A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES RECOMMENDING
CERTIFICATION OF EIR NO. 28 AND APPROVAL OF
TENTATIVE TRACT MAP NO. 45667.
WHEREAS, Tentative Tract Map No. 45667 has been filed for the
creation of sixty-four (64) single family residential lots and
seven (7) open space parcels on a 63.85 acre parcel, pursuant to
the Residential Planned Development provisions of the City's
Development Code; and
WHEREAS, the Planning Commission has held public hearings on
these applications on ,Tune 14, July 26, August 9, August 23,
September 13 and September 27, 1988 at which time all interested
parties were given an opportunity to be heard and present
evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the approval of the map, as conditioned,
is consistent with the City's Development Code for projects within
the RS -1 and RS -2 zoning districts under a Residential Planned
Development.
Section 2: That the deletion of proposed lots 23, 30, 31,
32, 33 and 34 is required for adhering to the goals, objectives
and policies of the Rancho Palos Verdes General Plan and the Urban
and Natural Overlay Control Districts that have been established
to protect existing drainage courses, natural vegetation, and
extreme slopes areas that serve as character of the City.
Section 3: That the proposed use of the property is for
single-family residential and common open space and related
improvements, which is compatible with the objectives, policies,
general land use, and programs specified in the General Plan.
Section 4: That the subject property is physically suitable
to accommodate Tentative Tract Map No. 45667, as conditioned, in
terms of design and density, and will not result in substantial
environmental damage, based on compliance with the City's
Development Code and General Plan, and consideration of
information contained in the project's Final Environmental Impact
Report No. 28 and statement of overriding considerations.
Section 5: That the creation of the single-family
residential dwellings, as conditioned, and associated improvements
will not be materially detrimental to property values, jeopardize,
endanger, or otherwise constitute a menace to the surrounding
area, since physical improvements, dedications, and maintenance
agreements are required,
Section 6: That the division and development of the property
will not unreasonably interfere with the free and complete
exercise of the public entity and/or public utility rights-of-way
and/or easements within the tract.
Section 7: The discharge of sewage from this land division
into the public sewer system will not violate the requirements of
the California Regional Water Quality Control Board pursuant to
Division 7 (commencing with Section 13000 of the Water Code).
Section 8: Dedications required by local ordinance are to be
shown on the Final Map and/or set forth in the conditions attached
hereto as Exhibit "A".
Section 9: That the Planning Commission does hereby declare
that the Final Environmental Impact Report No. 28 has been
completed in compliance with CEQA and State Guidelines and
recommends certification of the Final EIR to the City Council.
The Planning Commission further finds that, a statement of
overriding considerations is necessary due to unmitigated impacts
by disturbing the existing ravines located in the center of the
property. It is hereby acknowledged in order to protect the health
and safety of the public, slope stabilization must occur on these
ravines which cannot be avoided, which will alter existing earth,
hydrology and plant life. However, it is with the required
conditions of approval, site grading has been minimized, drainage
is adequately planned for, and all City codes and ordinances are
being adhered to.
Section 10: For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes hereby recommends to
the City Council certification of EIR 28 and approval of Tentative
Tract Map No. 45667, subject to the attached conditions marked
Exhibit "A" and mitigation measures and recommended development
measures listed in attached Exhibit "B" which are necessary to
protect the public health, safety and general welfare in the area.

TENTATIVE TRACT MAP NO. WATT 45667
CONDITIONS OF APPROVAL
GENERAL
1. Within thirty (30) days of approval of the tentative map the
developer shall submit, in writing, a statement that he has
read and understands all conditions of approval.
2. The City's filing fee for a final map shall be paid within
six (6) months of approval of the tentative map.
3. The developer shall supply the City with one brownline and
one print of the recorded map.
4. This approval expires twenty-four (24) months from the date
of approval of this tract map by the City Council of the City
of Rancho Palos Verdes.
5. All lots shall conform to minimum development standards as
specified in CUP No. 130.
MITIGATION MEASURES
1. The Tentative Tract Map shall comply with all mitigation
measures and recommended development measures of EIR No. 28
as listed in the attached, Exhibit "B".
LOTS
1. Lots 23, 30, 31, 32, 33 and 34 shall be eliminated from the
tentative tract map and these areas shall be placed within the
abutting open space parcels.
2. The common lot lines of 7 and 8, 63 and 64 shall be reoriented
to be nearly perpendicular to "B" street. The driveways for
these lots shall be placed furthest from the intersection.
3. The subdivision's east property line shall be adjusted so as
not to traverse an existing residence and any accessory
structures in this vicinity.
SUBDIVISION MAP ACT

