P.C. RESOLUTION NO. 89 - 14
RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING VARIANCE
NO. 225 AND GRADING NO. 1210 FOR A RETAINING
WALL STEPPING FROM 1 FOOT TO 5 FEET WITHIN THE
FRONT YARD SETBACK, A 6 FOOT RETAINING WALL
BEYOND THE FRONT YARD SETBACK MEASURING 24 LINEAL
FEET, AND A 42 INCH RETAINING WALL MEASURING 65
LINEAL FEET ALONG THE WESTERN SIDE OF THE PROPERTY
AT 1920 DELASONDE.
WHEREAS , Mr. Phillip Gravett has requested a Variance to
allow a retaining wall exceeding 42" within the front yard
setback, and a Grading application for a 6 foot wall beyond the
front yard setback measuring 24 lineal feet , and a 42 inch
retaining wall measuring 65 lineal feet , along the western side of
the property;
WHEREAS , after notice pursuant to the provisions of the
Rancho Palos Verdes Development Code , a public hearing was held on
March 14, 1989 at which time all interested parties were given an
opportunity to be heard and present evidence .
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS :
Section 1 : That there are exceptional or extraordinary
circumstances or conditions applicable to the property involved,
or to the intended use of the property which apply generally to
other property in the same zoning district , since the property is
irregular in shape compared to the other properties in the
vicinity ;
Section 2 : That the approval of the Variance will not confer
a special privilege on the applicant in relation to similarly
situated property owners in the same zoning district , in that
similar property in the same zoning district would be allowed to
construct similar structures.
Section 3 : That the granting of the Variance will not be
materially detrimental to the public welfare or injurious to
surrounding properties since the slope will be maintained and
still provide adequate yard area for the property owner.
Section 4: That this project is categorically exempt (Class
III ) from the requirements of the California Environmental Quality
Act ;
Section 5 : For the foregoing reasons , the Planning
Commission of the City of Rancho Palos Verdes hereby approves
Variance No. 225 and approves Grading No. 1210 subject to the
conditions of approval in Exhibit "A" , such conditions being
necessary to preserve and protect the public health, safety, and
welfare.
PASSED, APPROVED, and ADOPTED this 14th day of March, 1989 .

EXHIBIT "A"
VARIANCE NO. 225 AND GRADING NO. 1210
CONDITIONS OF APPROVAL
1 . The parkway shall be maintained and landscaped.
2 . All applicable building permits shall be obtained.
3 . A landscape covenant shall be notarized and submitted to the
Director of Environmental Services .
4. Final plans in conformance with these conditions shall be
prepared for the review and approval of the Director of
Environmental Services within 30 days . Construciton of the
wall shall be completed 90 days after final plans are
approved by the Director of Environmental Services .
