A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES APPROVING
CONDITIONAL USE PERMIT NO. 187 THEREBY
APPROVING THE RE-ESTABLISHMENT OF THE
PREVIOUS USES AT THE CATALINA ROOM AT LONG
POINT (6610 PALOS VERDES DRIVE SOUTH)
WHEREAS, on March 9, 1995, Ms. Louise Talbot, submitted Conditional Use Permit No.
187, a request to re-establish the uses (weddings, banquets, holiday parties, charity events, etc ) at
the "Catalina Room", which is an existing building on the Long Point property, and,
WHEREAS, pursuant to the provisions of the California Environmental Quality Act, Public
Resources Code Sections 2100 et seq ("CEQA"), the State's CEQA Guidelines, California Code of
Regulation, Title 14, Section 15000 et. seq., the City's Local CEQA Guidelines, and Government
Code Section 65952 5(e) (Hazardous Waste and Substances Statement), Staff found no evidence that
Conditional Use Permit No 187 would have a significant effect on the environment Accordingly,
the proposed project has been found to be categorically exempt (Class 1), and,
WHEREAS, after notice issued pursuant to the provisions of the Rancho Palos Verdes
Development Code, the Planning Commission held a duly noticed public hearing on May 23, 1995,
at which time all interested parties were given an opportunity to be heard and present evidence
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS
Section 1: That the site for the intended use is adequate in size and shape to accommodate
said use and for all of the yards, setbacks, walls, or fences, landscaping and other features required
by this Title or by conditions imposed under this section to adjust said use with those on abutting land
and within the neighborhood because the subject site has been used for commercial and entertainment
purposes since 1954, with the inception of the Marineland of the Pacific aquatic park After the park
was closed, the "Catalina Room" continued to be used for private parties The New York Food
Company (applicant) is proposing to re-establish the same uses that were conducted previously
(weddings, banquets, etc ) Since the applicant is not proposing to expand the size of the facility and
adequate parking facilities are available on the site, the site is sufficient in size and shape to
accommodate the proposed use
Section 2: The subject site is accessed from Palos Verdes Drive South, one of the City's
major thoroughfares. Since the traffic generated by the proposed re-establishment of the "Catalina
Room's" uses would be the same as what previously existed, the proposed project would not
adversely impact this street
Section 3: That, in approving the subject uses at the specific location, there will be no
significant adverse effect on adjacent property or the permitted use thereof, since the "Catalina
Room" is situated on the subject site a significant distance away from any of the adjoining properties
and uses None of the activities that will take place on the subject site will be visible or audible from
the surrounding properties
Section 4: The current land use designation of Commercial/ Recreational is reflected on both
the City's General Plan Map and zoning map Both the City's General Plan (1975) and Coastal
Specific Plan (1978) identify Long Point as a Commercial/ Recreational site and address the potential
for future of expansion of the Marineland facility (General Plan, page 84 and Coastal Specific Plan,
page S2-8) The Coastal Specific Plan states that "any future development of the site will require City
approval in the form of a Conditional Use Permit Compatible uses could include those of a
commercial recreational nature, visitor oriented, such as additional oceanarium attractions, retail
facilities, recreation uses, motel, convention facility, restaurants, museum, etc Those considered not
compatible are uses of a "carnival nature". The intent of these City planning documents is reflected
in the zoning requirements contained in Chapter 17 24 of the Development Code. Therefore, the
subject site is designated for commercial recreational land uses and the proposed re-establishment of
the "Catalina Room" uses is compatible with this designation
Section 5: That, in requiring the certain safeguards regarding the placement, design, and
operation of the lights, the Planning Commission deems said requirements to be the minimum
necessary to protect the health, safety and general welfare. The safeguards are listed as conditions
of approval attached as Exhibit "A" of this P C Resolution
Section 6: The time within which the judicial review of the decision reflected in this
Resolution, if available, must be sought is governed by Section 1094 6 of the California Code of Civil
Procedure
Section 7: For the foregoing reasons and based on the information and findings included in
the Staff Report, and all other records of the proceedings, the Planning Commission hereby grants
Conditional Use Permit No 187, thereby approving the re-establishment of the private party uses
(weddings, banquets, etc.) at the "Catalina Room" on the Long Point property (6610 Palos Verdes
Drive South), subject to the conditions contained in Exhibit "A", attached hereto and made a part
hereof, which are necessary to preserve the public health, safety, and general welfare in the area

CONDITIONS OF APPROVAL
FOR CONDITIONAL USE PERMIT NO 187
(6610 PALOS VERDES DRIVE SOUTH)
1) No structural modifications or additions of square footage shall be made to the
"Catalina Room" building. Only repair and renovation work shall be performed on
the building.
2) No new lighting has been approved as part of this permit
3) Any lighting that will be used outside of the "Catalina Room" shall be turned off at
12 00 midnight, every night of the week
4) All music (live or recorded) for any event held at the "Catalina Room" shall be
turned off at 12.00 midnight
5) The applicant shall submit a landscaping plan for any proposed vegetation to the
Director of Planning, Building, and Code Enforcement for review and approval
6) The "Catalina Room" facility shall be maintained in a neat and orderly manner. All
trash and debris shall be cleared from the site and disposed of appropriately
7) No signs have been approved with this permit Any request for signage shall be
reviewed and approved by the Director of Planning, Building, and Code
Enforcement.
8) Within thirty (30) days of this approval, the applicant shall submit in writing, a
statement that she has read, understands, and agrees to all conditions of approval
contained herein Failure to submit said written statement shall render this approval
null and void
