RESOLUTION NO. 88 - 34 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES GRANTING COASTAL PERMIT NO. 46 AND GRADING APPLICATION NO. 1102 FOR THE APPROVAL OF A SINGLE FAMILY HOME IN THE RS -1, RPD ZONE DISTRICT, AT 6410 SEACOVE DRIVE. WHEREAS, JCC Enterprises, Inc. a development company, has requested approval of a Coastal Permit and a Grading Application to construct a single-family home on property located at 6410 Seacove Drive (Lot 10, Tract 39672). WHEREAS, after notice issued pursuant to the provisions of the City's Development Code, a hearing was held on April 12 and May 24, 1988 at which time all interested parties were given an opportunity to be heard and to present evidence. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The proposed development is in conformance with the General Plan, RS -1 Zoning Provisions and Coastal Specific Plan. Section 2: The proposed development, which is located between the sea and the first public road, is in conformance with the applicable public access and recreation policies of the Coastal Act. Section 3: As conditioned in Exhibit "A", the grading is not excessive beyond that necessary for the permitted primary use of the lot. Section 4: As conditioned in Exhibit "A", the grading and/or construction,does not significantly adversely affect the visual relationships with, nor the views from, neighboring sites. Section S: As conditioned in Exhibit "A", the nature of the grading minimizes disturbance to the natural contours; finished contours are reasonably natural. Section 6: For the foregoing reasons, the Planning Commission of the City of Rancho Palos Verdes hereby approves Coastal Permit No. 46 and Grading Permit No. 1102, subject to the conditions of approval in Exhibit "A", which are necessary to protect the public health, safety and general welfare in the area and will make possible development of the City in an orderly and efficient manner and in conformity with the intent and purposes set forth in the Development Code and the Coastal Specific Plan. Resolution No . 88-34 Page 2 III 110 EXHIBIT "A" CONDITIONS OF APPROVAL COASTAL PERMIT NO. 46 AND GRADING APPLICATION NO. 1102 1 . Development shall substantially comply with plans for 6410 Seacove Drive, dated received February 26, 1988, except as revised by the following conditions . 2. The maximum ridge height shall be 151 . 0' (A. S.L. ) elevation. 3 . Development shall comply with all applicable conditions of Conditional Use Permit No . 71 and Tract Map No . 39672 . 4.a. No fencing shall encroach into the existing 25' public access easement along the south property line . b . A project fencing plan shall be approved by the Director of Environmental Services consistent with the overall subdivision fencing plan. 5. Prior to a building occupancy, a recorded copy of a deed restriction shall be submitted to the Director of Environmental Services , prohibiting the installation of a second kitchen within the residence. 6. Chimneys and any other roof appurtenant structures shall extend no higher than that required by the L .A. County Building Code . 7. Submit a landscape and irrigation plan in conformance with the Conditional Use Permit conditions of approval . 8. The grading/development plan shall be modified by deleting the proposed tennis court and related fencing/wall enclosures to limit overall grading to the permitted primary use . The area where the tennis court is to be removed shall be minimally graded and landscaped accordingly. P.C. Resolution No . 88-34 page 3
