A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO PALOS VERDES APPROVING A FINAL
NEGATIVE DECLARATION FOR ENVIRONMENTAL ASSESSMENT
NO 533 AND APPROVING CONDITIONAL USE PERMIT NO 127
FOR A SATELLITE SIGNAL RECEIVING FACILITY AT 32201
FORRESTAL DRIVE (LADERA LINDA COMMUNITY CENTER)
WHEREAS, Times Mirror Cable Television has made application
to allow an existing satellite signal receiving facility at 32201
Forrestal, previously approved on a temporary basis by Special Use
Permit No 20, and
WHEREAS, the applicant is proposing an expansion of the
existing facility in the form of two additional satellite dish
antennas and the use of one additional classrooms for
administrative purposes, and
WHEREAS, a public hearing was held on December 8, 1987, at
which time all interested parties were given an opportunity to be
heard and present evidence
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS
Section 1 That the Commission has rviewed the Initial Study
for Environmental Assessment No 533 prior to making a decision on
this project and determined that the project will not have a
significant effect on the environment and that a Negative
Declaration should be issued
Section 2 That the site is adequate in size and shape to
accommodate the proposed use since the project does not involve
new construction, only the use of existing surplus space offered
for lease by the City,
Section 3 That the site for the proposed use is served by
Forrestal Drive, which is properly designed to carry the type and
quantity of traffic generated by the subject use;
Section 4. That there will be no adverse effects upon
adjacent properties or the permitted use thereof since the
facility is not directly visible from any nearby residential use
and the traffic generated by the facility is substantially less
than traffic generated by the prior use of the site as an
educational institution
Section 5 That the proposed uses are not contrary to the
General Plan, since the plan designates the area for
public/institutional use

Section 6 For the foregoing reasons, the Planning
Commission of the City of Rancho Palos Verdes hereby approves
issuance of a Negative Declaration for Environmental Assessmnt No
533 and approves Conditional Use Permit No 127, subiect to
conditions contained in Exhibit A, attached hereto and made a part
hereof which are deemed necessary to protect the public health,
safety and general welfare in the area

Conditional Use Permit No. 127 is subject to the following
conditions of approval:
Parking
1. A parking lot plan, subject to the review and approval of
the Director of Environmental Services shall be submitted
within thirty (30) days of the final approval of this
conditional use permit. The plan shall show, in detail,
the number of parking spaces available and the dimensions
of these spaces and back-up areas. The parking area must
be brought into compliance with the approved parking lot
plan within 60 days of the Director's approval of the
parking lot plan. If either of these requirements is not
satisfied before the specified deadlines, and a time
extension is not granted by the Planning Commission, this
conditional use permit shall terminate.
2. All company, employee, and/or subcontractor vehicles and
equipment shall only be parked or stored in the enclosed
storage yard shown on the approved site plan. Overnight
parking of personal vehicles is prohibited unless the
vehicle owner is present and on duty at the facility.
Landscape/Irrigation
3. A landscape and irrigation plan shall be submitted for the
review and approval of the Director of Environmental
Services within thirty (30) days of the final approval of
this conditional use permit. The plan shall show, in
detail, the type and quantity of evergreen trees that
currently exist along the eastern side of the storage
yard, as well as the current method of irrigation for
these trees. After reviewing this plan, the Director may
require additional plant material or replacement plant
material for screening purposes, as well as an alternate
method of irrigation. The landscaping and irrigation for
the site must be brought into compliance with the approved
landscape and irrigation plan within sixty (60) days of
the Director's approval of the plan. If full compliance
is not realized before the specified deadlines, and a time
extension is not granted by the Planning Commission, this
conditional use permit shall terminate.

4. The maximum number of antennas at the facility shall be
three (3), unless additional antennas are approved by the
Planning Commission through a minor revision to this

permit. The two new antennas being approved by this
permit shall be subject to site plan review by the
Director of Environmental Services prior to installation.
The maximum height of these antennas shall not exceed 15
feet and the maximum diameter shall not exceed 12 feet,
unless a minor revision to this permit is approved by the
Planning Commission. At the time that the site plan
review is submitted, the Director shall determine
if screening and/or blending techniques shall be required
for the new antennas to minimize their visual impact.
Operation
5. Use of the additional classroom shall be subject to the terms
of the lease between the City and the applicant as well as
approval of an occupancy permit by the City Building and
Safpty Division.
6, Manned operation of this facility shall not occur between the
hours of 11 pm and 6 am daily, except in an,emergency and for
live broadcast. Notification of any emergency manned operation
of this facility during the above specified hours shall be
provided to the Director of Environmental Services in advance
if possible; or not -later than 46 hours after such use.
7. Applicant shall maintain all grounds and buildings in a
neat and clean manner as determined by the City.
8. Applicant and all employees and subcontractors of
applicant shall adhere to the posted 10 MPH speed limit
while on the Ladera Linda Community Center site. Vehicles
shall be operated on authorized roadways only and
particular care shall be exercised when driving on the
site.
Expansion
9. The use approved by this permit shall be limited to the
operation of a satellite signal receiving station for
cable television, including three satellite dish antennas,
equipment storage and company and employee vehicle parking
in the storage yard shown on the approved site plan, and
the use of the classroom building marked No. 1 on the
approved site plan for administrative purposes.
Any change or intensification in the use of this facility
shall require prior review and approval by the City.
Change or intensification of use shall include but not be
limited to additional antennas, use of additional
classroom space, expansion of the storage yard area, and
installation of lighting. The Director of Environmental
Services shall determine whether such change in use or
intensification of use requires a major or minor revision
to this permit.

Term
10. This conditional use permit shall not take effect until a
lease is negotiated and executed between the applicant
and the City and shall terminate upon the expiration of
such lease, unless extended by the Planning Commission
prior to expiration of the lease.
Acceptance of Conditions
11. Applicant shall submit a written, signed, declaration
stating agreement and acceptance of all conditions of
approval of this permit within thirty (30) days of the
approval of this permit; otherwise, this permit shall
terminate.
