A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING VARIANCE
NO . 256 TO ALLOW A 277 SQUARE FOOT STUDY ROOM
AND BATHROOM ADDITION WITHIN THE FRONT YARD
SETBACK LOCATED AT 6215 PICARDIE.
WHEREAS , Mr. and Mrs . C . P. Huang have requested a Variance
for a 277 square foot study room and bathroom addition to encroach
12 ' -9" feet into the front yard setback; and
WHEREAS , after notice issued pursuant to the provisions of
the Rancho Palos Verdes Development Code , a public hearing was
held on April 24 , 1990 , at which time all interested parties were
given an opportunity to be heard and present evidence ;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS
FOLLOWS :
Section 1 : That there are exceptional or extraordinary
circumstances or conditions applicable to the property which do
not apply generally to other properties in the same zoning
district , in that the proposed building site is the most suitable
level area, since the lot has very little level yard area, and the
lot is mostly comprised of extreme slope in the side and rear
yards .
Section 2 : That the Variance is necessary for the
preservation and enjoyment of a substantial property right of the
landowner, since the existing garage is a legal non-conforming
structure and already encroaches a minimum of 15 ' -0" into the
front yard setback, and most of neighboring properties along that
street have reduced setbacks .
Section 3 : That granting of the Variance will not be
materially detrimental to the public health, safety, and welfare ,
since the proposed structure will be a minimum of 20 feet from the
edge of the improved roadway.
Section 4 : The proposed development is in conformance with
the General Plan as residential densities are preserved , adequate
off street parking is provided and view will not be impaired.
Section 5 : For the foregoing reasons , the Planning
Commission of the City of Rancho Palos Verdes hereby approves
Variance No . 256 to allow a 277 square foot study room and
bathroom addition, subject to the conditions of approval in
Exhibit "A" .

EXHIBIT "A"
Variance No . 256 ; 6215 Picardie Road
1 . A City Landscape Covenant to maintain property to protect
views shall be submitted to be recorded prior to issuance of
Building Permits .
2 . This approval shall be void after 180 days unless an
application for a building permit is submitted and kept active
through the Department of Building and Safety.
