PC RES 1991-054RESOLUTION NO. 91-54 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES RECOMMENDING APPROVAL OF ZONE CHANGE NO. 19 FOR THE PROPERTY LOCATED AT THE END OF WINDPORT DRIVE. WHEREAS, Wallace Pollock and Capellino Brothers Construction have requested approval of a zone change in order to subdivide an 8.8 acre parcel into four single family residential lots located at the end of Windport Drive; and WHEREAS, Draft and Final Environmental Impact Reports were prepared and circulated in compliance with the California Environmental Quality Act, and State and local guidelines, and the Planning commission considered the information, conclusions and mitigation measures contained in these documents in their review of the proposed zone change; and WHEREAS, The Planning Commission held a public hearing on the environmental review of the project on July 30, 1991, held public hearings on the project on October 23, 1990, August 19 and September 10, 1991 at which time all interested parties were given an opportunity to be heard and present evidence and held hearings on September 24 and October 8, 1991. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The Planning commission reviewed and considered Environmental Impact Report No. 31 and determined that, with the implementation of mitigation measures, the zone change will not result in significant adverse environmental impacts to the site. Section 2: The Planning Commission finds that, due to the highly disturbed condition of the site, the zone change will not adversely impact any of the Resource Management Districts identified on the site in the General Plan. Section 3: The Planning Commission finds that the zone change is consistent with the City goals as expressed in the General Plan, as well as State laws and regulations. Section 4: The Planning Commission has reviewed the adjacent land uses and the potential impacts of the property affected by this zone change and finds that when developed pursuant to the mitigation measures contained in the Environmental Impact Report and the standards of the Development Code, the Residential Single Family, minimum 20,000 square foot lot size (RS -2), land use designation is compatible with surrounding land uses. • • Section 5: The Planning Commission hereby recommends that the City Council adopt Zone Change No. 19, changing the land use designation on approximately 4 acres in the lower portion of the site adjacent to Windport Drive with a slope of less than 356 from Open Space Hazard (OH) to Single Family Residential (RS -2) with a Natural and Urban Overlay Control District designation, changing the designation on approximately 4 acres in the upper portion of the site Adjacent to Hawthorne Boulevard from Single Family Residential (RS -A-5) to Open Space Hazard and leaving the drainage course in the lower portion of the site and the west facing fill slope as Open Space Hazard (OH).
