A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES APPROVING GRADING PERMIT NO.
1733, IN CONJUNCTION WITH ENVIRONMENTAL ASSESSMENT
NO. 664 AND CONDITIONAL USE PERMIT NO. 92 -REVISION
IfEll I THEREBY ALLOWING A TWO STORY ADDITION TO
BUILDING "C" AND 300 CUBIC YARDS OF GRADING TO A
MAXIMUM CUT DEPTH OF 111- 011 AT 30840 HAWTHORNE
BOULEVARD.
WHEREAS, the Salvation Army has requested Conditional Use
Permit No. 92 - Revision "Ell and Grading Permit No. 1733, and
Environmental Assessment No. 664 to allow 300 cubic yards of
grading to accommodate the lower story on the west elevation of
Building IlCll; and I
WHEREAS, on March 3, 1994, the Salvation Army submitted
Grading Permit No. 1733 to allow 300 cubic yards of grading to
facilitate construction of the lower story addition on the west
elevation of Building "C".
WHEREAS, the Planning Commission held a duly noticed public
hearing on the project on May 24, 1994, at which time all
interested parties were given an opportunity to be heard and
present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: In approving the revision to the project
applications, the Planning Commission finds as follows:
A. That the 300 cubic yards of grading is necessary to
develop the lower story on the west elevation of Building "C" would
not be excessive for the primary use of the lot, which is the an
Educational/Training Facility for Salvation Army cadets.
B. That the proposed project, as conditioned herein would not
create any significant adverse effects to the adjacent properties
or the permitted use thereof. The existing building is located
within the center of the north campus and is surrounded by one and
two story office buildings. In addition, Building "C" is also
separated from Palos Verdes Drive South and Hawthorne Boulevard by
a transitional slope there would be no adverse impacts to the views
of the surrounding properties.
Section 2: Pursuant to Section 17.50.070 of the Development
Code, the City Council in approving Grading No. 1733 finds as
follows:
A. That the proposed 300 cubic yards of grading for the
addition to Building "C" is not excessive beyond that necessary for
the permitted primary use of the property, since the grading will
be balanced on site with no export of excavated material.
B. That the grading and/or construction does not
significantly adversely affect the visual relationships with, nor
the views from, neighboring sites since the proposed grading will

D. The nature of the grading minimizes disturbance to the
natural features since no grading activity will occur in an extreme

decision reflected in this resolution, if available, must be sought
is governed by Section 1094.6 of the California Code of Civil
procedure.
Section 5: Based on the facts contained in this Resolution,
in the Staff Report, Minutes, and other components of the
legislative record, in the Initial Study, the Negative Declaration,
and in the public comments received, the Planning Commission of
the City of Rancho Palos Verdes hereby approves Grading Permit No.
1733, in conjunction with Environmental Assessment No. 664, and
Conditional Use Permit No. 92 - Revision "Ell, subject to the
conditions of approval contained in P.C. Resolution No. 94 - for
Conditional Use Permit NO. 92- Revision "Ell, which are necessary to
protect the public health, safety, and general welfare.
Section 6: The time within which judicial review of the
decision reflected in this Resolution, if available, must be sought
is governed by Section 1094.6 of the California Code of Civil
Procedure.
