A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES APPROVING
COASTAL PERMIT NO. 127 THEREBY APPROVING THE
RE-ESTABLISHMENT OF THE PREVIOUS USES AT THE
CATALINA ROOM AT LONG POINT (6610 PALOS VERDES
DRIVE SOUTH)
WHEREAS, on March 9, 1995, Ms. Louise Talbot, submitted Coastal Permit No. 127, a
request to re-establish the uses (weddings, banquets, holiday parties, charity events, etc.) at the
"Catalina Room", which is an existing building on the Long Point property; and,

WHEREAS, pursuant to the provisions of the California Environmental Quality Act, Public
Resources Code Sections 2100 et. seq. ("CEQA"), the State's CEQA Guidelines, California Code of
Regulation, Title 14, Section 15000 et. seq., the City's Local CEQA Guidelines, and Government
Code Section 65952.5(e)(Hazardous Waste and Substances Statement), Staff found no evidence that
Conditional Use Permit No. 187 would have a significant effect on the environment. Accordingly,
the proposed project has been found to be categorically exempt (Class I); and,
WHEREAS, after notice issued pursuant to the provisions of the Rancho Palos Verdes
Development Code, the Planning Commission held a duly noticed public hearing on May 23, 1995,
at which time all interested parties were given an opportunity to be heard and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the proposed project is in conformance with the Coastal Specific Plan since
it does not constitute a"new development" and the Coastal Specific Plan (1978) identifies Long Point
as a Commercial/Recreational site with compatible uses including those of a commercial recreational
nature, visitor oriented, such as additional oceanarium attractions, retail facilities, recreation uses,
motel, convention facility, restaurants, museum, etc are those uses that should be allowed on the site.
The proposed re-establishment of the weddings, banquets, holiday parties, and charity event uses are
compatible with the Coastal Specific Plan designations.
Section 2: That the proposed development, when located between the sea and the first
public road, is in conformance with the applicable public access and recreation policies of the Coastal
Act since Article 2, Section 30212 of the Coastal Act requires that public access from the nearest
public roadway of the shoreline and along the coast be provided as part of new development
proposals. In that the proposed project does not involve a "new development", this finding does not
apply. However, the City's Conceptual Trails Plan, which was adopted in January 1990, calls for
three trails to be constructed on the Long Point property and one link across Palos Verdes Drive
South to connect the Long Point site to the proposed Peninsula Loop Trail. The three proposed trails
would provide ocean vistas and access to the bluff top.
In addition, until the entire site 1s redeveloped, the landowner has been required to maintain the public
access to the shoreline that was available prior to the closure of Marmeland. This access includes
public parking adjacent to the Sky Tower and the existing trail down the bluff to the shoreline. The
re-establishment of the uses at the "Catalina Room" would not effect the existing or proposed public
trails on the property.
Section 3: The time within which the judicial review of the decision reflected in this
Resolution, if available, must be sought Is governed by Section 1094.6 of the California Code of Civil
Procedure
Section 4 For the foregoing reasons and based on the information and findings included in
the Staff Report, and all other records of the proceedings, the Planning Commission hereby grants
Coastal Permit No 127, thereby approving the re-establishment of the private party uses (weddings,
banquets, etc.) at the "Catalina Room" on the Long Point property (6610 Palos Verdes Drive South)
PASSED, APPROVED, AND ADOPTED this 23rd day of May 1995, by the following vote.
