A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING THE
HABITAT CONSERVATION PLAN FOR THE 269.9 ACRE
OCEAN TRAILS PROJECT LOCATED IN SUBREGION 7 AND

WHEREAS, on June 1, 1992, the City Council of the City of Rancho Palos Verdes
certified Environmental Impact Report No 36 and approved Vesting Tentative Tract Map
No 50666 and 50667, Tentative Parcel Map Nos 20970 and 23004, Conditional Use
Permit No. 162 and 163, Coastal Permit No 103 and Grading Permit No 1541 for a
Residential Planned Development consisting of a total of eighty-three (83) single family
residential dwelling units, an 18 hole public golf course and public open space on 2614
acres in Coastal Subregion Nos. 7 and 8; and,
WHEREAS, the approved project was subsequently revised by the City Council on
December 7, 1992, October 5, 1993, September 6, 1994 and March 11, 1996, which
resulted in a project consisting of seventy five (75) market -rate single family residential
dwelling units, four (4) on-site and four (4) off-site affordable housing units, an 18 hole
public golf course and public open space on 269.9 acres in Coastal Subregion Nos 7 and
8; and,
WHEREAS, the adopted Conditions of Approval and Mitigation Measures for the
Ocean Trails project require the preparation of a Biological Resources Protection Plan to
protect and enhance the sensitive plant and animal species present on the site This
document is required to be reviewed and approved by the Planning Commission prior to
the issuance of the grading permit for the project, and,
WHEREAS, the landowners is required to obtain permits from the California
Department of Fish and Game and the United States Fish and Wildlife Service before
grading can commence on the project In order to obtain these permits (2081 Permit and
10a Permit, respectively), the developer was required to prepare a Habitat Conservation
Plan; and,
WHEREAS, since the requirements for the Habitat Conservation Plan are generally
much broader and more restrictive than the City's Biological Resources Protection Plan,
the City determined that it would be more appropriate to review the HCP for compliance
with the City's Conditions of Approval and Mitigation Measures, rather than require the
developer to prepare a separate Biological Resources Protection Plan document, and,
WHEREAS, after notice issued pursuant to the requirements of the Rancho Palos
Verdes Municipal Code, the Planning Commission held a public hearing on August 27,
1996, at which time all interested parties were given the opportunity to be heard and to
present evidence
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS
Section 1 That the Habitat Conservation Plan has been reviewed by the California
Department of Fish and Game and the United Stated Fish and Wildlife Service for
compliance with applicable State and Federal laws and regulations
Section 2: That the Planning Commission has compared the Habitat Conservation
Plan to the Conditions of Approval and Mitigation Measures required for the Ocean Trails
project and finds that the Habitat Conservation Plan adequately satisfies each of these
requirements
Section 3 For the foregoing reasons, and based on the information and findings
contained in the public record, including the staff reports, minutes, other records of
proceedings and evidence presented at the public hearing, the Planning Commission of
the City of Rancho Palos Verdes hereby approves the Habitat Conservation Plan prepared
for the Ocean Trails project located in Coastal Subregion Nos 7 and 8
PASSED, APPROVED, and ADOPTED this 27th day of August 1996 by the following vote
