A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING COASTAL
PERMIT NO. 81 AND GEOLOGICAL INVESTIGATION
PERMIT NO. 55 FOR TWO BORING HOLES AT THE TOE
OF THE ABALONE COVE LANDSLIDE IN ABALONE COVE
SHORELINE PARK.
WHEREAS, on November 16 and December 15, 1989, the
Executive Director of the Rancho Palos Verdes Redevelopment
Agency submitted applications for a Coastal Permit and a
Geological Investigation Permit requesting to bore two holes
at the toe of the Abalone Cove Landslide to gather soil and
geologic information from the toe of the landslide; and
WHEREAS, on January 23, 1990, the Planning Commission
held a public hearing to consider this request at which time
all interested parties were invited to,attend and give
testimony.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE
AS FOLLOWS:
Section 1: That the borings are not excessive beyond
that necessary for the intended investigation as no bored
out soil materials will be deposited at the boring locations
and these locations will be returned to their natural state
when the work is complete.
Section 2: That the borings do not adversely affect any
visual relationship as the boring locations are significantly
removed from the public right-of-way and any residential
development.
Section 3: That the borings do not disturb the natural
contours since no access grading will take place and, other
that the bore holes, no disruption to the topography will
occur.
Section 4: That the borings are in conformance with the
Coastal Specific Plan in that the investigation will provide
valuable information as to the nature of the soils and
geology at the toe of the Abalone Cove Landslide which can be
used in evaluating the need for and nature of any permanent
structures needed to stabilize the Abalone Cove Landslide.
Section 5: That the borings are in conformance with the
public access and recreational policies of the Coastal Act in
that the boring locations are situated so that no disruption
will occur to the various existing access routes and
recreational opportunities within Abalone Cove Shoreline
Park.

Section 6: That the environmental impacts associated
with this proposal have been evaluated in Environmental
Assessment No. 594 and a Negative Declaration has been
prepared in as much as it has been determined that the
proposal will not, as conditioned, cause significant adverse
impacts to the environment.
Section 7: For the foregoing reasons, the Planning
Commission hereby approves Geological Investigation No. 55,
Coastal Permit No. 81, and certifies the Negative Declaration
for Environmental Assessment No. 594, subject to the
conditions included in attached Exhibit "A" , said conditions
being necessary for the protection of the public health,
safety and general welfare.
PASSED, APPROVED and ADOPTED on this 23rd day of January,

EXHIBIT "A"
Conditions of Approval
Coastal Permit No. 81
Geologic Investigation Permit No. 55
Environmental Assessment No. 594
1. An archaeologist/paleontologist shall evaluate the
project area prior to commencement of work. If cultural
resources are found in the project area, the drilling sits
shall be relocated to a site approved by the Director of
Environmental Services.
2 . Ingress and egress routes shall be restricted to the
existing roadways . No new access grading shall be permitted.
3 . All materials extracted from the borings shall be
collected and removed from the site or used to restore the
site.
4. The site shall be completely restored to it' s condition
prior to the boring operation.
5. The boring activities shall take no longer than one
month from the initiation of work.
6. If the boring activities take longer than one month from
initiation of work, the Director of Environmental Services
shall be informed and may allow an extension of the boring
schedule for one additional month. Such extension shall be
reported to the Planning Commission. Further extensions
shall be at the discretion of the Planning Commission.
