A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES GRANTING COASTAL
PERMIT NOS . 56 - 59 AND GRADING APPLICATION
NOS . 1147 , 1148 , 1150 AND 1152 FOR THE APPROVAL
OF 4 SINGLE FAMILY HOMES IN THE RS-1 ZONE DISTRICT ,
ON LOTS 4 , 5 , 6 AND 9 OF TRACT 39672 ALONG THE
SOUTH SIDE OF SEACOVE DRIVE .
WHEREAS , J.C .C . Enterprises , Inc . a development company , has
requested approval of four ( 4) Coastal Permits and four ( 4)
Grading Applications to construct four ( 4) single-family homes on
properties located at 6430 , 6490 , 6520 and 6540 Seacove Drive
(Lots 4 , 5 , 6 and 9 of Tract 39672 ) .
WHEREAS , after notice issued pursuant to the provisions of
the City ' s Development Code , a hearing was held on September 13 ,
1988 at which time all interested parties were given an
opportunity to be heard and to present evidence .
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS :
Section 1 : The proposed development is in conformance with
the General Plan, RS-1 Zoning Provisions and Coastal Specific
Plan.
Section 2 : The proposed development , which is located between
the sea and the first public road , is in conformance with the
applicable public access and recreation policies of the Coastal
Act .
Section 3 : The grading is not excessive beyond that necessary
for the permitted primary use of the lot .
Section 4 : The grading and/or construction does not
significantly adversely affect the visual relationship with, nor
the views from, neighboring sites .
Section 5 : The nature of the grading minimizes disturbance to
the natural contours ; finished contours are reasonably natural .
Section 6 : For the foregoing reasons , the Planning Commission
of the City of Rancho Palos Verdes hereby approves Coastal Permit
Nos . 56-59 and Grading Permit Nos . 1147 , 1148 , 1150 and 1152 ,
subject to the conditions of approval in Exhibit "A" , which are
necessary to protect the public health, safety and general welfare
in the area and will make possible development of the City in an
orderly and efficient manner and in conformity with the intent and
purposes set forth in the Development Code and the Coastal
Specific Plan.
APPROVED, PASSED AND ADOPTED this 13th day of September, 1988 .

Conditions of Approval
Coastal Permit Nos . 56-59
and
Grading Application Nos . 1147 , 1148 , 1150 and 1152
Lots 4 , 5 , 6 and 9 , Tract 39672
1 . Development shall substantially comply with the four sets of
plans titled "J .C .C . Enterprises , Inc . " for proposed
residences on 6430 , 6490 , 6520 and 6540 Seacove Drive .
2 . The maximum ridge lines for such lots are as follows :

All of the above heights are considered critical and are to
be certified by the Building and Safety Division at time of
construction framing .
3 . The side yard retaining wall on Lot 4 shall be no higher than
3 ' 6" . All other retaining walls shall conform to the
Development Code .
4 . The applicant shall submit private , individual fencing plans .
All private , individual fencing plans shall conform to the
approved project fencing plan for Tract 39672 .
5 . Private , on-site landscape plans shall be approved by the
Department of Environmental Services prior to building
occupancy. Shall plan shall be consistent with conditions of
C .U.P. No . 71 for Tract 39672 .
6 . Chimneys and other roof appurtenances shall extend no higher
than what is required by the L .A. County Building Code .
7 . Prior to a building occupancy , a recorded copy of a deed
restriction for each lot shall be submitted to the Director
of Environmental Services prohibiting the installation of a
second kitchen for purposes of creating a second unit .