his examination pursuant to Section 66442 of the Government
Code, obtain clearances form all affected departments and
divisions, including a clearance from the City Engineer for
the following items. mathematical accuracy, survey analysis,
correctness of certificates and signatures, etc.
COUNTY RECORDER
1. If signatures of record title interests appear on the final
map, submit a preliminary guarantee. A final guarantee will
be required at the time of filing of the final map with the
County Recorder. If said signatures do not appear on the
final map, a preliminary title report/guarantee is needed
that covers the area showing all fee owners and interest
holders.
2. The account for this preliminary title report guarantee
should remain open until the final map is filed with the
County Recorder.
ARCHEOLOGY
1. A qualified archaeologist shall make frequent periodic
ingradzng inspections to further evaluate cultural resources
on the site. If archaeological resources are found, all work
in the affected area shall be stopped and the resources shall
be removed or preserved. All "finds" shall be reported to
the Director of Environmental Services immediately.
2. A qualified paleontologist shall be present during all rough
grading operation. If paleontological resources are found,
all work in the affected area and the resources shall be
removed or preserved. All "finds" shall be reported to the
Director of Environmental Services immediately.
SEWERS
1. A bond, cash deposit, or combination thereof, shall be posted
prior to the recordation of the Final Map or start of work
whichever occurs first, to cover costs for construction of a
sanitary sewer system, in an amount to be determined by the
City Engineer.
2. Prior to approval of the Final Map, the subdivider shall
submit to the Director of Environmental Services a written
statement from the County Sanitation District approving the
design of the tract with regard to existing trunk line sewer.
Said approval shall state all conditions of approval, if any.
3. Approval of this subdivision of land is contingent upon the
installation, dedication and use of local main line sewer and
separate house laterals to serve each lot of the land

division.

4. If, because of future grading, or for other reasons, it is
found that the requirements of the Plumbing Code cannot be
met on certain lots, no building permit will be issued for
the construction of homes on such lots.
5. Sewer Easements are tentatively required, subject to review
by the City Engineer, to determine the final locations and
requirements.
WATER
1. Prior to recordation of the Final Map or prior to
commencement of work whichever occurs first, the subdivider
must submit a labor and materials bond in addition to either:
A. An agreement and a faithful performance bond in the
amount estimated by the City Engineer and guaranteeing
the installation of the water system; or
B. An agreement and other evidence satisfactory to the City
Engineer indicating that the subdivider has entered into
a contract with the servicing water utility to construct
the water system, as required, and has deposited with
such water utility security guaranteeing payment for the
installation of the water system.
2. There shall be filed with the City Engineer a statement from
the purveyor indicating that the proposed water mains and any
other required facilities will be operated by the purveyor,
and that, under normal operating conditions, the system will
meet the needs of the developed tract.
3. At the time the final land division map is submitted for
checking, plans and specification for the water systems
facilities shall be submitted to the City Engineer for
checking and approval, and shall comply with the City
Engineer's standards. Approval for filing of the land
division is contingent upon approval of plans and
specifications mentioned above.
4. All lots shall be served by adequately sized water system
facilities which shall include fire hydrants of the size and
type and location as determined by the Fire Chief. The water
mains shall be of sufficient size to accommodate the total
domestic and fire flows required for the land division.
Domestic flow requirements shall be determined by the City
Engineer. Fire flow requirements shall be determined by the
Fire Chief and evidence of approval by the Fire Chief is
required.
5. Framing of structures shall not begin until after the Fire

