PC RES 1990-022P.C. RESOLUTION NO. 90-22 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING A DECK AND DENYING STAIRS TO BE CONSTRUCTED WITHIN AN EXTREME SLOPE THROUGH EXTREME SLOPE PERMIT NO. 20 AT 4228 PALOS VERDES DRIVE EAST. WHEREAS, Mr. and Mrs. Leonard Wood have requested an Extreme Slope Permit to allow a six foot deck and stairs to be constructed within an extreme slope at 4228 Palos Verdes Drive East; and WHEREAS, after notice pursuant to the City's Development Code, a public hearing was held on May 8, 1990, at which time all interested parties were given an opportunity to be heard and present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: That the site cannot reasonably accommodate the deck structure an another location not involving an extreme slope as the lot contains minimal level yard area outside of the building foot print. Section 2: That permitting the deck would not have an adverse effect on the visual impact from neighboring properties and from a major thoroughfare as the design would appear to be an integral part of the dwelling and would not be seen from the adjacent residences or from any major thoroughfare. Section 3: That there will be insignificant disturbance to the slope as the deck is supported on caissons, the project requires minimal excavation on the slope and the existing grade will be left intact. The stairs which would require more extensive construction within the slope and would present a negative visual impact to neighboring properties, are•not a part of this approval. Section 4: That granting of such an approval would not be contrary to the General Plan in that the structure has been designed to insure that the scenic resources and sensitive biologic resources are maintained. C] Section 5: For the foregoing reason, the Commission of the City of Rancho Palos Verdes Extreme Slope Permit No. 20 for the deck only, satisfaction of the conditions of Exhibit "A" ADOPTED on this 8th day of May, 1990. -x� o ert Benar , Director cif Environmental Services Planning hereby approves pursuant to APPROVED, and P.C. Resolution No. 90-22 Page 2 EXHIBIT "A" Extreme Slope No. 20 4228 Palos Verdes Drive East 1. A City Landscape Covenant to maintain property to protect views shall be submitted prior to issuance of building permits. 2. A landscape, and irrigation plan shall be submitted to the Director of Environmental Services and approved prior to building permit issuance. 3. That portion of the deck to extend over the slope shall be screened from view by vegetation. The area under the deck and in the area of the footings shall be completely re -vegetated within 180 days of final inspection. 4. Prior to issuance of permits the plans shall be re -drawn to re -design the stairs to eliminate this portion of the structure from the extreme slopes. 5. The proposed deck handrail height shall not exceed the 12'-0" above grade, maximum allowed. 6. No stock piling or grading in the area of the extreme slope. Any earth movement disturbance to the slope during the construction phase of this structure shall be repaired. P.C. Resolution No. 90-22 Page 3
