A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING AN EXTENSION
OF CONDITIONAL USE PERMIT NO. 132 - REVISION "A" TO
ALLOW THE CONTINUED USE OF THE SITE BY THE DISCOVERY
WORLD INFANT CENTER AND PRESCHOOL AT THE MIRALESTE
ELEMENTARY SCHOOL LOCATED AT 6245 VIA CANADA.
WHEREAS, on October 8, 1991, the applicant submitted a request
to extend Conditional Use Permit No. 132 - Revision "A" to allow the
continued use of the site by the Discovery World Infant Center and
Preschool; and
WHEREAS, after notice issued pursuant to the City's Development
Code, the Planning Commission of the City of Rancho Palos Verdes
held a public hearing on January 28, 1992 at which time all
interested parties were given an opportunity to be heard and present
evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section l: That the site is adequate to accommodate the
existing uses, since the site is 6 acres in size and the uses are no
more intensive than the previous elementary school uses.
Section 2: The site relates to streets and highways properly
designed to carry the type and quantity of traffic generated by the
use in that the site is bounded by Palos Verdes Drive East, Via
Canada, and Picardie Road which are public streets and an additional
3 parking spaces have been provided bringing the total to 51 parking
spaces available on site which are adequate to accommodate the
approved uses on site.
Section 3: There will be no adverse effect on adjacent
properties as the project has been conditioned to mitigate any
potential impacts, and the uses are similar to the previous
elementary school uses.
Section 4: The use is not contrary to the General Plan since it
provides valuable community services at a convenient location and
allows community use of the grounds and playing fields.
Section 5: That extending the hours to allow operation of the
facility from 7:30 a.m. to 8:00 p.m. Monday through Friday and
providing new programs from 10:00 a.m. to 3:00 p.m. on Saturday will
not cause a significant environmental impact on the surrounding uses
and is therefore compatible with the findings of Environmental
Assessment No. 619 prepared in association with Conditional Use
Permit No. 132 -Revision "A."
Section 6: For the foregoing reasons and based on the
information and findings included in the Staff Report and records of
proceedings, the Planning Commission hereby approves an extension to
Conditional Use Permit No. 132 - Revision "All subject to the
conditions of approval contained in Exhibit "All which are necessary
to protect the public health, safety, and welfare.

Conditions of Approval
Conditional Use Permit No. 132 - Revision "All - Extension
6245 Via Canada
Miraleste Elementary School
1. This approval shall be valid for a period of six (6) months.
The applicant may request that the Planning Commission extend
this permit prior to its expiration.
2. The hours of operation shall be limited to Monday through
Friday between the hours of 7:30 a.m. and 8:00 p.m. and
Saturday between the hours of 10:00 a.m. to 3:00 p.m.
3. Condition No. 4 of P.C. Resolution No. 91-11 is hereby amended
to require that the gates providing access to the enclosed play
equipment area shall remain unlocked and accessible to the
public when not in use the Discovery World Infant Center and
Preschool. Discovery World shall be permitted exclusive use of
the area during hours of operation. No future modification to
the fencing shall be made without prior approval by the
Director of Environmental Services.
4. Condition No. 6 of P.C. Resolution No. 91-11 is hereby amended
to provide that a limit on the number of students enrolled in
the Discovery world Infant Center and Preschool shall be
established so that the number of parking spaces required for
the use does not exceed 20. This number shall be established
based on State requirements for student to teacher ratio, and
shall include allowances for a minimum of 5 loading spaces. If
a change in the existing uses on the Miraleste Elementary
School grounds occurs which causes additional parking spaces to
be available, the applicant may submit a written request to the
Director of Environmental Services to increase the level of
enrollment.
5. No identification signs shall be placed on the site without
prior review and approval of a comprehensive sign program for
the entire site by the Director of Environmental Services.
Such a program shall include a plan for signs which are
consistent in design, color, and material and shall specify
proposed location and height of signs.
6.' The applicant and landowner shall comply with all other
conditions of approval for Conditional Use Permit No. 132 -
Revision "All as established through P.C. Resolution No. 91-11.
