A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING ENVIRONMENTAL
ASSESSMENT NO. 605, GRADING PERMIT NO. 1433, AND
COASTAL PERMIT NO. 91 THEREBY ADOPTING THE FINAL
NEGATIVE DECLARATION AND APPROVING THE GRADING
AND COASTAL PERMIT AND RECOMMENDING APPROVAL TO
THE COASTAL COMMISSION AND STATE LANDS COMMISSION
FOR THE GABION EXTENSION IN THE PORTUGUESE BEND
LANDSLIDE.
WHEREAS, the City of Rancho Palos Verdes Redevelopment
Agency has requested approval of Environmental Assessment No.
605, Grading Permit No. 1433, and Coastal Permit No. 91 to allow
an extension of the gabions in the Portuguese Bend Landslide.
WHEREAS, after notice pursuant to the Development Code, the
Planning Commission held a public hearing on May 22, 1990, at
which time all interested parties were given the opportunity to
give testimony and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: That there will be no significant environmental
impacts resulting from this project due to the implementation of
the mitigation measures contained in the negative declaration for
Environmental Assessment No. 605 which have been incorporated into
conditions of approval in Exhibit "A", attached hereto and made a
part hereof.
Section 2: That the granting of the Coastal Permit will be
in conformance with the Coastal Specific Plan since the gabions
will help to stabilize the landslide, which will help to provide
safe access through the coastal zone via Palos Verdes Drive South.
Additionally, the gabions will enhance the restoration of marine
resources and ocean water quality by reducing sedimentation.
Section 3: That the proposed development, when located
between the sea and the first public road, is in conformance with
applicable public access and recreation policies of the Coastal
Act, since the gabions will not limit public access to the coast
and could potentially enhance public use of the area if overall
landslide stabilization is successful. Additionally, the gabions
will help prevent the deterioration and destruction of the Coastal
Zone and seabluff.
Section 4: The grading is not excessive beyond that
necessary for the permitted primary use of the lot since the
amount of fill is necessary to minimize erosion at the toe of the
landslide and the project area encompasses a very large site.

Section 5: The nature of the grading minimizes disturbance
to the natural contours; finished contours are reasonably natural
since the gabions are only 9 feet high and wide they will be
placed at the toe of a very steep seabluff which is almost 100
feet high.
Section 6: The grading and/or construction does not
significantly adversely affect the visual relationships with, nor
the view from, neighboring sites since the gabi.ons will be filled
with landscape cobble which will visually blend with the bluff and
no views are affected since they are at the base of the bluff.
Section 7_: For the foregoing reasons, and based on
information and findings included in the staff report, minutes and
evidence presented at the public hearing, the Planning Commission
hereby adopts the Final Negative Declaration for Environmental
Assessment No. 605 and approves Grading Permit No. 1433 and
Coastal Permit No. 91 and recommends final approval of the
applications to the Coastal Commission and state lands commission
subject to the conditions contained in Exhibit "A", attached
hereto and made a part hereof, which are necessary to preserve the
public health, safety, and general welfare in the area.

EXHIBIT "A"
Environmental Assessment No. 605, Grading Permit No. 1433,
and Coastal Permit No. 91
1. No equipment, or construction material shall be stored or
placed in the area seaward of the "Artificial" mean high tide
line.
2. All equipment and materials used in the project shall be
removed from the shoreline after the project is completed.
3. Quarterly monitoring and reporting, by the Redevelopment
Agency Staff, of the effectiveness and condition of the
gabions shall be required for one year upon completion of this
project.
4. Only rocks of terrestrial origination shall be used in the
gabions.
5. No equipment is to enter the area seaward of the "Artificial"
mean high tide line.
6. All grading and construction activities shall exercise
effective dust control techniques, either through screening
and/or watering, as necessary. Airborne dust shall not leave
the property in visible quantities.
7. Construction, grading, and operation of heavy equipment shall
only occur between the hours of seven a.m. and seven p.m.
Monday through Saturday. No such activity shall be permitted
on Sunday, unless a special construction permit is obtained
from the Director of Environmental Services. Said permit must
be required at least ninety-six hours before such work is to
begin. Emergency work shall be exempted from the restriction.
However, the Director of Environmental Services shall be
notified in this event.
