A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF RANCHO PALOS VERDES GRANTING
COASTAL PERMIT NO. 31 AND GRADING APPLICA-
TION NO. 1044 FOR THE APPROVAL OF A SINGLE
FAMILY HOME IN THE RS-1 , RPD ZONE DISTRICT,
AT 6600 SEACOVE DRIVE.
WHEREAS, JCC Enterprises , Inc. a development company, has
requested approval of a Coastal Permit and a Grading Application
to construct a single-family home on property located at 6600
Seacove Drive (Lot 1 , Tract 39672) .
WHEREAS, after notice issued pursuant to the provisions of
the City ' s Development Code , a hearing was held on October 13 ,
1987 at which time all interested parties were given an
opportunity to be heard and to present evidence .
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND , DETERMINE AND RESOLVE AS FOLLOWS :
Section 1 : The proposed development is in conformance with
the Coastal Specific Plan.
Section 2 : The proposed development , which is located
between the sea and the first public road, is in conformance with
the applicable public access and recreation policies of the
Coastal Act .
Section 3 : The grading is not excessive beyond that
necessary for the permitted primary use of the lot .
Section 4 : The grading and/or construction does not
significantly adversely affect the visual relationships with, nor
the views from, neighboring sites .
Section 5 : The nature of the grading minimizes disturbance
to the natural contours; finished contours are reasonably natural .
Section 6 : For the foregoing reasons , the Planning
Commission of the City of Rancho Palos Verdes hereby approves
Coastal Permit No . 31 and Grading Permit No . 1044 , subject to
the conditions of approval in Exhibit "A" , which are necessary to
protect the public health, safety and general welfare in the area
and will make possible development of the City in an orderly and
efficient manner and in conformity with the intent and purposes
set forth in the Development Code and the Coastal Specific Plan.

EXHIBIT "A"
CONDITIONS OF APPROVAL
COASTAL PERMIT NO. 31 AND GRADING APPLICATION NO . 1044
1 . The proposed catch basin shall be relocated outside the
twenty-five coastal structure setback.
2 . The grading plan may be modified to accommodate the new
location of the catch basin, however new grades shall not
be substantially altered in terms of slope and soil
displacement.
3 . Development shall comply with all applicable conditions of
Conditional Use Permit No. 71 and Tract Map No. 39672 .
4 .a. No fencing shall encroach into the existing 25 ' public
access easement along the south property line and into all
other easements along the west and southwest property lines .
b. A uniform rear yard fencing plan shall be approved by the
Department of Environmental Services for the entire
subdivision, prior to the issuance of a building permit .
5 . Prior to building occupancy, a recorded copy of a deed
restriction shall be submitted to the Director of
Environmental Services , prohibiting the installation of a
second kitchen within the residence .
6 . Prior to a building occupancy, the developer shall dedicate
and record an open space and pedestrian access easement
overlaid upon the existing 15 ' wide storm drain easement
located parallel to the southwesternmost property line .
(See Attachment "A" ) The lineal distance of this pedestrian
easement shall be approximately 233 .5 feet to connect the
existing bluff access easement to the L.A. County Sanitation
District pump parcel in a straight line .
7 . Chimneys and any other roof appurtenant structures shall
extend no higher than that required by the L.A. County
Building Code .
