A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING VARIANCE
NO. 260 AND COASTAL PERMIT NO. 97 TO ALLOW
AFTER -THE -FACT CONSTRUCTION OF MASONRY WALLS,
IRON GATES, AND LIGHTING IN EXCESS OF SIX FEET
IN HEIGHT LOCATION AT 6450 AND 6470 SEACOVE DRIVE.
WHEREAS, Kenneth and Myra Chen and Robert Hunt have requested
a Variance and Coastal Permit to approve after -the -fact masonry
walls, iron gates, and lighting to excess of six feet in height;
and
WHEREAS, after notice pursuant to the City's Development
Code, a public hearing was held on May 28, 1991, at which time all
interested parties were given an opportunity to be heard and
present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: There are exceptional or extraordinary
circumstances or conditions applicable to the subject properties
which do not apply generally to other properties in the same
zoning district, in that there is a one to two foot difference in
grade between lots preventing compliance with Development Code
standards with respect to the height of the walls along the side
property lines, and in that the two subject properties are at the
top of a "T" intersection of two streets without street lighting
making the approved overheight lighting necessary for the
increased night visibility of the subject properties.
Section 2: That such a variance is necessary for the
preservation and enjoyment of a substantial property right of the
applicants, which right is possessed by other property owners
under like conditions in the same zoning district in that the
properties are zoned for single family residential development and
the walls, lighting, and gates will provide for architectural
articulation of the properties.
Section 3: The granting of the variance will not be
materially detrimental to the public welfare or injurious to
property and improvements in the area in which the properties are
located in that the masonry wall, iron gates, and lighting will
not cause any view impairment or hinder vehicular visibility.
Section 4: The granting of the variance will not be contrary
to the objectives of the general plan or the policies and
requirements of the coastal specific plan because there is no
change in land use proposed and coastal access will not be
hindered.

Section 5: For the foregoing reasons and based on the
information and findings included in the staff report and records
of the proceedings, the Planning Commission hereby approves the
request for approval of Variance No. 260 and Coastal Permit No. 97
to allow after -the fact construction of masonry walls, iron gates,
and lighting in excess,of six feet in height.