Chief has determined that there is adequate fire fighting
water and access available to the said structures.
DRAINAGE
1. Prior to recordation of the Final Map or prior to
commencement of work whichever occurs first, a bond, cash
deposit, or combination thereof, shall be posted to cover
costs of construction in an amount to be determined by the
City Engineer.
2. Prior to recordation of the Final Map, the developer shall
submit a hydrology study to the City Engineer to determine
any adverse impacts to exiting flood control facilities
generated by this project. Should the City Engineer
determine that adverse impacts will result, the developer
will be required to post a cash deposit or bond or
combination thereof in an amount to be determined by the
Director of Public Works, which will be based on the
project's share of the necessary improvements.
3. Drainage plans and necessary support documents to comply with
the following requirements must be approved prior to the
recordation of the Final Map or commencement of work
whichever occurs first:
A. Provide drainage facilities to remove the flood hazard to
the satisfaction of the City Engineer and dedicate and
show easements on the Final Map.
B. Eliminate the sheet overflow and ponding or elevate the
floors of the buildings with no openings in the
foundation walls to a least twelve inches above the
finished pad grade.
C. Provide drainage facilities to protect the lots from high
velocity scouring action.
D. Provide for contributory drainage from adjoining
properties.
4. In accordance with Section 1601 and 1602 of the California
Fish and Game Code, the State Department of Fish and Game,
350 Golden Shore, Long Beach, California 90802, telephone
435-7741, shall be notified prior to commencement of work
within any natural drainage courses affected by this project.
5. Proposed drainage system will connect with L.A.C.D.P.W. Drain
PD699. Developer shall obtain approval of L.A.C.D.P.W. for
the proposed drainage system connection and shall comply with
all conditions imposed by the County. The new system shall be
so designed and constructed so that the L.A.C.D.P.W. will take
over maintenance.

6. All drainage swales and any other on -grade drainage
facilities, including gunite, shall be of an earth tone color,
as deemed necessary by the Director of Environmental Services.
STREETS
1. Prior to recordation of the Final Map or commencement of
work, whichever occurs first, a bond, cash deposit, or
combination thereof, shall be posted to cover costs for the
full improvement of all proposed public streets and related
improvements, in an amount to be determined by the Director
of Public Works.
2. The developer shall post an additional bond, cash deposit,
letter of,credit, or a combination thereof in an amount
sufficient to cover the cost of full improvements of all
facilities within the right-of-way of Palos Verdes Drive
South and Hawthorne Blvd. adjacent to the Tract. Said
improvements shall include but are not limited to A.C.
paving, curb/gutter, sidewalk, drainage improvements,
bikeways, bus stop improvements, medians and landscaping.
The design of such improvements shall be subject to the
adopted street standards and the approval of the Director of
Public Works.
3. The City at its discretion, may permit the developer to make
said street, right-of-way and facility improvements or use
the above payments to make said improvements by the City, as
determined by the Director of Public Works.
4. The proposed streets shall be "public" and designed to the
satisfaction of the Director of Public Works, pursuant to the
following specifications:
A. All proposed streets shall be thirty-four (34) feet in
width, measured from flow -line to flow -line. Right-of-
way shall be a minimum of fifty (50) feet. Parkway width
shall be a minimum of eight (8) feet on both sides.
B. All public streets shall have a vertical type curb.
C. Sidewalks shall be concrete, four (4) feet wide and shall
be constructed on at least one side of the roadway to
City Standards.
D. Cul-de-sacs shall be designed to the specifications of
the Director of Public Works.
E. Street and traffic signs shall be placed at all
intersections and/or corners as specified in the EIR
unless modification is authorized by the Director of
Public Works, and shall meet City Standards.

the Director of Public Works. This includes but is not
limited to grading, masonry, mailboxes, fences, walls and
other types of encroachments.
G. All proposed streets shall be designed in substantially
the same alignment as shown on the approved Tentative
Tract Map and to the above conditions.
H. Any raised and landscaped medians and textured surfaces
shall be designed to standards as approved by the
Director of Public Works and shall be maintained by the
Homeowners Association.
I. Street lights shall be provided at all intersections and
cul-de-sacs per City lighting standards. An assessment
district shall be established or the Homeowners
Association shall be responsible to ensure the
maintenance of all street lights. If necessary, petition
for the formation of such assessment district shall be
made by the owner prior to the approval of the Final Map.

