A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF RANCHO PALOS VERDES DENYING
THE APPEAL OF HEIGHT VARIATION NO. 652 THEREBY
DENYING THE PROJECT AT 4048 ADMIRABLE.
WHEREAS, on April 11, 1990, the Director of Environmental
Services denied Height Variation No. 652 for a two story addition
to a maximum height of 26'-0" at 4048 Admirable; and
WHEREAS, on April 26, 1990, the applicants Mr, and Mrs.
Dick Hampikian filed an appeal of the Director's decision to the
Planning Commission within 15 days of the decision of the Director
of Environmental Services; and
WHEREAS, after notice pursuant to the City's Development
Code, the Planning Commission held a public hearing on June 12,
1990, at which time all interested parties were given an
opportunity to be heard and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That pursuant to Section 17.02.040 of the
Development Code guidelines, the applicants have demonstrated that
they have complied with provisions set for early neighborhood
consultation, in that they discussed the proposed project with the
residents of each of the immediately adjacent lots for which it
has been contended that a significant view impairment will result
from the height variation and written notice of the application
was mailed to the 75 residences within a 500 foot radius of the
site on January 26, 1990, with eight of the notices being
returned. The Homeowners Association for this portion of the City
was also notified of the project.
Section 2: That the applicant constructed a temporary space
frame of the outline of the proposed addition on December 27,
1990, the height and location of which were verified by Staff on
February 21, 1990.
Section 3: That the structure does not significantly impair a
view or vista from public property (parks, major thoroughfare,
bikeway, walkway, equestrian trial etc.) which has been identified
in the City's General Plan, Coastal Specific Plan or City -approved
viewing area.
Section 4: That the proposed structure is not located on a
ridge or promontory.

Section 5: That the proposed structure is not designed and
situated in such a manner as to minimize view obstruction as there
is level area outside of the setbacks for a single story addition
to the residence and the proposed addition, at 26'-0" with a 4 to
1 roof slope, significantly impairs views.
Section 6: That the portion of the proposed addition over 16
feet high does significantly impair the view from the viewing
areas of 6 properties in the area which were identified as having
a view over the subject residence from their bedrooms, living
rooms and dining rooms, as set forth in the City's Development
Code.
Section 7: That based upon photographic analysis of the
vicinity, the proposed structure is not compatible with the
character of the immediate neighborhood. The majority of the
residences within the vicinity from the subject property are
1850 square foot contemporary ranch style homes, often with flat
or very low pitched roofs. If approved, the applicant' s project
would result in a 4,492 square foot french chateau with a steeply
pitched roof. As a function of size this residence would be more
than twice the size of the surrounding residences. This project,
based on architectural style, size and materials, is very
inconsistent with the surrounding neighborhood.
Section 8: That there would be a significant cumulative
impact caused by granting the application since in this particular
case if subsequent second story additions in the area were
permitted to a similar size and height along the west side of
Admirable a significant cumulative impact would be incurred. The
proposed project has not been designed and situated in such a
manner as to minimize impairment of views from properties along
Exultant Drive.
Section 9: That based upon an analysis set forth in the
accompanying staff reports, the proposed structure, when
considered exclusive of existing foliage, does significantly
impair views from viewing areas of other parcels in the vicinity.
Section 10: For the foregoing reasons and based further upon
the findings and analysis set forth in the accompanying staff
report, the Planning Commission of the City of Rancho Palos Verdes
hereby overturns the appeal of Height Variation No. 652, thereby
sustaining the Director of Environmental Services' decision to
deny the second story addition to the residence.
