A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES GRANTING COASTAL
PERMIT NO. 45 AND GRADING NO. 1098 FOR THE
APPROVAL OF A SINGLE FAMILY RESIDENCE IN THE
RS-1 , RPD ZONE DISTRICT AT 31045/65 MARGUERITE
WHEREAS , Harold Levitt and Associates has requested approval
of a Coastal Permit, Variance and Grading Application to construct
an addition to an existing single family home on property located
at 31045/65 Marguerite Drive (Lot 1 , Parcel Map No . 12431 ) .
WHEREAS , after notice issued pursuant to the provisions of
the City's Development Code, public hearings were held March 22
and April 26, 1988 , at which time all interested parties were
given an opportunity to be heard and to present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1 : The proposed development, 1 as conditioned , is in
conformance with the Coastal Specific Plan.
Section 2 : The proposed development, as conditioned, which
is located between the sea and the first public road , is in
conformance with the applicable public access and recreation
policies of the Coastal Act.
Section 3 : The grading is not excessive beyond that
necessary for the permitted primary use of the lot.
Section 4 : The grading and/or construction does not
significantly adversely affect the visual relationship with, nor
the views from, neighboring sites .
Section 5 : The nature of the grading minimizes disturbance
to the natural contours ; finished contours are reasonably natural .
Section 6 : For the foregoing reasons , the Planning
Commission of the City of Rancho Palos Verdes hereby approves
Coastal Permit No . 45 and Grading Permit No . 1098, subject to the
conditions of approval in Exhibit "A" , which are necessary to
protect the public health, safety and general welfare in the area
and will make possible development of the City in an orderly and
efficient manner and in conformity with the intent and purposes
set forth in the Development Code and the Coastal Specific Plan.

COASTAL PERMIT NO. 45 AND GRADING NO. 1098
CONDITIONS OF APPROVAL
1 . The development plan shall be substantially in accordance
with plans dated 3/15/88, tit led "Mark Hughes" except as
modified herein by conditions.
2. The pools and spas shall be modified so their water line is
no closer than 25 feet to the Coastal Setback Line.
3. The proposed 362 square foot closet and breezeway addition
located on the northeast elevation of the existing residence
shall be reduced in size not to exceed 250 square feet .
4. The grading plan shall be modified as follows :
a) Along the northerly and westernmost edges of the project,
all grading and drainage improvements shall be modified so as
not to extend beyond the Coastal Setback Line . If evidence is
substantiated by the City Geologist and the City Engineer
that warrants encroachment of these improvements beyond the
Coastal Setback Line, such improvements may be permitted
provided such encroachment is limited to the extent feasible
to accomplish required drainage.
b) No grading shall occur at the southeast corner of the
project, except for removal of the existing driveway,
in order to retain existing topography and landscaping. This
area shall be defined as being south of the 2 inch P.V.C.
Sewer Pressure main in this vicinity as delineated on the
grading plan.
c) The proposed concrete swale located seaward and adjacent
to the existing flagstone deck may remain as shown on the
plans to eliminate existing sheetflow conditions . All
concrete swales and other above ground drainage devices,
including the 8 inch bluff drain pipe, shall be of an earth
tone color or screened by appropriate devices to be approved
by the Director of Environmental Services .
d) The final grading plan may be administratively approved
by the Director of Environmental Services to ensure
compliance with these modifications.

5. A landscape and irrigation plan shall be approved by the
Director of Environmental Services prior to issuance of
building permits . Such plan shall not include new concrete
decking closer than 25 feet to the Coastal Setback Line.
Planters located within the front 20 foot setback shall be no
higher than 42 inches.
6. A complete project fencing plan shall be approved prior to
issuance of building permits. Only fencing which allows (90)
percent light and air may be installed seaward of the Coastal
Setback Line.
7. All project retaining walls shall conform to Development Code
provisions.
8. Prior to issuance of building permits, the owner shall have
recorded a deed restriction prohibiting the installation of a
second kitchen on the property for purposes of creating a
second dwelling unit.
9. Prior to issuance of a building permit, the owner shall
record a lot line adjustment or parcel map consolidating the
two existing parcels into one .
10. The applicant shall obtain an Encroachment Permit from the
Department of Public Works for curb cuts into the Marguerite
Drive right-of-way.
11. Any other development improvements shall conform to
Development Code standards if not specified in the above
conditions .
12. This approval is valid for 180 days and may be extended for
an additional 180 days with the approval of the Director of
Environmental Services .