6. There shall be a median break at Seahill on Palos Verdes
Drive South.
7. The most westerly entrance is to be a right turn in and a
right turn out.
8. Turn pockets into each entrance are required.
9. Traffic signal deposits may be required at Palos Verdes Drive
South and Seahill as part of this development.
10. The contractor shall be responsible for repairs to any
neighboring streets which may be damaged during development
of the tract.

11. The developer shall pay traffic impact fees in an amount
determined by the Director of Public Works.
12. The developer shall dedicate vehicular access rights to Palos
Verdes Drive South and Hawthorne Boulevard to the City except
as provided for future public streets as shown on the
Tentative Map. A note to this effect shall be placed on the
Final Map.

GEOLOGY

1. Prior to recordation of the Final Map or commencement of work,
whichever occurs first, a bond, cash deposit, or combination
thereof, shall be posted to cover costs for any geologic
hazard abatement in an amount to be determined by the City
Engineer.
2. All geologic hazards associated with this proposed development
shall be eliminated or the City Geologist shall designate a
restricted use area in which the erection of buildings or
other structures shall be prohibited.
3. Prior to issuance of building permits, submit a Geology and/or
Soils Engineer's report on the expansive properties of soils
on all building sites in the proposed subdivision. Such soils
are defined by Building Code Section 2904(b).
4. An as -built geological report shall be submitted for
structures founded on bed rock. An as -built soils and
compaction report shall be submitted for structures founded on
fill as well as for all engineered fill areas.
EASEMENTS
1. Easements shall not be granted or recorded within areas
proposed to be granted, dedicated, or offered for dedication
for public streets or highways access rights, building
restriction heights, or other easements until after the final
tract map is filed with the county Recorder, unless such
easements are subordinated to the proposed grant or
dedication. If easements are granted after the date of
tentative approval, a subordination must be executed by the
easement holder prior to the filing of the Final Tract Map.
2. A fifty (50) foot landscape buffer shall be placed in a
landscape easement shown on the Final Map along the rear of
all lots. Such easement shall begin at the top or toe of all
3:1 or greater rear yard slopes. This landscape easement is
for fire retardant plant materials to be initially planted and
irrigation installed by the developer. Upon final completion
of the subdivision and all related improvements and
conditions, the landscape buffer easement shall be maintained
by the Homeowners Association.

3. The developer shall provide to the City or Rancho Palos Verdes
or any other entity as deemed appropriate by City Council, an
Irrevocable Offer to dedicate a public easement for multi-
purpose use. Such easement may be located through any open
space lot(s). The purpose of the trail is to provide off-
street public access from the ends of the two, proposed cul-
de-sacs to McCarrell Canyon. The Final Map shall reflect an
easement for trail purposes at the end of cul-de-sac "A" to
open space lot 466. Such access may be locked so that access

may be limited to only residents of the development. The
developer shall provide a bond or other money surety for the
future construction of such public trail. The construction
standards, maintenance and liability of such trail(s) shall be
the responsibility of the easement holder. Such Irrevocable
Offer to Dedicate and bonding shall expire within 5 years from
the date of recordation of the Final Tract Map.
4. All easements are tentatively required, subject to review by
the City Engineer, to determine the final locations and
requirements.
5. A Building/Grading Restriction (BGR) Line shall also be shown
on the Final Map on all lots in the rear yards, at the
commencement of 3:1 or greater slopes.
COMMON AREAS
1. The developer shall provide landscaping and irrigation to
all open space areas (public and common) as delineated on the
conceptual landscape plans prepared by Richard Price and
Associates.
2. A final landscape and irrigation plan for public open space
areas (right-of-way and trail landscaping) and common open
space areas (open space lots) shall be approved by the
Director of Environmental Services prior to the Final Map.
Bonds and agreements must be submitted for any required
landscape improvements prior to recordation of the Final Map.
Such open space areas shall be maintained by the Homeowners
Association.
SURVEY MONUMENTATION
1. Prior to recordation of the Final Map, a bond, cash deposit,
or combination thereof, shall be posted to cover costs to
establish survey monumentation, in an amount to be determined
by the City Engineer.
2. Within twenty-four (24) months from the date of filing the
Final Map, the developer shall set survey monuments and tie
points and furnish the tie notes to the City Engineer.
3. All lot corners shall be referenced with permanent survey
markers in accordance with City Municipal Code.
STREET NAMES AND NUMBERING
1. Any street names and/or house numbering by the developer must
be approved by the City Engineer.

