A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES DETERMINING THAT
THE FIVE YEAR CAPITAL IMPROVEMENT PROGRAM FOR
1998-2003 IS CONSISTENT WITH THE GOALS AND
POLICIES OF THE CITY'S GENERAL PLAN.
WHEREAS, on June 26, 1975, the City Council of the City of Rancho Palos
Verdes adopted a General Plan with an Urban Environment Element which includes a
discussion and policies regarding Infrastructure; and,
WHEREAS, Section 65401 of the California State Planning and Zoning Law
requires that the City prepare a coordinated program for capital improvements for the
ensuing fiscal year, and that the Planning Commission review and report to the City
Council regarding the conformity of the Capital Improvements Program with the
adopted General Plan, and
WHEREAS, on May 26, 1998, prior to adoption of the Fiscal Year 1998-99
Annual City Budget by the City Council, the Planning Commission reviewed the City's
Capital Improvements Program for Fiscal Year 1998-2003 for consistency and
conformance with the adopted General Plan
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS
FOLLOWS.
Section 1 That the proposed overly and reconstruction of various arterial
and local roadways, as described in the attached Exhibit "A" are necessary for the
maintenance and repair of deteriorated roadways, which is identified on Page 117 of
the General Plan to be of concern since adverse road conditions impede safety and the
smooth flow of traffic
Section 2 That the proposed drainage improvements in the attached Exhibit
are necessary to ensure the proper flow of drainage and, pursuant to the
provisions described on Page 110 of the General Plan, are necessary to "protect
people and their possessions from the sometimes hazardous results of periodic
flooding "
Section 3 That the proposed installation of median landscaping and
irrigation as described in the attached Exhibit "A" is desirable in accordance with
statements found on Page 118 of the General Plan which indicate that such
landscaping is necessary to preclude the "sterile quality" and "unattractive and bland
asphalt corridors" resulting from inadequate landscaping for streets In addition, Page
138 of the General Plan states that it is a policy of the City to "require adequate
landscaping or buffering techniques for all new and existing facilities and networks, in
order to reduce the visual impact of many infrastructure facilities and networks
Section 4. Th9he proposed park improvements a described in the
attached Exhibit "A" are consistent with policies found on Page 99 of the General Plan
which encourage "lands and/or funds for acquisition and development of land for
recreational use "
Section 5 Based on the findings described above and as discussed in the
Staff Report and other records of the proceedings, the Planning Commission hereby
finds that the proposed Capital Improvement Program for Fiscal Years 1998-2003, as
described in the attached Exhibit "A", is consistent with the goals and policies of the
City's adopted General Plan, and directs the Staff to report this conclusion to the City
Council to be considered as part of their deliberations on the proposed Fiscal Year
1998-99 Budget for the City of Rancho Palos Verdes
PASSED, APPROVED, and ADOPTED this 26th day of May 1998
