gate will not be obtrusive, nor be out of
character with the previously approved 42 -inch high combination wall with wrought iron
fencing along the property lines that abut the streets. Further, the higher entry gate and
pilasters will highlight and accent the point of entry to the property.
Section 3: Any interested person may appeal this decision or any portion of this
decision to the City Council Pursuant to Section 17 02.040.C.1.j of the Rancho Palos
Verdes Municipal Code, any such appeal must be filed with the City, in wnting, and with the
appropriate appeal fee, no later than fifteen (15) days following the date of the Planning
Commission's final action
Section 4: For the foregoing reasons, and based on the information and findings
included in the Staff Report, Minutes and other records of proceedings, the Planning
Commission of the City of Rancho Palos Verdes hereby approves Site Plan Review No.
8816 for a 5'6" -high pedestrian entry gate with pilasters on either side along the street -side
property line within the intersection visibility triangle, subject to the conditions contained in
Exhibit "A".

Conditions of Approval
Site Plan Review No. 8816
1 The applicant/property owner shall submit to the City a statement, in writing, that
they have read, understand and agree to all conditions of approval listed below.
Failure to provide said written statement within ninety (90) days of the effective date
of approval shall render this approval null and void.
2. Approval of Site Plan Review No. 8816 is for the construction of a 5'6" -high
pedestrian entry gate with pilasters on either side, along the street -side property line
(south property line along Alida Place), within the intersection visibility triangle. The
remaining wrought iron fence with pilasters along the street side and front (along
Palos Verdes Drive West) shall not exceed an overall height of 42 -inches.
3. No portion of the pedestrian entry gate and pilasters shall exceed 5'6" high, as
measured from adjacent finished grade on the lower side.
4. No grading or construction, other than for the proposed pedestrian entry gate and
pilasters, is approved under this permit application.
5. No expansion of the building footprint or additional enclosed floor area is approved
with this permit.
6 Permitted hours of construction are 7 00 a m to 7.00 p.m. Monday through
Saturday. No work is permitted on Sundays or legal holidays
7. The construction site shall be kept free of all loose materials resembling trash and
debris in excess of that material used for immediate construction purposes. Such
excess material may include, but is not limited to: the accumulation of debris,
garbage, lumber, scrap metal, concrete, asphalt, piles of earth, salvage materials,
abandoned or discarded furniture, appliances or other household fixtures.
8. In the event that a Planning requirement and a Building & Safety requirement are in
conflict with one another, the stricter standard shall apply.
9. No additional construction or grading is approved under this permit approval.
10. All conditions of approval associated with the construction of the recently
constructed residence shall remain in full force and effect.
11. All applicable permits required by the Building and Safety Division shall be obtained
by the applicant.
12. Each light fixture shall contain a maximum 25 -watt light bulb.
13. The light fixtures shall not create glare that impairs/impedes vehicular traffic. Within
forty-five (45) days after installation of the light fixtures on the pilasters, the Director
may order the dimming of any illumination resulting from the light fixtures mounted
on the pilasters that is found to be excessively brilliant and/or impairing/impeding
vehicular traffic.
