RESOLUTION NO. 94 - 1 7
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES APPROVING CONDITIONAL USE
PERMIT NO. 92-REVISION "Dl" THEREBY ALLOWING 6, 000
CUBIC YARDS OF ADDITIONAL GRADING AND RETAINING
WALLS TO A MAXIMUM HEIGHT OF 26'-1" FOR
CONSTRUCTION OF AN EDUCATION/CONFERENCE CENTER AT
30840 HAWTHORNE BOULEVARD.
WHEREAS, the Salvation Army received approval by the City
Council on May 18, 1993, for Conditional Use Permit No. 92-Revision
"D" and Grading Permit No. 1485, to allow construction of an
Education/Conference Center (hereon referred to as the ECC) ,
consisting of conference/meeting room space and 55 guest units, and
106,000 cubic yards of associated grading, to accommodate the ECC
on a 7 acre portion of the 42-acre Salvation Army Western
Territorial Headquarters facility; and
WHEREAS, the Salvation Army submitted Conditional Use Permit
No. 92-Revision "Dl" on April 8, 1994, to allow 6, 000 cubic. yards
of additional grading to facilitate construction of the ECC; a
retaining wall for the auxiliary parking lot behind the Guest
Facility portion of the ECC with a maximum height of 26'-1"; and
new retaining walls on the east and west elevations of the ECC from
2'-7" to a maximum of 26'-1" in height.
WHEREAS, the Planning Commission held a duly noticed public-
hearing on the project on May 10, 1994, at which time all
interested parties were given an opportunity to be heard and
present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: In approving the revision to the project
applications, the Planning Commission finds as follows:
A. That the additional retaining walls and 6,000 cubic yards
of grading is necessary to develop the ECC and auxiliary parking
lot behind the Guest Facility portion of the ECC will not change
the overall height and mass of the ECC, as approved and conditioned
through Conditional Use Permit No. 92-Revision "D" and Grading No.
1485.
B. That the proposed project, as conditioned herein would not
create any significant adverse effects to the adjacent properties
or the permitted use thereof. In accordance with Section 15168 of
the State California Environmental Quality Act (CEQA) Guidelines,
the City has determined that no new environmental effects could
1110 occur or new mitigation measures would be required as a result of
the proposed revision to the grading plan of the ECC.

Section 2: Pursuant to Section 17.56.060 of the City's
Development Code, the Planning Commission, in granting Conditional
Use Permit No. 92 -Revision IID111, finds as follows:
A. That the proposed ECC is specifically permitted in the
Institutional Zoning district, as defined in Section 17.28.020 of
the City's Development Code.
B. That given the adjacent land uses described in the
previous Program EIR and the project's specific location and
design, as conditioned through Conditional Use Permit No. 92 -
Revision I'D", the 42 -acre site is adequate in size and
configuration to accommodate the proposed project revision, and
that the project, as revised, complies, or is conditioned to be
consistent with, the development standards contained in Development
Code Section 17.28.030.
C. That both Crestmont Lane (a two way road connection) and
Palos Verdes Drive South (a fully improved street) are designed to
carry the type and quantity of traffic that would be generated by
the proposed ECC project revision, as conditioned herein.
D. That the proposed project revision, as conditioned herein
would not create any significant adverse effects to the adjacent
properties or the permitted use thereof. In accordance with Section
15168 of the State California Environmental Quality Act (CEQA)
Guidelines, the City has determined that no new effects could occur
or new mitigation measures would be required as a result of the
proposed revision to the grading plan of the ECC.
Section 3: For the foregoing reasons and based on
information and findings included in the Staff Report, and evidence
presented at the public hearings, the Planning Commission of the
City of Rancho Palos Verdes hereby approves Conditional Use Permit
No. 92 - Revision IID1111 subject to the conditions of approval
contained in P.C. Resolution 94- for Grading No. 1485 -Revision
"A", which are incorporated herein by reference, and which are
necessary to protect the public health, safety, and general
welfare.
