A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING A SIGN PROGRAM
FOR THE ENTIRE SITE AT 28041 HAWTHORNE BOULEVARD AND
SIGN PERMIT NO. 523 FOR ONE PERMANENT MONUMENT SIGN
AND ONE PERMANENT WALL MOUNTED SIGN
WHEREAS, Paul Lupo has requested a Sign Permit for two
additional permanent signs (monument and wall mounted) at
28041 Hawthorne Boulevard; and
WHEREAS, the Environmental Services Department has
prepared a sign program for the project site; and
WHEREAS, after notice pursuant to the Development Code,
a public hearing was held by the Planning Commission on
Tuesday, July 24, 1990, at which time all interested parties
were given the opportunity to give testimony and present
evidence.
NOW, THEREFORE THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE
AS FOLLOWS:
Section 1: That the granting of Sign Permit No. 523
will not be contrary to the objectives of the General Plan in
that the proposed use complies with the General Plan and the
Development Code standards.
Section 2: That the granting of the sign program will
serve to identify the general nature of the center and to
direct attention to a place, organization, or enterprise that
does not subject the citizens of the City to excessive
competition for their visual attention.
Section 3: That the granting of Sign Permit No. 523 and
the sign program is necessary for the applicant's enjoyment
of substantial trade and property rights and will not
constitute a detriment to public health, safety, and welfare.

Section 4: For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes does hereby
approve Sign Permit No. 523 subject to the conditions of the
sign program contained in Exhibit "A" , attached hereto and
made a part hereof.

EXHIBIT "A"
SIGN PROGRAM
On July 10, 1990, the Planning Commission approved your
application for Sign Permit No. 523 to allow for a permanent
monument sign and a permanent wall mounted
identification sign at 28041 Hawthorne Boulevard. The
approval is subject to the following conditions.
1. The monument sign shall not exceed 6' in height,
illuminated signage shall not exceed 50 square feet per
side ( 5' x 10' ) , and a maximum of three (3) tenants may
be identified per side. (Note: Only those tenants
located on the first level or those tenants on the second
level that have no wall mounted identification signs,
shall be permitted to use the monument sign. )
2. The base of the monument sign shall be 1' x 10' with no
lettering, and shall be set at least five ( 5) feet within
the property lines. No portion of the sign shall encroach
over the sidewalk.
3. The existing "C.F. Scissor & Co. " wall mounted sign must
be removed upon construction of the permitted monument
sign.
4. The wall mounted "Video Vision" identification sign shall
consist of illuminated channel letters with a maximum
letter height of 18" and a total sign area not to exceed
29 square feet. The sign shall be located under the
building' s second story eave, and parallel to the
storefront.
5. Any alteration of the permitted signs shall first be
approved by the Director of Environmental Services.
6. Prior to permit issuance, all existing window signs that
exceed the Development Code standards (greater than five
percent of the total window area) must be removed.
7 . All sign colors shall be compatible and consistent with
the center' s color, (green) , except for the 7-Eleven sign
(red, orange, and green) .

8. The signs shall be illuminated during business hours
only. Illumination will be considered excessive if it
blocks the perception of objects or buildings in the
vicinity. Approval for the signs will not be final until
30 days after installation, pending inspection of
illumination.
9. Additional signage shall be limited to minor, pedestrian
oriented window signs not exceeding in total area of all
such signs, five percent of the total window area of the
face of the building upon which such signs are mounted.
