A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING GRADING
PERMIT NO . 1483 AT 27995 PALOS VERDES DRIVE EAST .
WHEREAS , Donna and Terry Taylor have requested a grading permit
for construction of an 8 foot high retaining wall with a 2 ' 11" garden
wall in the rear yard extreme slope and for remedial grading in the
front yard area for placement of fill material , and
WHEREAS , after notice pursuant to the City ' s Development Code ,
a hearing was held on December 11 , 1990 , at which time all interested
parties were given an opportunity to be heard and present evidence .
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS :
Section 1 : That the grading as proposed is not excessive beyond
that necessary for the permitted use of the lot in that the cut and
fill required for grading will be balanced on site and export of
excess material will not be required.
Section 2 : That the grading and/or construction does not
significantly adversely affect the visual relationships with, nor the
views from, neighboring sites in that the rear yard retaining walls
will be constructed on a portion of the subject property not visible
from surrounding properties .
Section 3 : That the nature of the grading minimizes disturbance
to the natural contours and that finished contours are reasonably
natural in that a uniform slope will be created in the rear yard and
the gradient will be changed from 1-1 / 2 : 1 to 2-1 /2 : 1 .
Section 4 : For the foregoing reasons and based on the information
and findings included in the staff report and records of proceedings ,
the Planning Commission hereby approves the request for approval of
Grading Permit No . 1483 for construction of an 8 foot high retaining
wall with a 2 ' 11" garden wall in the rear yard extreme slope and for
remedial grading in the front yard for placement of fill material
subject to the conditions of approval in Exhibit "A" which are
necessary to protect the public health, safety , and welfare .

Conditions of Approval
Grading Permit No . 1483
27995 Palos Verde Drive East
1 . Top of retaining wall elevation shall not exceed 613 . 1 feet .
CRITICAL . CERTIFICATION REQUIRED.
2 . Maximum height of garden wall to be constructed in front of
retaining wall shall not exceed 2 ' ll" . CRITICAL . CERTIFICATION
REQUIRED.
3 . There shall be a minimum separation of 3 ' 0" between the back of
the garden wall and the face of the retaining wall .
4 . Hours of operation are limited to 7 :00 a.m. to 7 :00 p .m. Monday
through Saturday . No grading or construction activities are
permitted on Sunday .
5 . The applicant shall submit to the City three complete sets of
detailed plans clearly indicating the scope of the proposed
grading and the location and elevations of the approved walls
and adjacent grades . All work performed shall conform to the
approved plans .
6 . Landowner and their representative shall comply with all
recommendations , if any , of the Division of Building Safety .
7 . The landowner shall confer with Staff representatives for the
Trails Committee and Public Works regarding dedicating the Redhead
Trail which has been identified in the Conceptual Trails Plan as
a Category V trail .
8 . Maximum amount of cut in the extreme slope shall not exceed 850
cubic yards of soil .
9 . Maximum amount of remedial grading in the front yard shall not
exceed a total of 2 , 480 cubic yards for removal and recompaction.
10 The existing dirt driveway located in the lower yard area shall
be restored and revegetated within 90 days of this approval .
The Director of Environmental Services shall review for approval
all proposed planting and irrigation for this area. Landscaping
requirements shall conform to previous conditions of approval for
Height Variation No . 660 as issued for this property.
11 . Mitigation measures for control of noise and dust during
construction and grading operations shall be incorporated into
the plan and are subject to review and approval by the Director
of Environmental Services .
