A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES APPROVING
CONDITIONAL USE PERMIT NO. 153-REV. "2" TO
ALLOW A HAND CAR WASH AT THE EXISTING UNOCAL-
76 SERVICE STATION AT 31186 HAWTHORNE BLVD.
WHEREAS, the applicant, Mr. Nasser Novinshoar has requested a
revision to the existing Conditional Use Permit to allow a hand car
wash at the Unocal-76 Service Station at 31186 Hawthorne Blvd. ; and
WHEREAS, after analyzing the proposed project, it was
determined that no significant adverse impacts would occur as a
result of the project and therefore the project has been deemed
exempt, as per the California Environmental Quality Act; and
WHEREAS, after notice pursuant to the provisions of the Rancho
Palos Verdes Development Code, a public hearing was held on
December 8, 1992, at which time all interested parties were given
an opportunity to be heard and present evidence:
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the site for the intended use is adequate in
size and shape to accommodate said use and for all of the yards,
setbacks, walls or fences, landscaping and other features required
by this title or by conditions imposed under this section to adjust
said use with those on abutting land and within the neighborhood
since the vacuum/wash/dry area encompasses a relatively small area
of the lot that is currently not utilized. Chapter 17.26 of the
City's Development Code (Automobile Service Stations) allows for
"auto washing by hand where an area of not more than 500 square
feet is used. . . ". The proposed wash area is 240 square feet. The
Commission does not believe that the proposed use will interfere
with any of the station's current services. The minimal traffic
anticipated to be generated by the new service will not disrupt the
primary gas servicing and auto repair functions of the site.
Furthermore, the station's underground storage tanks are located
towards the southwest corner of the site so that the operation of
loading the tanks will also be undisturbed by the new use. And
finally, there will continue to be ample room for the public to use
the propane tank which is located towards the southeast corner of
the lot.
Section 2 : That the site for the proposed use relates to
streets and highways properly designed to carry the type and
quantity of traffic generated by the subject use in that the
existing commercially zoned site is serviced the City's two major
arterial streets, Palos Verdes Drive West and Hawthorne Boulevard.
It is not expected that the proposed use will cause any detectable
increase in the level of traffic that these two streets currently
service.
Section 3 : That, in approving the subject use at the
specific location, there will be no significant adverse effect on
adjacent property or the permitted use thereof since the vehicles
will be washed and dried by hand, it is the Commission's opinion
that the proposed use will not cause any more noise that is already
associated with the existing service station. It is anticipated
that a maximum of ten vehicles per day will be washed at the site
and many of those vehicles are already at the station receiving
some sort of attention. The site has an adequate amount of parking
area available for the temporary parking of the washed vehicles and
the proposed use will not cause any spill-over of vehicles into the
parking areas for the adjacent shopping and restaurant uses of the
site.
Section 4: That the proposed use is not contrary to the
General Plan since the proposed hand car wash is consistent with
the General Plan's underlying zoning of the overall site and the
existing use of that portion of the site which is being utilized as
a service station. The General Plan addresses the possibility of
the expansion of the Golden Cove Shopping Center by stating that
"this area should be developed in a manner which is compatible with
the existing facility. " The proposed use is compatible with the
existing automobile service station, as well as the larger
commercial retail use of the shopping center. .
Section 5: That, in requiring the certain safeguards listed
in the following paragraphs, the Planning Commission deems said
requirements to the minimum necessary to protect the health, safety
and general welfare:
a. Special setbacks and buffers.
b. Fences and/or walls.
c. Lighting
d. Regulation of points of vehicular ingress and
egress.
e. Regulation of noise, vibration, odors, etc.
f. Requiring landscaping and maintenance thereof.
g. Requiring maintenance of the structures, grounds,
and/or signs.
h. Requiring service roads and/or alleys when
practical.

i. Such other conditions as will make possible
development of the city in an orderly and efficient
manner and in conformity with the intent and
purposes set forth in this title.
The safeguards listed above were met during the design and approval
process for the commercial site and continue to comply with the
City's current standards. Conditions of approval that relative to
the applicant's request will further assure that the health,
safety, and welfare of the general public will be protected. Any
modifications of these safeguards in the future will be subject to
further review and approval by the City.
Section 6: For the foregoing reasons and based on
information contained in the Staff report, and records of the
proceedings, the Planning Commission hereby approves Conditional
Use Permit No. 153-Rev. "2" subject to the conditions contained in
Exhibit "A" attached hereto and made a part hereof, which are
necessary to preserve the public health, safety, and general
welfare in the area.

EXHIBIT "A"
CONDITIONS OF APPROVAL FOR
C.U.P. No. 153-REV. "2"
(31186 HAWTHORNE BLVD. )
1) Within thirty (30) days of this approval, the applicant shall
submit, in writing, a statement that he has read, understands
and agrees with all conditions of approval contained in this
exhibit. Failure to provide such a statement shall render
this approval null and void.
2) The applicant shall obtain approval from the Director of
Environmental Services prior to making any further
modifications or additions to the site (including lighting,
addition of any structures, signage etc. ) .
3) All conditions shall be complied with and maintained in a
good faith effort from the applicant. This approval may be
revoked by the Director of Environmental Services if any of
these conditions of approval are not complied with.
4) The applicant shall designate parking areas for washed
vehicles by striping those areas at the southeast corner of
the site and along the northern side of the building.
5) The height of the wash canopy shall not exceed twelve feet
(12'-0") as measured from existing, adjacent grade. The
height of the wood and plexiglass enclosure and wrought iron
fencing shall be limited to six feet (6'-0") .
6) The new car wash function of the lot shall be reviewed by the
Director of Environmental Services within six (6) months of
the commencement of the car wash to determine any additional
conditions of approval and/or modifications to assure the
general health, safety, and welfare of the public.
7) All drainage to the street shall be by underground drainage
structures to avoid drainage across the surface of city walks
or drive aprons.
8) All proposed new fencing and gates shall be of wrought iron
material such that the passage of 90% light and air will be
permitted.
