A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES APPROVING
VARIANCE NOS. 303 AND 304 TO ALLOW TWO
SUBDIVISION IDENTIFICATION SIGNS AT 30524
AND 30604 VIA la CRESTA.
WHEREAS, the applicant, Loretta Westlund, has requested a
Variance to allow two subdivision identification signs to exceed
the maximum allowable height of 30 inches within the intersection
visibility triangle; and
WHEREAS, after notice pursuant to the provisions of the
Rancho Palos Verdes Development Code, a public hearing was held on
August 13, 1991, at which time all interested parties were given
an opportunity to be heard and present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: That there are exceptional or extraordinary
circumstances or conditions applicable to the property which do
not apply generally to other properties in the same zoning
district, in that if the subject walls were to be located lower on
the slopes, closer to the sidewalk, the traffic visibility would
be adversely impacted. Locating the walls further up, onto the
slopes eliminates the possible traffic impacts.
Section 2; That such Variance is necessary for the
preservation and enjoyment of a substantial property right of the
applicant, since without the Variance, the walls would not be able
to be located on the subject corners of Hawthorne Boulevard and
Vallon Drive.
Section 3: That the granting of the Variance will not be
materially detrimental to the public welfare or injurious to
property and improvements in the area since there will be no
traffic impairment caused by the walls and since the walls will be
erected according to Building and Safety standards.
Section 4: The granting of the Variance will alter the
residential use of the subject properties and therefore will not
be contrary to the objectives of the General Plan.
Section 5: For the foregoing reasons and based on the
information and findings included in the Staff report and records
of the proceedings, the Planning Commission hereby approves
Variance Nos. 303 and 304 as submitted.
