PC RES 1989-049P.C. RESOLUTION NO. 89-49 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES APPROVING CONDITIONAL USE PERMIT NO. 23 REVISION "GG" AND EXTREME SLOPE PERMIT NO. 14 AT 3239 PALOS VERDES DRIVE SOUTH. WHEREAS, Mr. and Mrs. Chris Traughber have requested an Extreme Slope Permit to allow a three foot six inch deck to cantilever over an extreme slope and identified flood hazard area at 3239 Palos Verdes Drive South; and WHEREAS, after notice pursuant to the City's Development Code, a public hearing was held on August 22, 1989, at which time all interested parties were given an opportunity to be heard and present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: That the site cannot reasonably accommodate the structure in another location not involving an extreme slope as the design utilizes the entire buildable area. Section 2: That permitting the deck would not have an adverse effect on the visual impact from neighboring properties and from a major thoroughfare as the design detail minimizes the structural mass. Section 3: That there will be insignificant disturbance to the slope as the deck is above grade. Section 4: That granting of such an approval would not be contrary to the General Plan in that it is a policy of the City to require new development to be set back to insure that the scenic resources and sensitive biologic resources be maintained and that the structure is above the flood hazard area. Section 5: For the foregoing reason, the Planning Commission of the City of Rancho Palos Verdes hereby approves Extreme Slope Permit No. 14, pursuant to satisfaction of the conditions of Exhibit "A" APPROVED, and ADOPTED on this 12th day of September, 1989. A City Landscape Covenant to maintain property to protect views shall be submitted prior to issuance of building permits. 2. A Second Unit Covenant, running with the land, shall be submitted prior to issuance of building permits. 3. A flood Hazard Covenant and Agreement shall be submitted prior to issuance of building permits. 4. A landscape, fencing, lighting and irrigation plan consistent with the Seacliff Hills guidelines shall be submitted to the Director of Environmental Services and approved prior to final building permit issuance.
