PC RES 1989-017 P.C . RESOLUTION NO. 89 - 17
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING VARIANCE
NO. 229 FOR A DETACHED GARAGE/WORKSHOP AND
BASEMENT ADDITION AT 3604 GREVE DRIVE.
WHEREAS , Edward A. Huseman has requested a Variance to allow
an addition which encroaches 13 feet into the required 20 foot
front setback at 3604 Greve Drive .
WHEREAS , after notice pursuant to the City ' s Development
Code, a public hearing was held on March 28 , 1989, at which time
all interested parties were given an opportunity to be heard and
present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS :
Section 1 : That there are exceptional or extraordinary
circumstances or conditions applicable to the property since the
lot is a flag lot and the existing layout of the residence does
not conform to the Development Code property line designations .
Section 2 : That a Variance is necessary to preserve or allow
the enjoyment of a substantial property right of the applicant
which is possessed by other property owners under similar
conditions in the same zoning district , since due to the location
of the existing house on the site , there is no reasonable
alternative location for the addition which would not encroach
into the setbacks.
Section 3 : That the granting of the Variance will not be
materially detrimental to the public welfare or injurious to
property and improvements in the area in which the property is
located, since the structure will cause no view blockage and will
not encroach into the privacy of adjacent neighbors .
Section 4 : That the granting of the Variance will not be
contrary to the objectives of the General Plan, since the addition
as located will enhance the physical and visual character of the
property and neighborhood.
Section 5 : That , as a condition of approval , the owner shall
record a covenant and agreement prior to the issuance of building
permits requiring that all vegetation on the property be
maintained in order to protect views .

Section 6 : That, as a condition of approval , the
garage/workshop shall not be used as a habitable structure .
APPROVED and ADOPTED this 28th day of March, 1989.