PARK DEDICATION
•
1. Prior to the approval of the final map a parkland dedication
fee in the amount of $122,086 shall be paid to the City of
Rancho Palos Verdes.
CONDITIONAL USE PERMIT AND GRADING
1. The developer shall comply with all conditions of Conditional
Use Permit No. 130 and Grading Application No. 1061.

MITIGATION MEASURES AND RECOMMENDED DEVELOPMENT MEASURES
EARTH
Mitigation Measures
E.I. All of the recommendations of the consultants (American
Geotechnical), except as modified by Robert Stone Associates,
will be incorporated into the design and construction.
E.2. The consultants (American Geotechnical) will review and
approve the final plans and specifications by manual
signature.
E.3. An as -graded soils and geologic report, complete with
geologic map, will be submitted and reviewed prior to
issuance of a building permit.
E.4. Foundations and floor slabs cast on expansive soils will be
designed in accordance with Los Angeles County Code Section
2907-i.
E.5. Foundations will be set back from the descending slope in
accordance with the code and will extend to such a depth as
to be unaffected by any creep prone surficial soil and/or
weathered bedrock. Field review by the consultants (American
Geotechnical) is required.
Recommended Development Measures
1. All grading should be monitored by a licensed engineering
geologist and/or soils engineer in accordance with applicable
provisions of the Municipal Code and the recommendations of
the City Engineer-,„
2. The project should comply with all appropriate provisions of
the City's grading ordinance (see Chapter 17.50 Grading).
3. Development of the site should occur in accordance with all
applicable City safety standards. This includes the
utilization of flagmen where required.

4. An approved haul route for the export of graded material
should be approved by the City. Traffic control should be
handled by the contractor.
5. Any dirt or other material deposited on the roadways from
construction operations should be removed by the applicant on
a timely basis.
6. The site should be watered on a regular basis to reduce dust
generation.
7. Graded slopes should be properly planted and maintained.
Plants should be selected that are capable of developing deep
root systems. Watering should be done on cycles that will
promote deep rooting. Watering should be diminished or
stopped just prior to and during the rainy season.
8. Slope planting should generally consist of low ground cover
to impede water flow on the surface.
9. To provide greater slope protection against scour and
erosion, the slope should be covered with a jute mat to
provide protection while the ground cover is being
established.

Recommended Development Measures
1. The proposed storm drain improvements should also be analyzed
during the final engineering phase for the adequacy of
easements for access to the storm drain system including
inlets, and for possible provisions for potential debris
production by either construction of debris basins or other
facilities to eliminate debris.
2. Provision of debris basins and/or facilities for the inlets
for the major drainage area to the tract.
3. Inspection (by the appropriate authority) of existing storm
drain facilities to determine any necessary improvements, or
modifications.
4. Construction of a top of slope ditch for the major cut slopes
above Lots 24 through 29 and above Lots 37 through 48; and,
construction of slough walls and ditches ("3" walls) at the
rear of said lots for protection from mudflows or small
surface slope failures on the ungraded areas.
5. The drainage inlets upstream of lots 29 and 35 have a
potential of clogging and overflowing into lots 29 through
35. Because of the sump nature of the inlets, the project
will be designed, if required by the City Engineer, to use 50
year or 100 year storm intensities in the design rather than

