RESOLUTION P. C . NO. 87 - 75
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES GRANTING A NEGATIVE
DECLARATION FOR ENVIRONMENTAL ASSESSMENT NO. 528
AND CONDITIONAL USE PERMIT NO. 128 FOR THE INSTAL-
LATION OF OUT-DOOR LIGHTING IN THE REAR PARKING
LOT IN AN INSTITUTIONAL ZONE AT 5845 CRESTRIDGE ROAD.
WHEREAS , The Church of Jesus Christ of Latter Day Saints , a
religious institution, has requested approval of a Negative
Declaration for Environmental Assessment No . 528 for Conditional
Use Permit No . 128 to install outdoor lighting in the rear parking
lot at 5845 Crestridge Road .
WHEREAS , after notice issued pursuant to the provisions of
the City' s Development Code , a hearing was held on September 22 ,
November 24 , and December 8 , 1987 , at which time all interested
parties were given an opportunity to be heard and to present
evidence .
NOW, THEREFORE , THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE , AND RESOLVE AS FOLLOWS :
Section 1 : That , after consideration of the Initial Study,
the proposal will have no significant impacts on the environment ,
due to the implementation of the mitigation measures contained in
the Final Negative Declaration for Environmental Assessment No .
528 , which have been incorporated into the conditions of approval
in Exhibit "A" of this resolution.
Section 2 : That the proposed project is not contrary with
the intent of the General Plan.
Section 3 : That , given the project ' s location, design and
the uses adjacent to the subject property, which include single
family residential , institutional and commercial , granting the
Conditional Use Permit will not adversely affect the peace ,
health, safety or general welfare of the area, nor will it be
materially detrimental to property values , jeopardize , endanger or
otherwise constitute a menace to the public health, safety or
general welfare of persons or properties in the surrounding area
in that the parking area is screened from adjoining uses by
existing landscaping and the proposed lights will be adequately
shielded .
Section 4 : That the subject property being approximately
four acres , is adequate in size and shape to accommodate the
proposed uses and other development features which might be
prescribed in this Resolution.

Section 5 : That the subject property, which fronts
Crestridge Road , a fully developed street with curbs , gutters and
sidewalks , and is adequately served by public and private
facilities and by a highway of sufficient width and improvements
to carry the kinds and quantity of traffic the proposed project
might generate .
Section 6 : For the foregoing reasons , the Planning
Commission of the City of Rancho Palos Verdes hereby grants a
Negative Declaration and a Conditional Use Permit for the uses
described herein, subject to the conditions of approval in Exhibit
"A" , which are necessary to protect the public health, safety and
general welfare in the area and will make possible development of
the City in an orderly and efficient manner and in conformity with
the intent and purposes set forth in the Development Code .

EXHIBIT "A"
CONDITIONS OF APPROVAL
CONDITIONAL USE PERMIT NO. 128
1 . Limit the height of the rear planter lights to a maximum 7
feet from the grade of the parking lot to the top of the
fixture. The wattage shall be limited to 70 watt high
pressure sodium lamps .
2 . The wall mounted light fixtures shall be mounted no higher
than the eaves of the building. The fixtures shall be
louvered to direct the light downward and the wattage shall
be limited to 150 watt high pressure sodium lamp.
3. Limit the height of the parking lot standards to a maximum
15 feet from the grade of the parking lot to the top of the
fixture. The wattage shall be limited to 150 watt high
pressure sodium lamps .
4 . All lights should be designed or hooded so as not to create
glare or illuminate on a parcel of property or properties
other than the grounds of the Church of Jesus Christ of
Latter Day Saints . In addition, all fixtures should be
hooded or designed so that the light is directed downward.
5 . The rear parking lot should only be lit when the facility is
in use after dark. Only the remaining existing lights that
have been illuminated at night in the past ( i.e. entrance
sign, front parking lot) should be permitted to remain on
after hours .
6 . Staff shall make a visit to the site within 30 days of the
installation of the outdoor lighting system to check the
level of illumination for compliance with the intent of the
Conditional Use Permit. Staff can require the fixtures to be
replaced with lower wattage bulbs if there is a determination
by the Director of Environmental Services that the approved
level of illumination is causing a negative impact to the
surrounding properties.
7 . The applicant shall submit a landscape and planting plan for
the northeast corner of the parking lot subject to review and
approval by the Director of Environmental Services .
8 . The lights in the courtyards shall only be used for five (5)
church functions a year. Any use in excess of the limit
shall require approval by the Director of Envirommental
Services .
