A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES APPROVING
COASTAL PERMIT NO. 64 AND GRADING APPLICATION
NO. 1200 FOR CONSTRUCTION OF A NEW SINGLE
FAMILY RESIDENCE AT 26 SEACOVE DRIVE.
WHEREAS , Ron and Nancy Detjen have submitted an application
for a coastal permit and grading application for a new single
family residence at 26 Seacove Drive in the Coastal Zone District
of Rancho Palos Verdes ; and
WHEREAS , on December 13 , 1988 , the Planning Commission
held a public hearing ,for this matter at which time all interested
parties were given an opportunity to be heard and present
evidence .
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS :
Section 1 : That the grading is not excessive beyond that
necessary for the permitted primary use of the lot because the
proposed grading is limited to excavation for the primary
structure , access to the primary structure , and removal and
recompaction of soil in accordance with the geologic consultant ' s
recommendations.
Section 2 : That the grading and/or construction does not
significantly adversely affect the visual relationships with, nor
views from, neighboring sites because the proposed excavation will
depress the ground floor level of the structure 6-8 feet below the
elevation of Seacove Drive and thereby attempt to minimize
disruption of visual relationships from properties north of the
project site . In addition, the proposed construction would be
approximately in line with the adjacent construction of a new
single family residence at 24 Seacove Drive and will also be at
approximately the same finished grade elevation in the rear yard
area. Finally, the proposed construction will be significantly
further from the edge of the bluff than the existing adjacent
residence to the west of the project site , since this residence
was constructed prior to placement of the Coastal Structure
Setback.
Section 3 : That the nature of the grading minimizes
disturbance to the natural contours leaving finished contours
reasonably natural because the proposed finished grade would cut
below existing grade through the proposed residence , in a manner
that is consistent with the gradual natural downsloping nature of
the property, until reaching the rear yard patio area, where
finished grade would again match existing grade .
Section 4 : That the proposed development is in conformance
with the Coastal Specific Plan (CSP) because the proposed
development is consistent with land use designation for the
property established by the CSP (Subregion 4/Residential Single
Family 1-2 Dwelling Units Per Acre ) . In addition, since the CSP
identifies the general area including and surrounding the project
site as a potential site for cultural resources , conditions of
approval will require that any grading should occur under the
supervision of an archaeologist (Ref : p . S4-5 CSP) .
Section 5 : That the proposed development , when located
between the sea and the first public road, is in conformance with
the applicable public access and recreation policies of the
Coastal Act because the CSP has evaluated the suitability and
desirability of new public coastal access through lots along
Seacove Drive and determined that City policy shall be that new
trails in this area are inappropriate due to the sensitive
ecological/geological nature of the bluff and because the
opportunity for public coastal access exists at nearby Abalone
Cove Beach (Ref : p . S4-13 CSP) .
Section 6 : That the project is determined to be Categorically
Exempt (Class 3 ) from the requirements of the California
Environmental Quality Act .
Section 7 : For the foregoing reasons, the Planning Commission
of the City of Rancho Palos Verdes hereby approves Coastal Permit
No . 64 and Grading Application No . 1200 subject to the conditions
in Exhibit 'A' of this resolution, such conditions being necessary
for the preservation and protection of the public health, safety
and welfare .

EXHIBIT "A"
Conditions of Approval for Coastal Permit No . 64 & Grading
Application No . 1200 :
1 ) Revised plans in conformance with all conditions of approval
shall be prepared for the review and approval of the Director
of Environmental Services. Required revisions are as follows :
a) Re-design the combination wall adjacent to the driveway in
the front yard setback so that its height conforms to the
Development Code.
2) All grading shall be supervised by a professional
archaeologist . Grading shall cease if archaeological or
paleontological resources are discovered and shall not resume
until the resources are removed or protected and the find is
reported to the Director of Environmental Services .
3 ) No grading, construction, or placement of any structure (other
than a wall or fence to the top of the bluff and landscaping)
shall be allowed between the Coastal Setback Zone boundary and
the rear property line. An open space easement shall be
recorded in favor of the City of Rancho Palos Verdes, prior to
City approval for occupancy of the residence , to ensure that
the area between the Coastal Setback Zone boundary and the rear
property line remain undisturbed open space.
4) A landscape plan for the open space easement area must be
prepared for the review and approval of the Director of
Environmental Services. All landscaping within this area must
be consistent with the approved landscape plan. A covenant
should be recorded limiting vegetation height for the purpose
of protecting views .
5) The solid portions of any wall or hedge, located between the Coastal Setback
Zone and the bluff-top on the eastern side of the property, shall not
extend more than three feet above the elevation of the eastern property
line at any point.
6) The applicant shall indicate acceptance of all conditions of approval
in writing within thirty (30)days of adoption of this resolution otherwise
this approval is void.
