P.C. RESOLUTION NO. 90-06
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING EXTREME
SLOPE NO. 17 FOR A DECK AT 28864 CRESTRIDGE.
WHEREAS, Al and Rita Kuolas have requested an Extreme Slope
Permit to allow a new deck to extend a maximum of 6 feet over an
extreme slope at 28864 Crestridge.
WHEREAS, after notice pursuant to the City's Development
Code, a public hearing was held on February 13, 1990 at which time
all interested parties were given an opportunity to be heard and
present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the site cannot reasonably accommodate the
structure in another location not involving an extreme slope due
to limited level yard space available on the property.
Section 2: That the permit will result in no significant
adverse effect on the neighboring properties since the project as
conditioned is specifically designed to mitigate any visual
impacts and avoid impairment of views.
Section 3: That there will be insignificant disturbance to
the slope as the deck will be cantilevered over the slope and the
natural grade will be left intact.
Section 4: That the granting of such an approval will not be
contrary to the objectives of the General Plan in that it is
encouraging reasonable development of the property without
impairing the views of neighboring properties, creating any safety
hazards, or creating any negative visual impacts.
Section 5: For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes hereby approves
Extreme Slope Permit No. 17, subject to the attached conditions
marked in Exhibit "A" , which are necessary to protect the public
health, safety, and general welfare of the a,ea.

EXHIBIT "A"
EXTREME SLOPE PERMIT NO. 17
28864 CRESTRIDGE
1. The applicant shall submit a landscape plan to screen the
view of the deck from surrounding properties. Landscaping
shall consist of drought tolerant, low maintenance and
erosion controlling plant materials. Plant materials shall
also blend with the native vegetation in the area. The
landscaping and irrigation plan shall be submitted prior to
building permit issuance and installed prior to building
final .
2 . A City landscape covenant to protect views shall be submitted
prior to Building and Safety permit issuance. Any existing
vegetation which currently impacts views shall be pruned or
removed as determined by the Director of Environmental
Services prior to building permit issuance.
3. Any disturbance to the surrounding slopes shall be restored
and recompacted to pre-construction conditions. If existing
landscaping on the slopes is removed or destroyed it shall be
replaced in accordance with Condition #1.
4. The deck shall be maintained a dark not light or bright color
to blend in with the surroundings. The Director of
Environmental Services shall approve the finished color of
the deck and railings.
