A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF RANCHO PALOS VERDES APPROVING A REVISION TO
CONDITIONAL USE PERMIT NO. 118 AND GRADING NO. 1005
FOR A MULTI-PURPOSE/ADMINISTRATION BUILDING.
WHEREAS, St. Paul's Lutheran Church, located at 31290 Palos
Verdes Drive West, has requested a revision to the parking plan
for an approved multi-purpose/administration building; and
WHEREAS, after notice pursuant to the City's Development
Code, public hearings were held on Tuesday August 9 and September
13, 1988, at which time all interested parties were given the
opportunity to give testimony.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the proposed use is permitted in the zone
subject to the issuance of a Conditional Use Permit.
Section 2: That given the site's size, location and adjacent
uses, it is adequate to accommodate the proposed 4,484 square foot
building, as well as the 79 required parking spaces (29 on-site,
50 on adjacent parcel per parking easement).
Section 3: That the site is served by Palos Verdes Drive
West, which is designed to carry the type and quantity of traffic
generated by the proposed use.
Section 4: That the proposed use is in conformity with the
General Plan, which designates the site appropriate for the
existing use. ;
Section 5: That the proposed use would not result in
significant adverse impacts on adjacent properties as the use is
conditioned in Exhibit "A" and Exhibit "B", attached hereto and
made a part hereof by reference.
Section 6: That the proposed use is Categorically Exempt
under Section 15301, Class 1 of CEQA.
Section 7: For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes hereby approves a
revision to Conditional Use Permit No. 118 and Grading No. 1005,
subject to the conditions contained in Exhibit "A" and "B",
attached hereto, which are necessary to protect the public health,
safety and general welfare.

EXHIBIT "A"
CONDITIONAL USE PERMIT NO. 118 - REVISION
GRADING APPLICATION NO. 1005
CONDITIONS OF APPROVAL
1. The conditions listed below supersede the previously approved
conditions of Conditional Use Permit No. 118 and Grading
Application No. 1005 in Planning Commission Resolution
No. 87-29.
2. All final site, building, grading, landscaping/irrigation, and
lighting plans shall be reviewed and approved the Director of
Environmental Services prior to issuance of any permits.
Building placement, designs, materials, colors and textures
shall be in substantial compliance with those on the plans
approved by the Planning Commission on July 14, 1987.
3. The proposed building shall not exceed 3,553 square feet for
the main level and 931 square feet for the basement. The
maximum height shall not exceed 16 feet as measured from
grade. The minimum south side setback shall not be less than
20 feet.
4. A complete and final landscape and irrigation plan for new
landscaped areas shall be reviewed and approved by the
Director of Environmental Services. Plant materials shall be
of low water use varieties and additional low growth trees
shall be required in the interior parking lot planter areas.
5. The applicant shall submit an exterior lighting plan; all
lighting fixture details shall be shown on this plan and
catalog cuts shall also be provided. Said fixture shall be
oriented or shielded so as to not illuminate upon adjacent
properties.
6. A minimum of 79 parking spaces are required. The adjacent
gravel parking area shall be rolled and paved with three (3)
inches of A.C. paving and shall be stripped for 50, 9 foot x
20 foot spaces with 25 foot driveway aisles. A minimum of 29
spaces shall be provided on-site. In the event that the owner
of the adjacent commercial property, whereon lies said gravel
parking lot, should deny the applicant the right to pave said
gravel lot, the applicant shall be required to maintain that
gravel lot in a clean and dust free condition and mark it with
some other appropriate material to be approved by the Director
of Environmental Services.

7. The 16 tandem parking spaces shown for the adjoining temporary
gravel parking lot is approved. Any grading to accommodate
this temporary parking lot shall be authorized by the
adjoining owner. At such time construction of the adjoining
lot occurs and the temporary lot is removed, the church shall
obtain permission from the Golden Cove Shopping Center to
accommodate any displaced, temporary parking spaces.
8. The two (2) on-site tandem parking spaces shall be used
exclusively for the church parking. These spaces shall be
stenciled "Administration Parking Only".
9. The church shall obtain permission to place landscaping and
the two (2) on-site tandem parking spaces within the 10 foot
access easement held by the adjoining residential development.
10. The applicant shall make a cash payment to the City in the
amount of $2,635. prior to issuance of any permits, to cover
the costs of 1 1/2 inch A.C. overlay and stripping and signing
of a Class II bicycle path for the property frontage along
Palos Verdes Drive West.
11. Hours of operation and use of the overall church facilities
shall be generally governed by attached Exhibit "B".
Concurrent use of the sanctuary and the multi-purpose building
is prohibited except for existing concurrent activities such
as religious school, choir warmup/practice and administrative
offices. A copy of the church's monthly newsletter shall be
provided to the Department of Environmental Services at the
beginning of each month starting in the month building permits
are finalized.
12. The approval of CUP No. 118 -Revision and Grading No. 1005 -
Revision shall expire one year from the date of adoption of
this resolution unless application for building permits is
made. Extensions may be granted by the Planning Commission if
requested in writing prior to expiration. Failure to comply
with any of the above conditions may be grounds for revocation
of this Conditional Use Permit.
