RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES APPROVING CONDITIONAL USE PERMIT
NO. 9 - REVISION "C" FOR THE EXPANSION OF THE STUDENT
LOUNGE AND CAFETERIA, AND CONSTRUCTION OF A NEW
STUDENT SERVICES BUILDING, FOR MARYMOUNT COLLEGE AT
30800 PALOS VERDES DRIVE EAST, AND APPROVING A
NEGATIVE DECLARATION FOR ENVIRONMENTAL ASSESSMENT
NO. 593.
WHEREAS, Marymount Palos Verdes College has requested
approval of a Conditional Use Permit for expansion of the student
lounge and cafeteria and construction of a new student services
building at 30800 Palos Verdes Drive East; and
WHEREAS, after notice issued pursuant to the provisions of
the Rancho Palos Verdes Development Code, the Planning Commission
held public hearings on January 23 and February 27, 1990, at which
time all interested parties were given the opportunity to be heard
and present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the Planning Commission has reviewed the
Initial Study prior to making a decision on this project and has
determined that the project will not have a significant effect on
the environment if the recommended mitigation measures are
incorporated into the project.
Section 2: That the site for the intended use is adequate in
size and shape to accommodate said use, since all construction
would be located away from steep topography and will maintain
Development Code standards for setbacks and height, subject to
the conditions of approval included in Exhibit "A" attached
hereto.
Section 3: That the site for the proposed use relates to
streets and highways properly designed to carry the type and
quantity of traffic generated by the subject use, since access to
the College is via Palos Verdes Drive East, and the proposed
project is not expected to result in additional traffic
generation.
Section 4: That in approving the subject use, there will be
no significant adverse effect on adjacent properties, when subject
to conditions of approval included in Exhibit "A" attached hereto,
specifically requiring additional parking on the site, enrollment
limits, and lighting restrictions.

Section 5: That the proposed use is not contrary to the
General Plan, since the site is designated for Educational use,
subject to the conditions included in Exhibit "A" attached hereto.
Section 6: For the foregoing reasons and based on
information and findings included in the Staff Report, the
Planning Commission of the City of Rancho Palos Verdes does hereby
approve a final Negative Declaration for Environmental Assessment
No. 593, and approves Conditional Use Permit No. 9 - Rev. "C"
subject to the conditions contained in Exhibit "A" , attached
hereto and made a part hereof, said conditions being necessary to
preserve the public health, safety, and general welfare.

EXHIBIT "A"
CONDITIONS OF APPROVAL
CONDITIONAL USE PERMIT NO. 9 - REVISION "C"
ENVIRONMENTAL ASSESSMENT NO. 593
1. The applicant shall provide a plan, to be approved by the
Planning Commission, to provide a minimum of 53 additional
off-street parking spaces prior to approval of any building
permits for proposed construction which removes any existing
off-street parking. The plan should also present a mechanism
for assuring parking control and limiting on -street parking.
2. The grading permit shall be revised or a new permit submitted
for construction of any new parking area. A landscape pian
for proposed parking areas shall be submitted to and approved
by the Director of
Environmental Services prior to issuance of any grading or
building permits.
3. Prior to the issuance of any grading or building permits, a
geologic report shall be submitted to, and reviewed and
approved by the City's geotechnical consultant.
4. Prior to the issuance of any grading or building permits,
drainage plans shall be submitted to and approved by the City
Engineer.
5. Enrollment of students at Marymount College shall be limited
to an average of 750 full-time students for the Fall and
Spring semesters and a maximum of 20 part-time students each
semester with a margin for difference of 3%. The College
shall provide to the City, not later than two weeks after
the beginning of the spring semester, certification that the
enrollment level for the academic year (the two semesters)
meets this condition. The limitation may be revised upon
approval by the Planing Commission, or City Council by a
revision to the Conditional Use Permit, subject to review of
parking, traffic, and other impacts as may be considered
pertinent.
b. A lighting plan shall be submitted and approved by the
Director of Environmental Services prior to issuance of any
grading or building permits. All lighting for the campus,
including new and existing construction and parking areas,
shall be shielded using a standard and lights approved by the
Director. Any light standards in excess of 10 feet in height
shall require approval by the Planning Commission.

7. A landscape plan for the area previously graded for
volleyball courts shall be submitted to and approved by the
Director of Environmental Services prior to issuance of any
grading or building permits. The plan should include grasses
and shrubs which would not infringe on views of neighboring
residents.
8. Any proposed use of amplified sound for outdoor activities on
the campus shall require a Special Use Permit from the City
of Rancho Palos Verdes. Such activities and other outdoor
events should attempt to be located as far away from
residential areas as possible.
9. Any commercial use of the campus, including subleasing, shall
require an amendment to this Conditional Use Permit.
10. An emergency contact telephone number shall be provided for
after hours use to all adjoining homeowner associations and
to the City prior to issuance of any grading or building
permits.
11. All other conditions of the original Conditional Use Permit
No. 9 and subsequent approvals remain in effect.
12. Adequate trash receptacles shall be place along Palos Verdes
Drive East and a landscaping and maintenance plan shall be
developed and submitted to the Director of Environmental
Services and Director of Public Works for review and
approval.