the 25 year frequency submitted. It is estimated that the
increased runoff based on a 50 year storm would be 12-14%
more than calculated for the proposed project.
PLANT AND ANIMAL LIFE
Recommended Development Measures
1. To the extent that it is feasible during grading and
construction activities, as much of the coastal sage scrub
plant community should be maintained as is possible.
Temporary fencing should be erected around scrub areas
immediately adjacent to grading and construction zones to
prevent equipment and vehicles from straying into these
areas.
2. Portions of the coastal sage scrub plant community that are
damaged temporarily during grading and construction should be
rehabilitated. Also, after the project is completed,
portions of the project site that support weedy vegetation
should be restored with flora of the coastal sage scrub plant
community. This mitigation will be done to improve habitat
quality for native wildlife and for fire management. Many of
the native scrub plants are more tolerant of fires and
provide better habitat for indigenous birds and wildlife.
The final landscape plan should also permit revegetation of
portions of the project site with native coastal sage scrub
plants. Existing native plant material could be used to
obtain seeds, cuttings, and pads (specifically for the
cacti), which would be used to revegetate and propagate plant
material for other portions of the project site.
3. The project should comply with local fare regulations that
may require annual disking of certain portions of the project
site, although this activity actually promotes the growth of
the weeds and annual vegetation.
4. The final landscape plan should use fire -retardant, drought
tolerant, native plants in areas transitional between the
completed residential community and scrub habitat zones. A
combination of traditional fare breaks along with
outplantangs of fire tolerant native vegetation should be
incorporated into the development plan, thereby minimizing
the need to disk annually extensive portions of the parcel.
A list of proposed landscape materials is included in
Appendix B of the EIR.

4. Graded slopes along the project's Palos Verdes Drive South
frontage should be landscaped. The Phasing Map (see Figure
5) should be revised to landscape all of the project's street
frontage as Phase 1. An overall landscaped plan which
integrates project landscaping with the circulation
improvements and median treatment of Palos Verdes Drive South
should be prepared by the applicant (see Figure 20,
Preliminary Plan). All terraced sideyards as viewed from
Palos Verdes Drive South should be landscaped with shrubs to
minimize "padding" effects.
5. All manufactured slopes should be contour graded.
6. In order to preserve views from upsloping homes within the
project site, small canopy street trees should be provided.
7. Tree height along Palos Verdes Drive South should be
controlled to protect seaward views from upslope housing.
8. Fencing along Palos Verdes Drive South should be of an open
design to preserve views (no less than 90% of the vertical
surface should be open to permit the transmission of light,
air and view through the surface in a horizontal plan).

TRANSPORTATION/CIRCULATION AND ACCESS
Mitigation Measures
T/C.1. A "Right Turn Only" sign should be posted on "A" street
about 50 feet before the approach line at Palos Verdes
Drive South as well as an 8 foot right pavement arrow.
T/C.2. A "STOP" sign should be posted at the "A" street approach
to Palos Verdes Drive along with a stop line and an 8 foot
"STOP" pavement marking.
T/C.3. A "One Way" arrows should be posted on the north side of
the island on Palos Verdes Drive opposite "A" street.
T/C.4. A "STOP AHEAD" sign should be posted on "B" street about
300 feet before the approach lane at Palos Verdes Drive.
T/C.5. A "STOP" sign should be posted on "B" street at the Palos
Verdes Drive approach as well as a stop line and "STOP"
pavement marking.
T/C.6. Parking should be prohibited on both sides of "B" street
for about 300 feet north of Palos Verdes Drive.
T/C.7. STOP signs, STOP pavement markings and stop lames should
be posted on "B" and "C" streets approaching "A" street.
T/C.8. Driveways to corner lots 7, 16, 31 and 64 would be best
located as follows:
a. Lot 7 at the south end of its "B" street frontage
(next to Lot 6);
b. Lot 31 at the north end of its "C" street frontage,
next to Lot 30);
C. Lot 16 at either "A" or "C" street frontage, next to
the property line; and

