A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES APPROVING VARIANCE NO. 267
AND GRADING NO. 1459 AT 6925 ALTA VISTA.
WHEREAS, Mr. and Mrs. Michael Chon have requested a Variance
and Grading Application for an addition and pool, where the
addition encroaches into an extreme slope at the rear of the
subject property; and
WHEREAS, after notice issued pursuant to the provision of the
Rancho Palos Verdes Development Code, a public hearing was held on
September 11, 1990, at which time all interested parties were
given an opportunity to be heard and present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That there are exceptional or extraordinary
circumstances or conditions applicable to the property involved,
or to the intended use of the property, which do not apply
generally to other property in the same zoning district, since the
lot was originally graded with a 40% slope in the middle which
divides the two level portions of the lot and limits development.
Section 2: That such Variance is necessary for the
preservation and enjoyment of a substantial property right of the
applicant which right is possessed by other property owners under
like conditions in the same zoning district; since other
properties in the area have developed similar lower level
additions in the middle of the lot on the slope.
Section 3: That the granting of the Variance will not be
materially detrimental to the public welfare or injurious to
property and improvements in the area in which the property is
location; since the addition will not impact views and the visual
character of the addition will be similar to the adjacent
residential development.
Section _4: That the granting of such Variance will not be
contrary to the objectives of the General Plan; since the addition
will cause no view impairment or negative visual impact and the
required landscaping and proposed design amenities will meet the
community standards of environmental quality.
Section 5: That the proposed grading and retaining walls are
not contrary to the intent of the Grading Section 17.50.070 of the
City's Development Code in that the total grading quantities are
not excessive beyond that necessary for the primary permitted use
of the lot, and the grading quantities are consistent with other
development in the tract.
Section 6: That the grading and/or construction does not
significantly adversely affect the visual relationship will, nor
the views from neighboring sites, since the addition and pool
would be similar to other development in the area and would not
obstruct neighboring views.
Section 7: That the proposed grading and retaining walls are
not contrary to Section 17.50.070 in that they do minimize
disturbance to the existing contours of the site and the finished
contours will blend more evenly than the existing grade.
Section 8: For the foregoing reasons, and based on
information and findings included in the staff report, minutes and
evidence presented at the public hearing, the Planning Commission
of the City of Rancho Palos Verdes hereby approves Variance No.
267, and Grading No. 1459, subject to the conditions in attached
Exhibit "A", which are necessary to protect the public health,
safety and welfare.

VARIANCE NO. 267, GRADING NO. 1459
6925 ALTA VISTA
i. The landowner shall submit a landscape and irrigation plan
for the graded areas of slope subject to the approval of the
Director of Environmental Services prior to the issuance of
building permits. Landscaping shall be drought tolerant, low
maintenance and erosion controlling. Plants to screen the
terrace foundation wall and the pool deck retaining wall
shall be required.
