A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING VARIANCE
NO. 183 AND COASTAL PERMIT NO. 38 FOR EXISTING
ADDITIONS WHICH ENCROACH INTO THE REQUIRED FRONT,
SIDE AND REAR SETBACKS OVER 250 SQUARE FEET IN
SIZE, LOCATED WITHIN THE COASTAL DISTRICT AT
204 SEASCAPE.
WHEREAS, Herbert and Marcia Jepson have requested a Variance
and Coastal Permit for existing additions at 204 Seascape which
were granted a Moratorium Exemption by the City Council in 1985;
and
WHEREAS, after notice issued pursuant to the provision of the
Rancho Palos Verdes Development Code, a public hearing was held on
September 13, 1988 at which time all interested parties were given
an opportunity to be heard and present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That there are exceptional or extraordinary
circumstances or conditions applicable to the property which do
not apply generally to other properties in the same zoning
district, in that the lot size and dimensions are substandard and
do not meet the requirements of the RS -2 zoning district.
Section 2: That the Variance is necessary for the
preservation and enjoyment of a substantial property right of the
landowner, since the original configuration and orientation of the
residence in relationship to the property lines and use areas
would not allow reasonable additions to be made without
conflicting with Code open space and setback requirements.
Section 3: That the granting of the Variance will not be
materially detrimental to the public health, safety and welfare,
since the improvements made to the property do not adversely
impair the privacy or primary views of surrounding properties.
Section 4: That the proposed development is in conformance
with the Coastal Specific Plan since the subject property is not
located in an Open Space Hazard zone, where expansion of existing
uses is prohibited and the size of the structure is consistent
with the original development and density of the neighborhood.
Section 5: That the existing development, which is located
between the sea and the first public road, is in conformance with
applicable public access and recreation policies of the Coastal
Act, in that there are no public trails or access points on or
adjacent to the subject property.
Section 6: For the foregoing reasons, the Planning Commission
of the City of Rancho Palos Verdes hereby approves Variance No.
183 and Coastal Permit No. 38 subject to the conditions of
approval in Exhibit "A".

204 Seascape
Conditions of Approval
1 . The landowner shall submit a geology report to the City
Geologist for review and approval .
2 . The landowner shall submit a notarized Liability Waiver .
3 . The landowner shall obtain all necessary building permits for
the alterations that have been made to the subject property
within 90 days of the effective date of approval .