T/C.10. A 100 foot turning bay should be provided on eastbound
Palos Verdes Drive South at Seahill Drive to facilitate
left turns into the site. Southbound left movements will
not present any problem since motorists can negotiate the
turn in two separate steps using the median which
separates Palos Verdes Drive South.
T/C.11. No gates or other devices will be constructed which limit
direct access to the site.
T/C.12. A hiking trail is proposed to extend from Hawthorne
Boulevard across "A"" street between lots 31 and 32, and
extends to Palos Verdes Drive South by using residential
sidewalks along "A" and/or "B" Streets. Instead, the
trail, as an urban walkway, should be continued south
along the north side of "B" street. The trail would cross
Palos Verdes Drive South on the east side of its
intersection with Seahill Drive. Crosswalks at this
location should be provided.
T/C.13. If the above trail is constructed, the City should monitor
pedestrian movement across Hawthorne Boulevard to
determine whether a crossing is needed. If need occurs,
Vallon Drive would be the most likely location for such a
crosswalk.

T.7. Further detailed engineering analysis should be conducted
to determine the feasibility of constructing a soft
surface trail and/or a stairway of natural materials
through the steep open space hazard area.

CULTURAL RESOURCES
Mitigation Measures
CR.1. The project applicant will employ the services of a fully
qualified paleontologist who will monitor all rough
grading activities on the site, and recover any and all
fossils produced from the site. The applicant will also
follow all current laws and statutes as specified by the
City of Rancho Palos Verdes for removal and preservation
of any and all said remains.

Recommended Development Measures
1. The initial archaeological survey report and the follow-up
test investigation report have been independently reviewed
for compliance with the Airlie House Report guidelines for
the preparation and evaluation of archaeological reports.
This review revealed that two checklist items were not
adequately provided by these reports: Description of Study
and Evaluation of Cultural Resources. Both of these areas
concern the same issue, discussion of previous work in the
area. Therefore, it is recommended that the authors
review and incorporate the known archaeological
excavations for the Rancho Palos Verdes region into their
reports as an addendum. This addendum should be submitted
to the City of Rancho Palos Verdes and the UCLA
Archaeological Survey prior to the issuance of the grading
permit.
2. Although there are no significant impacts with respect to
archaeological resources known at this time, it is also
recommended that limited monitoring of earth moving
activities take place during the initial phases of
grading. Monitoring should include inspection by an
archaeologist for all cutting operations in the vicinity
of LAn-1249 and LAn-1351 to a depth of one meter. The
archaeologist should also periodically review (2 to 3
times a week) cut operations to a depth of one meter
within other portions of the project site.
ELECTRICITY
Recommended Development Measures
1. The project should meet state conservation requirements.
NATURAL GAS
Recommended Development Measures
1. The project applicant should utilize the several programs
which are available from the gas company to provide
assistance in selecting the most effective applications of
energy conservation techniques.
WATER
Recommended Development Measures
1. Fire flows of 1,250 gallons per minute at 20 lbs. per
square inch residual pressure for a two-hour duration will
be provided for fire fighting purposes.
2. Hydrant spacing should conform to the Fire Department

3. Landscaping with low water -consuming, fire retardant
plants wherever feasible.
4. Preservation and protection of existing shrubs to the
extent possible.
5. Installation of efficient irrigation systems which

which will reach the plant roots. Automatic irrigation
systems will be investigated.
SANITARY SEWERS
Recommended Development Measures
1. The project applicant should utilize measures designed
to reduce water consumption thereby serving to reduce
sewage impacts on the local sewer system and on treatment
plant capacity.
2. On-site sewers will be required for this project. The
project applicant will provide the connection from the
project site to this existing 24 -inch sewer.
NOISE
Recommended Development Measures
1. Construction should be limited to daytime hours during
the work week from 7:00 a.m. to 7:00 p.m. Any stationary
on-site noise sources such as compressors, generators, or
power saws should be equipped with hospital grade
mufflers for engine driven sources, or should be
surrounded by a temporary plywood enclosure as a noise
baffle.
2. Noise mitigation strategies may be considered to reduce
the small (0.1 to 1 dB) increase from project and
cumulative growth traffic. Such strategies should center
on reducing vehicle speeds, barring the noisiest vehicles
(trucks), or diverting traffic to other less noise
sensitive routes.
3. In the event that rock crusher is required during grading
operations on the site, a Special Use Permit shall be
reviewed and approved by the Director of Environmental
Services.
