A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES APPROVING
EXTREME SLOPE PERMIT NO. 35, THEREBY APPROVING
A SIX FOOT (6'-0") WIDE DECK TO BE LOCATED OVER AN EXTREME
SLOPE AT 3324 CROWNVIEW DRIVE
WHEREAS, the applicant, Mr. Trent Hofferber, representing the property owner, Mr and
Mrs Charles Soderstrom, has submitted Extreme Slope Permit No 35, to place a six foot (6-0")
wide deck and ten (10) solar panels over, and on (respectively), an extreme slope (greater than 35%
in steepness); and,
- WHEREAS, pursuant to the provisions of the California Environmental Quality Act (CEQA)
and the local CEQA guidelines, the proposed project has been found to be categorically exempt Class
III and V, and,
WHEREAS, after notice issued pursuant to the provisions of the Rancho Palos Verdes
Development Code, a duly noticed public hearing was held on June 14, 1994 and July 12, 1994, at
which time all interested parties were given an opportunity to be heard and present evidence
NOW, THEREFORE, THE PLANNING COMIVIISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS
Section 1: That the site cannot reasonably accommodate the deck in another location not
involving an extreme slope since the property's usable yard area is limited to the area immediately
west of the new residence, which is proposed to be developed with a swimming pool and jacuzzi
The applicant is attempting to maintain this area as the primary active outdoor recreational area on
the site
Section 2: That the permit will result in no significant adverse effect on neighboring
properties Due to the distance from, and the orientation of the adjacent lots to the east, the proposed
deck will not cause any view impairment. The lot is situated in such a manner that it juts out from
the lots on either side of it, thereby, any improvements made to the rear of the house, will not be
visible from these two adjacent lots on the "view" side of Crownview Drive. The deck, as
conditioned, will not appear massive or obtrusive to property owners situated downslope from the
subject lot The City's Building & Safety Division (including the City's geotechnical consultants) will
be reviewing all of the improvements and therefore the issue of slope instability will be addressed

Section 3: That there will be insignificant disturbance to the slope, since the deck will only
measure six feet (6-0") in length and it will be, in an appropriate manner, structurally supported
The amount of grading and disturbance to the slope will be minimal since the proposed deck is small
in scale as compared to the formidable area comprised by the slope.
Section 4: That the permit approval is not contrary to the General Plan since the Plan
promotes improvements to properties that will enhance the visual quality of existing neighborhoods
while balancing and protecting the rights of residents within those neighborhoods The applicant's
project, as modified, and conditioned, will be consistent with this policy The subject property is not
located in the City's Coastal Zone.
Section 5: The time within which judicial review of the decision reflected in this Resolution,
if available, must be sought is governed by Section 1094 6 of the California Code of Civil Procedure
Section 6: For the foregoing reasons, and based on the information and findings included in
the Staff Report, and records of the proceedings, the Planning Commission hereby Approves Extreme
Slope Permit No. 35 for the deck and solar panels located on the extreme slope at 3324 Crownview
Drive, subject to the conditions contained in Exhibit "A", attached hereto and made a part hereof,
which are necessary to preserve the public health, safety, and general welfare in the area.

EXHIBIT "A"
CONDITIONS OF APPROVAL
FOR EXTREME SLOPE PERMIT NO 35
(3324 CROWNVIEW DRIVE)
I) The maximum height of the deck (including the handrail) shall not exceed 12'-0" (as measured
to the top of the handrail), or an elevation of 87 0, as measured from grade elevation 75 0'
2) The maximum projection of the deck over the extreme slope shall not exceed six feet (6-0").
3) The deck shall be of a color that, as closely as possible, blends in with the natural slope,
subject to the review and approval by the Director of Planning, Building, and Code
Enforcement.
4) The deck shall be screened on at least three sides, with appropriate vegetation, subject to the
review and approval by the Director of Planning, Building, and Code Enforcement
5) In the event that a Planning requirement and Building & Safety requirement are in conflict
with one another, the stricter standard shall apply
6) The construction site shall be kept free of all loose materials resembling trash and debris in
excess of that material used for immediate construction purposes Such excess material may
include, but is not limited to the accumulation of debris, garbage, lumber, scrap metal,
concrete, asphalt, piles of earth, salvage materials, abandoned or discarded furniture,
appliances or other household fixtures.
