WHEREAS, on November 14, 1989, the Planning Commission approved Coastal Permit No. 77 and Grading Application No. 1315 to allow the Portuguese Bend Club Homeowners Association (PBCHOA) to perform remedial grading at the western portion of the Portuguese Bend Club along the exposed part of the toe of the Portuguese Bend landslide, in order to protect several residences threatened by earth movement and to ensure continued access to the area via Yacht Harbor Drive; and, WHEREAS, a duly noticed public hearing was held on November 12, 1991, at which time all interested parties were given the opportunity to attend and present testimony, the Planning Commission approved a request by the PBCHOA for a two-year extension of the applications with modifications to allow an increase in grading quantities from a maximum 10,000 cubic yards to a maximum 27,000 cubic yards; and, WHEREAS, on August 16, 1993, the PBCHOA submitted a request for a two year extension of the Coastal Permit and Grading Application, since the remedial grading had not been completed; and WHEREAS, pursuant to a duly noticed public hearing on October 26, 1993, at which time all interested parties were given the opportunity to be heard and present evidence, the Planning Commission held a public hearing. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: That the Planning Commission has previously reviewed and approved, through P. C. Resolution 89-65, the contents of Environmental Assessment No. 586 prior to taking action on these applications, and a Negative Declaration was subsequently issued for the project.
